Agenda Item:
• Traffic Accidents: review accidents during the past 30-day period for discussion and tracking.
o 23 crashes, 2 involving personal injury—Down significantly due to very mild winter/driving conditions.
o MnDOT is planning to install a cable barrier in the median in certain locations along TH5.
• Review of Cases: review cases and assess.
o The group reviewed an educational campaign related to a previous case and gave feedback on the
postcard that will be sent to residents in the area of the new Bluff Creek Blvd connection.
o The group reviewed new case #273-275. See attached

273 2/13/2024 Mills Drive
"I'm noticing an extraordinary amount of
traffic flowing from the Degler
neighborhood, on Mills Dr, through
Avienda. Also, the drivers are driving
excessively fast on this curvy street. I
don't believe that Mills Dr should have
ever been connected into Avienda. Those
Degler development folks have adequate
access onto the main flow through
Avienda, without racing on Mills Drive.
This has to be addressed by the City and
Carver County Sherrif patrol.
Subcontractors have also noticed and
commented on the traffic descriptions I've
shared here.
What will the City be doing to address
this?"
It was determined that the connection Mills Drive
provides is a vital route for the transportation network
and will not be prohibited in any way. Mills Dr is a short
section of road with a series of back to back 90 degree
turns which make speeding difficult to nearly impossible.
However, as the build-out of Avienda occurs, additional
speed monitoring and data collection by the city will
occur.

"This crosswalk needs better signage cars
regularly travel 50+ mph don't pay
attention, it's a long ways to cross with
people flying for both directions tragedy is
waiting to happen Lots of kids and elderly
in the area Maybe flashing lights like the
intersection at Park/Powers ,"
See case 225. In summary, this is a County road and
must adhere to their policies/guidance. A study was
conducted by the County which indicated at this time no
improvements are warranted and the existing walk will
be removed with their 2024 project until such warrants
are met for enhanced improvements.

275 2/16/24 TH 41 &
Chaska Road
"Parents parking on both sides of Chaska
Road waiting to pickup their kids from
MMW middle school. This has been going
on for a period of time. It makes entering
Chaska from HWY 41 very challenging and
it is nearly impossible to enter HWY 41 if
coming from Chaska Road. Many of us
who live in the neighborhood would like
to see a no parking signs on both sides of
the street from HWY 41 down Chaska
Road to Melody Hill."
The TSC has consistently recommended evaluating the
impacts of current and planned traffic operations
improvements both within and adjacent to the school
premises on parking conditions. Main case tracking this
is #203.
