o Group reviewed Hopi Rd request for no parking-will do further research ownership/ROW and consider
possible no parking in turn around area.
o Group reviewed a no parking area on Audubon Rd across from Paisley Park.

• Trailer deployment was discussed -will begin around mid-May to give the ground time to firm up, prep trailer
batteries, etc. and we want to add this to be tracked in Cartegraph.

Hills Drive
Concerns regarding the intersection of
Lake Susan and Powers blvd regarding
pedestrian safety and the speed limit in
the area. While signed 45, he believes that
50-55 is more of the average speed along
this corridor by drivers. Has almost been
hit 2 times. States that a similar letter was
provided but ignored by City and County.
City and County met regarding the issue to discuss
potential path forward. The County will have their traffic
consultant look at the specifics and will be preparing a
technical memo. Also, increased enforcement will be
provided for the next two weeks. TSC will evaluate in the
September 2022 meeting assessing any updates. Update
was provided - case is still in progress awaiting tech
memo from consultant and assessment by Carver County.
Study complete, evaluate during the April 2023 TSC
meeting. SCF came in requesting RRFB/HAWK which will
also require follow-up.
Response provided: "On October 31, 2022 Carver County
received a Powers Boulevard and Lake Susan Hills Drive
Safety Audit in response to a citizen request that was
made regarding the safety of the existing pedestrian
crossing facilities.
The audit concluded that at this time no near-term
improvements were found to be warranted. In the mid-
term, when pedestrian volume warrants are met as
indicated in the Carver County Pedestrian Crossing Policy
for Uncontrolled Crossings, consideration will be given to
either geometric improvements or enhanced pedestrian
crossing devices (e.g. overhead warning devices).
As, Powers Boulevard is under Carver County jurisdiction,
the TSC has accepted the findings of the audit."

Curve
Resident submitted a comment form from
the 23-01 project held on 2/1/2023
requesting the TSC assess the speeding
between Kerber Blvd & Powers Blvd. Has
lived there for many years and has seen
speeders use this as a cut through.
Another resident came to the Public
Hearing for the 23-01 project to identify
this concern as well - GB to discuss.
This area will be added to the speed trailer regular
deployment. The street project where this concern
originated will be polling residents directly regarding
striping improvements that could improve potential
speeding issues and slow any cut-through traffic being
experienced. Lastly, the project will install crosswalk
improvements at Saddlebrook Trl and Saddlebrook Curve.
Evaluate during the April 2023 TSC meeting. SCF came in
requesting addition of centerline striping which will also
require follow-up. Centerline striping will be installed in
conjunction with the project. See case file for response
to residents along the corridor.

Lake Lucy Rd
&
Highover Dr
The end of Highover Drive, just south of
where it intersects with Lake Lucy Rd, is
experiencing a high level of congestion due
to parents parking for children going to the
school (Minnetonka bus drop location).
Children in or crossing street, parents
standing outside vehicles, all add to the
obstruction. When large vehicles such as
garbage trucks/buses are in the area it
makes it worse, especially in winter
conditions. Also, there is a Minnetonka
bus drop at this intersection. Request no
parking on east side so people park one
side and near sidewalk.
Staff will be reaching out to gain more information from
school/busing department to get more information
regarding how long the stop has been in service, why this
particular location (e.g. why won't go down cul-de-sac), etc.
to help evaluate at the next meeting options that address all
stakeholders needs (parents, school, residents, driver safety,
etc.). TSC initial consideration is towards possible warning
signage (bus stop) and educational campaign with HOA
before a 'No Parking' resolution. Evaluate during the April
2023 TSC meeting. Resident provided both HOA contacts
for Highover. The drop off has been in service for some
time and the district doesn't anticipate it being removed. It
facilitates 4 schools' AM/PM drop off for bus service:
Excelsior Elementary and the Minnetonka Elementary,
Middle and High School. AM is between 7-9:30, PM is
between 3-4:30. All buses park on the south side other than
the Middle School which does park on north side due to
parent concerns on ride times for their kids. TSC needs to
understand where all drop off location in the city are to
evaluate at the next meeting.

Coulter Blvd
& Stone
Creek Dr
Request originally came in to create an all-
way stop intersection at Coulter Blvd &
Stone Creek Dr. This was in relation to the
new development (Xcel) in the area and
questions from residents regarding traffic
control during the Planning Commission
meeting. They stated speeding is an issue
along this stretch of Coulter and believed
all stop control would alleviate that issue.

Stop signs will not be installed as a speed control
measure, however the corridor will undergo a speed
study to evaluate the issue. Follow-up will be conducted
at the next meeting after the speed study.
