CONCERN SUMMARY OF CONCERN TSC COMMENTS & RECOMMENDATIONS ACTION

W 78th St (TH
101 to Great
Plains)
West bound sign is too small and too close
to intersection and probably don't even
see it. Other signs blocked by folliage.
Ultimately speeding is too much and
request for a feedback sign.
Speed studies will be conducted in spring to assess the
extent of the issue, studies will be conducted for both
east and westbound traffic. Additional speed limit
signage will be installed near Great Plains & 78th Street.
Case will be re-evaluated once speed study data is
processed. Speed study completed, re-assess at May
meeting. Speed study indicates an 85th percentile of 35
MPH in a 30 MPH zone. Recommendation to install
edge/fog lines throughout corridor, reconduct speed
study. Also, additional signage along corridor (e.g. curve
signage) in conjunction with striping installation this
summer.

Longacres
Drive
"There is no marker warning pedestrians
of oncoming Longacres Dr. traffic on the
South side of the trail like there is on the
North side of the trail. There are trees that
block the view of traffic turning onto
Longacres from both directions. With the
increase in activity, it is much more likely
that someone is hurt as the vehicles don't
see any trail users until the last possible
second. Thank you"
The TSC evaluated the intersection and will be
recommending additional trail signage be added to alert
trail users of the unique crossing at this location, which
will include a trail stop sign on the south side of the
intersection. Additionally, a second stop bar will be
added to the westbound lane at Longacres Drive just
before the crosswalk per the Minnesota Manual on
Uniform Traffic Control Devices. Lastly, vegetation was
managed last year due to a similar case, however staff
will re-evaluate the vegetation removal and its needs.
The TSC recognizes that the trail crossing location in
relation to the intersection of Longacres Drive and
Hazeltine Boulevard is not ideal. Longacres Drive will be
scheduled for rehabilitation in an upcoming 5-year CIP
when more substantial geometric improvements will be
evaluated. Lastly, this case will continue to be tracked in
the event MnDOT schedules improvements to Hazeltine
Boulevard prior to the Longacres project.

Discuss fatality reported at intersection
with pedestrian and vehicle. Resident
called to request lower speed limit and
extended no parking zones as it is difficult
to see crosswalk when people park near it.
Evaluate all existing intersections in city for needed
crosswalk treatments per the crosswalk policy, review at
next meeting. Pending
