TSC Minutes-Tracker 7.19.23 MINUTES July 19, 2023 1:30pm – 3:00pm Fountain Conference Room Part I: Call to Order Attendees: X Erik Henricksen X Charlie Howley X George Bender X Stacy Osen X Charlie Burke X Bob Generous X Lance Pearce X Priya Tandon Part II: Review of Action Items from Previous Meetings • Review pending and tracked items of interest from previous cases and discuss updates. o Crosswalk Policy: multi-use path signage in association with the crosswalk policy compared to the County’s practice and Park Department preference. • County’s preference is unclear, inconsistent use. • Waiting on input from Park Dept. o Review before and after speed studies conducted the past 30 days. • A minimal percentage decrease was noted will continue to check in other areas and consider if lane width plays a role. o Review city-wide crosswalk evaluation. • Reviewed intern project -ongoing. S Part III: Business & Information Agenda Item: • Traffic Accidents: review accidents during the past 30-day period for discussion and tracking. o The CCS reports crash level up a bit from previous month. • TH101 & 61 Roundabout is significant number of crashes-discussed communication with County to update signs/pavement markings -will monitor the area. (expected to reduce once TH41 construction is finished) • Roll over accident at Powers and Utica-Truck w. Trailer • Review of Cases: review cases and assess. o The group reviewed new cases #254 - #256. See Attachment for details on these cases. Part IV: Member Comment Part V: Adjournment Next Meeting Date – 8/16/23 CASE # DATE AREA OF CONCERN SUMMARY OF CONCERN TSC COMMENTS & RECOMMENDATIONS ACTION TAKEN 254 6/30/2023 Market Blvd & Main Street "The section of Market Blvd which runs in front of the entrances to Lake Susan Apartments and St. Huberts Church frequently experiences high speeds from motorists. Entering onto Market Blvd from Lake Susan Apartments can be difficult, due to limited visibility from cars running north to south. Cars commonly pass through this area exceeding the 45- mph limit. I have witnessed two accidents from cars either entering or exiting the Lake Susan Apartments parking lot, but am uncertain if there have been other incidents. There is a 30-mph zone as Market Blvd nears Hwy 5 and a 40-mph zone upon reaching HWY 212. It feels dangerous to enter the section of road between these two speed zones, when cars are running above 45 mph. I would appreciate this area be reviewed for speed safety. Thank you for your consideration!" Relayed concern to County for their consideration as well as the Sheriff's Department (department regularly frequents area as is). No 255 7/9/23 Powers Boulevard (Hwy 5 to Pioneer) "The speed limit on Powers Blvd between Pioneer and Hwy 5 changes multiple times from 50 to 45 to 40. Cars are often speeding. Perhaps they don't notice the speed limit changes. Has there been any consideration of having a single limit (40? 45?) in that area…" The City cannot set speed limits on County or State highways, however this concern has been brought before the County multiple times which enacted the County to collect speed data along portions of Powers Blvd where speed limits change. Ultimately, the data noted that the posted speed limits are still valid and recognizing that MnDOT is responsible for establishing speed limits along County roads. Lastly, this concern will also be relayed to the Sheriff's Department as an enforcement concern regarding potential speeding. No 256 7/13/23 W 78th Street Pedestrian signal times along W 78th Street have changed from 27 seconds to 20 seconds which does not allow enough time for senior/children pedestrians to cross. CB – will review programming along corridor to see if timing reset.
