PC SUM 2007 07 17 WORK SESSION CHANHASSEN PLANNING COMMISSION WORK SESSION SUMMARY MINUTES JULY 17, 2007 6:30 P.M. Fountain Conference Room, Chanhassen City Hall MEMBERS PRESENT: Kevin Dillon, Debbie Larson, Dan Keefe, Jerry McDonald, Kathleen Thomas and Kurt Papke MEMBERS ABSENT: Mark Undestad STAFF PRESENT: Kate Aanenson, Community Development Director, Bob Generous, Senior Planner PUBLIC PRESENT: None COMPREHENSIVE PLAN UPDATE th Kate Aanenson presented a power point presentation of the information provided at the June 27 th and 28 open houses on the Chanhassen Comprehensive Plan held at the Chanhassen Library and Chanhassen Recreation Center, respectively. The open houses ran from 6:00 p.m. to 9:00 p.m. Over the two evenings, approximately 100 people attended the open houses. Staff was present to provide information on the City’s web site, the 2007 Citizen Survey, Transportation, Water, Sewer, Land Use, Housing, Historic Preservation, Natural Resources and Parks and Open Space. COMMENTS RECEIVED As part of the open house, staff provided an opportunity for individuals to provide written and verbal comments on the comprehensive plan. Comments were provided on Transportation, Parks & Open Space, Historical Preservation, Land Use and Miscellaneous. LAND USE ISSUES The land use issue map was presented to show those areas that the City will be looking at making changes in Land Uses as part of the 2030 Comprehensive Plan. Additionally, two property owners requested that the City add their properties for land uses. The Erhart property between th Powers Boulevard and Highway 101 west of 96 Street has requested that the City increase the density of the permitted development (staff has walked the site and has hired SRF to prepare an initial analysis of the potential development of the property). The Epic Development property at the northwest corner of Highway 5 and Galpin Boulevard was requested to be designated for commercial uses. COMMERCIAL LAND USE City Council has directed that staff and the Planning Commission come up with a clearer vision and definition of the different commercial areas: downtown, community commercial and Planning Commission Summary – July 17, 2007 regional mall. This is so the City may better articulate the different areas and assure that they will compliment and enhance each other, rather than compete and detract from the other areas. MUSA The Metropolitan Urban Services Area (MUSA) was explained. Currently, the City has prepared five-year increments for expansion of urban services in the City. However, with the new sewer and water plans that the City is preparing in conjunction with the comprehensive plan update, there may be a need to revise the MUSA areas to provide sufficient payback area for the required capital improvements necessary to extend the trunk mains. LIVABLE COMMUNITIES ACT The City has participated in the Metropolitan Council’s Livable Communities Act. We have adopted guidelines for meeting various housing goals. These goals include ownership/rental breakdowns, affordable housing objectives, lifecycle housing splits and overall development densities. MAXFIELD HOUSING STUDY Carver County Economic Development Agency has prepared a housing study for all of Carver County looking at the types of housing that are needed in the communities through 2015. HISTORIC PRESERVATION The City will be working with Carver County to prepare historic information for the community. The City’s goal will be to prepare an inventory of historic properties and structure in the community. If individuals want to pursue historic designation of their property, they would be directed to the County. A City Historic Preservation Office is not being proposed. PARKS AND OPEN SPACE The Parks department has hired Hoisington Koegler Group, Inc. to prepare the update to the Park element of the comprehensive plan. An existing and proposed park and trail plan is being prepared as well as review of park and open space issues. NATURAL RESOURCES Over time, the City has been acquiring significant natural areas within the community. As part of the comprehensive plan, the City will be preparing management strategies for these resources. SEWER A master sewer plan is being prepared for the update. This plan shows how sewer service can be provided throughout the community. Additionally, the plan will look at the financial requirements for building the sewers. 2 Planning Commission Summary – July 17, 2007 WATER A master water plan is being prepared for the update. TRANSPORTATION City staff is preparing traffic analysis zones data for the comprehensive plan update. Additionally, the City is relying on Carver County to prepare the traffic projects for the road system. The City has already prepared a function classification map and a systems deficiencies map. We will need to verify with the County that there are no additional problems. Staff is also preparing information on Light Rail Transit (LRT) and commuter rail. NEXT MEETING The next Planning Commission agenda for August 7, 2007, has only one item. Staff will present additional information of the status of the comprehensive plan. The Planning Commission requested that LRT and commuter rail information be provided.
