Part II: Review of Action Items from Previous Meetings
• Review minutes and any items requiring follow-up from the previous regular meeting of TSC.
o Speed Trailer deployment Schedule.
Determined a “Season” for use of trailer from May 1 – Nov. 1
o Crosswalk Policy Updates—trail stop signs, trail crossings, explanation of controlled vs uncontrolled.
Adding language to policy for clarification of these.

• Traffic Accidents: review accidents during the past 30-day period for discussion and tracking.
o The CCS reports 39 crashes-7 with personal injury which is down -5 of those at RAB on 101 & 61.
o Final report back from fatality on Kerber Blvd-possible charges.
• Review of Cases: review cases and assess.
o The group reviewed case # 257 & 260 for follow-up and new case #264-265. See attached

(Neighborhood)
Widths of road, parking allowed, a lot of
kids, speeding, non-adherence to four
way stop (Ponderosa Dr & Carver Beach).
What can we do to make this a safer
space for kids. Will get petition for
lowering speed. There is Carver Beach,
which is public, so it is not just local
residents. Blind curves on Carver Beach
and other areas, no street lights in winter
makes dangerous. Request to have speed
limit lowered and additional signage
(warning and wayfinding).
Speed studies will initially be conducted on: Carver
Beach & Lotus Trail to collect the initial data and will be
reviewed at the next TSC meeting. Warning signage
evaluation with Public Works of Carver Beach
neighborhood (stop ahead, curve, etc. not driveway
signage) will be conducted to assess any warranted
signage per MNMUTCD. The Parks Dept. will evaluate
wayfinding routes and will be discussed at the next
meeting, and parks will also evaluate PSA signage in
park regarding speeding and access to the park.
(after study) Request update petition with city's petition
form, residents only. Review results on 10/18 meeting.
Speed data indicates no speeding issue - note 85th
percentile on key roads. Inform residents of findings
and that no further recommendation on speed issues
will be given to PWKS/Council. Summer intern will
complete sign evaluation in 2024 due to staff resources
and timing of sign evaluation.

Excessive speed by autos in residential
areas is an ongoing concern. There are a
few speed limit sign at the entry point to
the residential area but… 1. They are not
at every entry point, just a few e.g Nez
Perce off if Kerber. It’s the primary entry
point for a huge residential area.
2. The signs that are in place are on the
passenger side of the street, so close to
the turn-in point that the driver cannot
see it while one is preoccupied with
making the turn. 3. There are no signs
within the actual area. 4. There are no
reduced speed dogs at road crests, blind
corners, unusually narrow streets, etc. 5.

There are many many kids playing near or
on the streets. There are no sidewalks so
elderly, bikers, couples walking, dog
walkers etc are in the street, day and
NIGHT. Put signs within the neighborhood
where the driver can actually see them.
Downgrade the speed in higher risk areas.

Pioneer Trl
"As a mom with 2 toddlers, I pass through
this intersection 4x/day for daycare drop
offs and pickups. Too often I see scary
accidents, like today at 710am. But even
more often, I see close calls. Earlier this
week, I safely avoided an oncoming car
myself by swerving around its oblivious
entry onto Pioneer from Powers. Is there
any analysis and tracking of
improvements in the area? I did notice
the recent install of new lighting which is
great at night. Is it helping minimize
accidents? Are there future planned
improvement projects there?"
SCF will be routed to Carver County for follow-up as any
studies and/or information pertaining to this
intersection would be under County jurisdiction. No

Curve
He is concerned about construction
vehicles parking on Pleasant View Rd in
the area of Horseshoe Curve, on a hairpin
turn in the road. He is finding it difficult
to get out of his home. He says there are
not any No Parking signs posted but is
requesting we add them by Monday
when the construction starts again, and
the vehicles return after the weekend.
Recommendation from TSC is to propose a no parking
resolution for 1 side of Pleasant View Road, Horseshoe
Curve, and Indian Hill ("south" sides). There will be
multiple areas where no parking on both sides of the road
will also be recommended based on horizontal/vertical
curvature. hoe, Indian Hill).
