The City Clerk will administer the oath of office. BACKGROUND Per State Statute 358.0 5, the oath of office to be taken by members and officers of either branch of the legislature shall be that prescribed by the Constitution of the State of Minnesota, Article IV, Section 8. Every person elected or appointed to any other public office, including every official commissioner, or member of any public board or body, before transacting any of the business or exercising any privilege of such office, shall take and subscribe the oath defined in the Constitution of the state of Minnesota, Article V, Section 6. ATTACHMENTS Economic Development Commission Minutes of September 12, 2023 3 CHANHASSEN ECONOMIC DEVELOPMENT COMMISSION REGULAR MEETING SEPTEMBER 12, 2023 Acting Chair Freeman called the meeting to order at 5:30 p.m. MEMBERS PRESENT: Chris Freeman, Stacy Goff, Luke Bame, and Cohen Lee MEMBERS ABSENT: Chair Eric Anderson, Vice Chair Duke Zurek STAFF PRESENT: Eric Maass, Planning Director PUBLIC PRESENT: Patricia Fernandes, Judy Harder. Member Bame moved, Member Goff seconded to approve the agenda. All voted in favor and the motion carried unanimously with a vote of 4 to 0. APPROVAL OF MINUTES: APPROVE ECONOMIC DEVELOPMENT COMMISSION MINUTES DATED AUGUST 8, 2023 Member Goff moved, Member Bame seconded to approve the Minutes of the Economic Development Commission meeting dated August 8, 2023, as presented. All voted in favor and the motion carried unanimously with a vote of 4 to 0. DISCUSSION/GENERAL BUSINESS ITEMS: 1. Follow-up discussion on Downtown Zoning District Uses Planning Director Eric Maass presented the proposed revisions to the permitted, conditional, interim, and accessory uses within the Central Business District (CBD) zoning district, as well as potential revisions to development standards for the district such as setbacks and height limitations. The commission discussed the potential for targeting retail, entertainment, and restaurant uses in front on West 78th Street and office-type uses on the backsides of those buildings. EDC members discussed the current traffic patterns within the downtown area and how that will likely evolve over time as development takes place and road projects are completed that prioritize pedestrians and pedestrian safety. Following a discussion of the potential redevelopment opportunities east and west of Kerber Boulevard, the commissioners were generally supportive of the proposed 4 Economic Development Commission – September 12, 2023 2 revisions to permitted, conditional, interim, and accessory uses along with proposed setbacks and height limitations. ADJOURNMENT: Member Bame moved, Member Lee seconded to adjourn the meeting. All voted in favor and the motion carried unanimously with a vote of 4 to 0. The Economic Development Commission meeting was adjourned the meeting at 6:22 p.m. Submitted by Eric Maass Planning Director 5 Economic Development Commission Item October 10, 2023 Subject SWOT Analysis Section DISCUSSION / GENERAL BUSINESS ITEMS Item No: F.1 Prepared By Sam DiMaggio, Economic Development Manager File No: SUMMARY The Economic Development Commission is asked to review the proposed SWOT Analysis and recommend any items they would like inserted or deleted. BACKGROUND A SWOT analysis (strengths, weaknesses, opportunities, and threats) assesses internal and external factors, as well as current and future potential. Staff plans to utilize the information gathered from the SWOT Analysis to develop a strategic three-year Economic Development Plan. DISCUSSION It is important to realize that strengths and weaknesses represent the city's characteristics within its borders. In contrast, opportunities and threats come from outside the city. Strengths: The strengths of a city are assessed by looking at characteristics internal to a city, and that impact how it might be viewed by potential businesses, developers, or other economic agents. Weakness: These are also focused on the internal features of a city that have the potential to impact its marketability to businesses, developers, or other economic agents. Weaknesses can be categorized as real, perceived, or areas of uncertainty. Opportunities: A city's future opportunities are approached broadly and strategically. Opportunities are related to the physical elements of the city, market conditions, and real or perceived advantages for the city. Threats: These can be categorized as real, perceived, or unknown. Understanding the underlying issues and causes of a threat, as well as minimizing their impacts, are methods by which their damage to a city can be mitigated.
