issue locations.

• Powers Blvd and Pioneer will have a partial closure with an upcoming County Mill & Overlay project—more to

Request for additional east/west
crosswalks at intersections and
maintenance to faded crosswalk markings.
The city is conducting crosswalk maintenance and the
installation of new crosswalk treatments along the
controlled legs of city streets along Powers Boulevard
(north/south crossings) this year. However, the city has
no control over crosswalk improvements installations as
the Powers Boulevard is under Carver County
jurisdiction, any crossings (east/west) in their right-of-
way. Other intersections along the corridor have gone
through safety audits, and at this time have not met the
warrants for improvements to be installed per the
Carver County Crosswalk Policy.

Bluff Creek
Blvd & River
Rock Dr N
When stopped at the stop sign on River
Rock Drive N and Bluff Creek BLVD, you
cannot see well looking to the east on
Bluff creek blvd for traffic traveling west
to turn onto bluff creek blvd. Vehicles
traveling between the intersection and
the roundabout are traveling at a high
rate of speed. Stop sign would be very
helpful, if nothing else a blind intersection
sign may help a little. Follow-up comment
was they acknowledged this has been
brought to TSC in the past with no action,
recommended reviewing with full foliage.
Review of past cases does not show
record of this specific concern, only Case
#268 regarding the intersection and
Avienda opening up.
Landscaping was installed per requirements of the
development. HOA will be sent notice to maintain
landscaping and clear sight lines at the intersection.

Plains and
Marsh Drive &

He walks his dog and has almost been hit
by cars 3 times in the last month— twice
while crossing Hwy 5 at Great Plains (using
light to cross) and at Marsh Drive and Lake
Drive East (driver stopped to yell at him-
telling him “This is not a cross walk!”) He
said he read in the paper a few months
ago about the City getting grant money to
improve trails etc?
No improvements warranted at this time. Discussed
additional pedestrian routes (pedestrian bridge, existing
crosswalks, etc.) and will track for 2026 Lake Dr E
improvements for any further assessments (extension of
sidewalks, additional crosswalk enhancements, etc.).
