o Crosswalk Policy: multi-use path signage in association with the crosswalk policy compared to the County’s
practice and Park Department preference.
• The City will use Bike/Ped crossing signage only at Regional Trails.

• Traffic Accidents: review accidents during the past 30-day period for discussion and tracking.
o The CCS reports crash levels down significantly at RAB on 101 & 61 from previous month as traffic there
has decreased with portion of HWY 41 reopened.
o Still waiting on official report from fatality on Kerber Blvd
• Review of Cases: review cases and assess.
o The group reviewed new case #261-263. See attached

"Hello. I live in Ashling Meadows and
drive, walk and bike almost daily on Lake
Lucy between Galpin & Powers. I have
noticed for some time that the speed of
cars has gotten worse. While driving east
from Galpin, there's only 1 speed limit
sign and it's hidden behind trees. In
March, my car was hit by another car
traveling east around the curve. She was
speeding and hit ice. Thankfully we were
not hurt but both cars were totaled, and
her car flipped on its side. On the west
side of Galpin there is a speed detector
set up. Could one be put in on the east
side of Galpin on Lake Lucy? There is a
pedestrian cross, but the majority of
people do not adhere to it. Thanks so
much. "
Public Works operations will be clearing up vegetation
and relocating/optimizing signage along the corridor.
The city is evaluating funding in consideration for driver
feedback sign(s) along this stretch of the collector.

"At this location, going Northbound, cars
pass on the right, over the solid white line,
when cars are turning left onto Utica Lane.
This has been a concern of our
neighborhood (Greenwood Shores) for
years. We had hoped that a sign or
different paint lines would have been
installed when the pavement got redone.
The cars that pass illegally on the right
then honk and make rude gestures at us
turning, when they are the ones in the
wrong.
The Traffic Safety Committee evaluated this case,
however Powers Boulevard is a County road and the city
does not have authority to reconfigure nor install
signage within their jurisdiction. As such, this concern
was forwarded to the County. The initial
recommendation was that regulatory signage would not
be effective in this situation since passing on the
shoulder is already illegal. Residents in the
neighborhood are encouraged to utilize the dedicated
left turn lane for Tecumseh Lane just to the north.
Additionally, the Carver County's Sherriff's office has
been informed of the concern. Lastly, the County has a
future reconstruction project planned for CSAH 17
(Powers Boulevard) tentatively scheduled for 2030.

'I wanted to report that taking a left from
Lake Drive onto Market Blvd has become
very dangerous. The traffic is coming fast
from both directions and it’s hard to see
it. Today I was trying to take a left and I
couldn’t see the traffic well coming from
the right because other cars were going
into the lane. There was someone behind
me honking to go but I couldn’t because
cars were coming. I was finally able to get
through and the person behind me that
had been honking had some road rage.
They passed me but then slowed down in
front of me and stopped their car. While I
was passing them on the road, they
started to roll down their window, I
passed them and didn’t stop. This made
me feel very unsafe though. My kids were
also in the car and scared. There needs to
be a light put in at the intersection. It is
way too dangerous."
The Traffic Safety Committee evaluated this case,
however Market Boulevard at this location is a County
road and the city does not have authority or jurisdiction
to install improvements. The installation of traffic signals
also must meet particular warrants as defined by the
Minnesota Manual on Uniform Traffic Control Devices,
which appear may not be met at this location. This
concern was forwarded to the County. This concern will
also be relayed to the Sheriff's Department as an
enforcement concern regarding potential speeding;
please keep in mind the department does regularly
frequent this area as well. No
