Pass
The intersection of Mayapple Pass and
Bluff Creek Drive has been an issue since
the park was built 10+ years ago. Cars
come through at high-speed rates and are
not slowing for the children and families
in the crosswalk. My son and his friends
(elementary kids) were almost hit last
night on their bikes while in the crosswalk
trying to get to the park. This intersection
is also home to numerous bus stops - Bluff
Creek Elementary and area private
schools. The median has done little to
deter speed or force drivers to stop. With
the opening of Avienda, Bluff Creek Drive
will only get busier. We're getting
increasingly worried one of our kids will
get hit waiting for the bus, getting off the
bus, or simply crossing the street to the
park.
The TSC evaluated the concern of speed and pedestrian
safety at Mayapple Pass and Bluff Creek Boulevard at
their last meeting on 5/15. In October of 2022 a speed
study was conducted at Mayapple Pass and Bluff Creek
Boulevard in association with continued monitoring and
tracking of volumes and speeds with the Avienda
development build-out. Data indicated that the 85th
Percentile speed was 33.6 MPH and the average speed
was 29.6 MPH for northbound traffic, indicating that
speed limits are being adhered to and the posted 35
MPH speed limit is warranted. In review of the
intersection and pedestrian safety, all improvements
currently installed, including signage, striping, and a
median refuge island, meet the City's Crosswalk Policy
and no further intersection improvements are scheduled
to be installed. While speeds and safety measures are in
place, the city will deploy the speed trailer near this
location which is also on the regular speed trailer
deployment list. Additionally, additional speed studies
will be conducted at the intersection for both
northbound and southbound traffic as the city continues
to monitor traffic operations along the corridor. Lastly,
the Carver County Sheriff has been notified of the
concern to assess increased enforcement.
