TSC Minutes-Tracker 6.21.23MINUTES June 21, 2023 1:30pm – 3:00pm Fountain Conference Room Part I: Call to Order Attendees: X Erik Henricksen X Charlie Howley X George Bender X Stacy Osen X Charlie Burke Bob Generous X Lance Pearce Priya Tandon Part II: Review of Action Items from Previous Meetings •Review pending and tracked items of interest from previous cases and discuss updates. o City Council work session presentation on 6/26/23 •Discussed what will be covered, EH will update/prep for meeting, all members encouraged to attend if possible. o Crosswalk Policy: multi-use path signage in association with the crosswalk policy compared to the County’s practice and Park Department preference. •Waiting on input from County and Park Dept. o Review before and after speed studies conducted the past 30 days. S Part III: Business & Information Agenda Item: •Traffic Accidents: review accidents during the past 30-day period for discussion and tracking. o The group reviewed a recent pedestrian fatality case which is still under investigation by State Patrol. •2 personal injury accidents on local roads, TH101 & 61 Roundabout is significant number of crashes. •Review of Cases: review cases and assess. o The group reviewed new cases #246 - #253. See Attachment for details on these cases. Part IV: Member Comment Part V: Adjournment Next Meeting Date – 7/19/23 CASE # DATE AREA OF CONCERN SUMMARY OF CONCERN TSC COMMENTS & RECOMMENDATIONS ACTION TAKEN 246 5/16/2023 Near Mountain Blvd & Mountain Way "Traffic is quite dangerous for pedestrians walking here. With no sidewalks people have to be extra careful for their kids and pets on Near Mountain. The cars are going too fast since they don’t stop at the three- way stop sign. A sheriff around 5pm might help remind people of the legal requirements here." Educational campaign for neighborhood on speeding/pedestrian safety, include a letter regarding removal of stop signs as multiple signs were erected against national and local standards for their use and therefore they are not being adhered to. Yes 247 5/29/23 Carver Beach Neighborhood "Why are there no speed limit signs in residential areas. Kids, bikers, stroller, dog walkers, elderly, handicapped—have no choice but to use the streets since there are no sidewalks in most of the truly residential areas. And there are many drivers that believe the road is strictly theirs to travel at crazy speeds. Signs, get them up and enforce it!!" Additional comment was to have speeds 20-25 as speed limit of 30 mph is not conducive to these streets. As the area has no cut-through traffic and speeds are within acceptable ranges, an educational campaign will be conducted. This will also meet the recommendation for an education campaign associated with Case #213. Yes 248 6/1/23 W 78th Street "A concerned business owner in the city contacted me with the fact that they have noticed many stoplights on W 78th Street being run. They are driving along W 78th frequently and have noticed that people have been speeding and running the lights at W 78th and Kerber, Market, and Laredo. They were wondering if we could patrol those lights for a day or two to lessen the speeding and running of red lights." Increased enforcement will be conducted. Yes 249 6/5/2023 Powers Blvd & Utica Ln Concerns with a crosswalk at Power & Utica Lane. Addressed Council on 6/5 during the vistor's presentation. County jurisidiction so limited action at this time. Reviewed overall plan for pedestrian conductivity in the area, the trail gap identified in the 2040 Comp Plan, and how this will be tracked and incorporated with the Preserve Trail project. No 250 6/6/2023 W 78th Street (East Target Entrance) "Need flashing lights at crosswalk, no one stops when someone needs to cross. Nearly get rear-ended stopping for someone to cross. Intersection does not meet warrants per the City's Crosswalk Policy. The current crosswalk improvements will be eliminated to help guide pedestrian to safe, warranted crossings in the area. No 251 6/7/2023 Long Acres "My name is Sydney Breitling, and I am student from Minnetonka High School. In my civics class, we are doing a project on something that could be fixed in the state of Minnesota. The topic I decided on was the speed limit in Longacres, a neighborhood in Chanhassen, Minnesota. The city speed limit for neighborhoods in Chanhassen is 30mph. With speed limits, people tend to go 5-10 mph faster than the speed limit, and going 40 in a neighborhood with kids who play by the main road is just too fast. I believe that if the speed limit gets lowered to 25, people will still go about 10 over the speed limit, it will only be about 30mph and not 40. The neighborhood has tried to lower the speed limit, but it has not been successful. I chose to reach out to you because I believe that you are someone who can help with the issue I am dealing with. I think making the speed limit just a little lower will help make the neighborhoods feel like a safer place to be in. Thank you for taking time out of your day to read this Responded regarding the concept of speed limit setting, 85th percentile speeds, and the city's current speed limit setting practice, as well as tracking this case continually for future road projects to assess potential improvements. No and I hope you take what I said into consideration." 252 6/5/2023 Kerber Blvd & West Village Rd "Can we get the flashy solar signs for the crosswalk? Between the school, city events and sports often held here, there are usually loads of cars parked on both sides of the street and PEOPLE DON'T SLOW DOWN. With a young man's recent death at this intersection, it'd be nice to start seeing better options for safely crossing the crosswalk and have drivers be more alert." Enhacements/improvements warranted, installation being programmed for design and CIP budgetary consideration as this would require a larger project. Tentatively scheduled for 2024 construction. Yes 253 6/16/2023 Laredo Dr & W 76th St "Traffic going down Kerber does not stop at stop signs. Pedestrian concerns exist especially when school children are present. Vehicles tend to speed down this road. Recommend flashing lights at stop signs and speed camera." Implement warranted improvements with 24-01 project. Evaluate if stop sign warranted. Yes
