As per City Code the City Council may approve a metes and bounds subdivision of a lot into two lots inside the urban service area. Both lots meet the minimum requirements as provided in City Code, Section 18-37 as this does so again the request for the metes and bounds is to create two lots. And also as a part of this, so the public hearing is for the metes and bounds and also for a vacation of a utility and drainage easement. Subject location is off of 63d Street and Yosemite in this comer. A little bit more detail than on the other slide. One of the conditions of approval is the lot survey that you have doesn't show this back lot and it could be misconstrued that it may be subdivided or not part of this plat so one of the conditions of approval would be to show the entirety of that. I'm showing it to you now for illustrative purposes because it's not on the survey but that would be reflected in one of the conditions. So the subdivision then would create two parcels A and B. Both of those parcels do meet the minimum requirements of the subdivision lot. The Parcel A is approximately 43,687 and Parcel B is 18,000. There is a large retaining wall here on West 63rd and so access to the lot being proposed would be off of Yosemite. Again for infrastructure then access via Yosemite. There is water and sewer available to the site. There are hook up fees required that are as part of the staff report. And then grading is limited to that area required for building of the house and then stormwater piping is also under Yosemite. So again SCANNED Chanhassen City Council — ember 10, 2012 as a part of this there is vacation of easements and then placement of new easements so I'll turn it over to the City Engineer to do that portion. This easement was originally dedicated when the area was originally divided. The second exhibit here shows the location of the proposed drainage and utility easements that are requested for the subdivision. The staff has reviewed the application and finds that the vacation of the current drainage and utility easement is acceptable and with the subdivision we request that the drainage and utility easements be dedicated at that time. Kate Aanenson: I wasjust going to remind you again that there's that condition regarding the extra, revised survey showing the continuous of the larger lot. The 43,000. That wasn't completely shown on that Parcel A so that would be a condition so with that change we do have other conditions outlined in the staff report including the hook-up fees, park dedication or park fee required and the like so with that we are recommending that the City Council approve the metes and bounds subdivision, but again before you make any motion that you also open the public hearing and take any comment. City Code states that "after designation as a zoning lot the lot may not be subdivided without complying with the city's subdivision ordinance" (Section 20-903 (c)). Therefore, Parcel A's legal description must be revised to include Lot 4, Block 1, Stoddart Addition. The proposed subdivision meets city ordinance requirements and staff is recommending approval subject to the conditions of this staff report. BACKGROUND June 1, 2012. Stable permit issued for 1611 West 63rd Street to permit one horse. This permit must be renewed annually. (Chapter 5, Article II, Division 2, Stable Permits require a minimum of one acre for a permit. Minimum 2 acres for two horses. October 2008. Surface Water Management Fees Surface water management fees are based upon a net buildable acreage of 0.295. Water quality fees are calculated as $2,670.00/acre (0.295ac) which is equal to $787.65 and water quantity fees are calculated as $3,820.00/acre (0.295ac) which is equal to $1,126.90. Total surface water management fees due prior to recording the property deed are $1,914.55. STREETS The subject property is bound by West 63rd Street to the north and Yosemite Avenue to the west. These urban streets were reconstructed in 2007 and are sufficiently designed for the proposed subdivision. The driveway to the existing home will remain off of West 63rd Street. The driveway to Parcel B is proposed to connect to Yosemite Avenue, approximately 50 feet south of the West 63rd Street intersection. UTILITIES Sanitary sewer and watermain are within West 63rd Street and Yosemite Avenue. The existing home on Parcel A is currently connected to City sewer and water. Parcel B sewer and water services are off of Yosemite Avenue. Thirty percent of the sanitary sewer and water hookup fees must be paid before the deeds are recorded at the rate in effect at the time. The remaining 70% of the hookup fees must be paid with the building permit at the rate in effect at that time. EASEMENTS A drainage and utility easement dedicated with the Stoddart plat currently encumbers the eastern half of proposed Parcel B. The Stoddart subdivision information does not indicate specifically why such a large easement was granted. Originally the area in question was the low area of a 7.4 -acre watershed that discharges eastward to Clasen Lake via a culvert under Yosemite Avenue and southward under Yosemite Avenue. Wetland conditions were not present in this area. In 2007, the low area was filled in conjunction with the street and utility reconstruction project. Additional storm sewer was installed in Yosemite Avenue with the project, discharging to a stormwater pond to the south. The low area on the subject property is now primarily drained by the Yosemite Avenue storm sewer system; the culvert underneath Yosemite Avenue acts as an overflow structure. The applicant's engineer has completed a drainage analysis and calculated the peak elevation of runoff from the 7.4 -acre watershed during a 100 -year rainfall event. Kallio SCANNED Ll Scope of Work DRAINAGE STUDY • Kallio Engineering was retained by Steve Ische of Premier Land Surveying to compute the high water elevation of the basin in the southwest comer of Yosemite Avenue and 63d Street in Chanhassen. The City of Chanhassen is requiring the study for a proposed lot split of Lot 1, Block 1, Stoddart Addition. The city will require drainage easements up to the high water elevation. Existing Site The primary outlet of the basin is an existing 15" RCP which drains to a storm sewer system that eventually outfalls to a storm water pond approximately 800 feet to the south. A secondary outlet is a beehive inlet slightly to the north that is connected to a 15' RCP which outlets on the east side of Yosemite Avenue. The emergency overflow for the basin is overtopping of Yosemite Avenue in the same vicinity of the storm drains previously mentioned. The storm drain and overtopping elevations are as follows: Drainage Feature Elevation 15" RCP to storm sewer 1008.1 Beehive inlet to 15' RCP to west of Yosemite 1010.6 Yosemite Avenue Overtopping 1011.8 Note: Existing elevations provided by a Premier Land Surveying The area upstream of the existing pipes is well vegetated horse pasture, wooded area, and single family homes. The existing soil types are clay loams. There is minimal flood storage available immediately upstream of the pipe inlets, but there is a larger perched storage area approximately 280 feet upstream. Calculations The runoff calculations and were performed using HydroCAD software which utilizes SCS TR -20 methodologies. The flood calculations were performed using a Type H 24-hour rainfall distribution with a 100 -yr rainfall of 6.0 inches. Curve numbers were taken from the table using their respective soil group. The entire storm sewer network from the 15' RCP to the outfall was not analyzed due to the time of concentration of the peak flows to the basin. The time of concentration of the basin will be longer than the curb inlet catchments, which means most of the storm sewer system would be at reduced flows by the time the peak flows of the basin enter the system. The basin areas with their respective impervious area, curve numbers, and time of concentration can be found in the attached HydroCAD report. Results The HydroCAD results produced a peak flow of 15.1 cfs from the basin with a high water elevation of 1011.7 , which is slightly lower than the overtopping elevation of 1011.8. Because this is a land locked basin, it is recommended that any proposed building elevations and lowest building openings be based on the overtopping elevation.
