MINUTES
JUNE 9, 2025
Mayor Ryan called the meeting to order at 7:00 p.m. The meeting was opened with the Pledge of
Allegiance.
COUNCIL MEMBERS PRESENT: Mayor Ryan, Councilmember Schubert, Councilmember
von Oven, and Councilmember Kimber.
COUNCIL MEMBERS ABSENT: Councilmember McDonald.

VISITOR PRESENTATIONS.
1. Nick Gardino Citizen Action Request
Nick Gardino, 1750 Mill Creek Lane, Excelsior, thanked the Mayor and the City Council for
their work. He expressed concerns about growth in the city along King’s Road. He requested that
the City Council bring an ordinance that would require any city administrative decisions that
would provide connections of utilities, streets, or right-of-way easements to neighboring cities to
be reviewed by the City Council before being passed administratively. He referenced an example
along King’s Road and noted that he wanted the city to specifically consider any connections
that provide amenities to other cities, which would not give any tax funds to Chanhassen. He
thought these items should be open to the City Council for discussion and public hearings.

Mayor Ryan stated that this information would come before the City Council as a citizen action
request form to be discussed at a City Council Workshop.
2. State of the Library Presentation
Jodi Edstrom, Library Director for Carver County, summarized the public library services and
noted that there was a 25 percent digital increase. She reviewed the growth of technology, youth
services, and top book checkouts.
Patrick Jones, Branch Manager of the Chanhassen Library, provided an overview of
programming for children, teens, and adults available at the library. He reviewed the different
community partnerships and fundraisers completed.
Mayor Ryan thanked the library staff for their excellent work and partnership. She asked about
the partnership with library cards for students. She asked if it was open for the Minnetonka
school district. Mr. Jones answered that the Minnetonka one would be difficult, since many of
the kids have Hennepin County cards. They wanted to explore an option, but it would not be the
next step.
Debbie Lloyd, 7302 Laredo Drive, said she attended the City Council Work Session, where they
discussed the Santa Vera Development. She said that the PUD was the Saratoga Third Addition.
She read the permitted uses and the prohibited uses. She asked if the items presented tonight
were for condominiums or townhomes.
Linda Paulson said the old stucco could have asbestos in it, so the contractor needs to make sure
it does not get into the environment. She said little solicitors would be coming around regarding
utilities, and she enlarged a sticker provided by the city to put into her window. She stated that
public questioning is an essential element in a public society, and there is a need to express
evidence-based concerns. She stated that she had been at two different events where people love
the City Hall, but the black plastic grids look like a Humane Society. She explained that there
could be more modern options for the building.
Judy Harder, 541 West 78th Street, read a story to discuss the importance of trees in Chanhassen.
She referenced the different plantings that were completed in the city, including ones by the
different schoolchildren. She stated that she helped co-manage the learning sessions at the
elementary school gardens. She and her husband take care of the garden over the summer to
maintain it for students in the fall. She and her husband often hear different birds in the school
garden. She expressed the need for old trees and summarized a discussion she had with a student
about cottonwood trees.

1. Resolution 2025-47: Frontier Trail Association – Easement Agreement and Easement
Vacation
Charlie Howley, Public Works Director/City Engineer, summarized the subject property for
Resolution 2025-47. He provided an overview of the existing conditions of the property, which
included stormwater pipes, water mains, and sanitary sewer. He explained the easement
agreement and described the proposed work for the best management practice, the sewer
easement, and the drainage and utility easement.
Mayor Ryan opened the public hearing. There were no public comments.

Councilmember von Oven moved, Councilmember Schubert seconded that in association
with the City of Chanhassen’s 2025 Street Improvement Project, the Chanhassen City
Council approves an agreement with Frontier Trail Association with respect to a grant of
easements and assessments, and further adopts a Resolution Approving the vacation of the
existing public sanitary sewer and drainage easements within LOT 12, Auditor’s
Subdivision No. 2, Carver County, and adopt the Findings of Fact. All voted in favor, and
the motion carried unanimously with a vote of 4 to 0.
GENERAL BUSINESS.
1. Resolution 2025-48: Authorizing the Issuance and Awarding Sale of $13.85M GO
Temporary Sales Tax Revenue Bonds, Series 2025
Kelly Grinnell, Finance Director, introduced Nick Anhut to review the results of the bonds to
help pay for the purchase of land.
Nick Anhut, Senior Municipal Advisor for Ehlers, Inc., reviewed the bonding authorization to
pursue a temporary bond with interest-only payments for three years. He stated that the funds can
cover initial land acquisition and design expenses. He summarized the process to date, which
includes a purchase agreement for land confirmation and a credit rating discussion with Standard
& Poor’s. He stated that they received two bids, with Piper Sandler & Co. being the winner at
3.2002 percent. He said that they would have $40,000 in reduced annual interest expense. He
summarized the final action and recommended moving forward with the favorable result.
Mayor Ryan expressed appreciation for the work completed.
Councilmember Kimber moved, Councilmember Schubert seconded that the Chanhassen
City Council adopt Resolution 2025-48 Authorizing the Issuance and Awarding the Sale of
$13,185,000 General Obligation Temporary Sales Tax Revenue Bonds, Series 2025A and

Pledging Tax Revenues for the Payment Thereof. All voted in favor, and the motion carried
unanimously with a vote of 4 to 0.
2. Ordinance 747: Amending Chapter 1 and Chapter 20 Regulating Detached Accessory
Dwelling Units
Rachel Jeske, Planner, summarized the 2024 Work Plan and noted that they needed to pass an
ordinance related to accessory dwelling units. She summarized the detached accessory dwelling
unit zoning process, along with the regulations and standards that it would need to meet for the
conditional use permit to be approved.
Mayor Ryan asked if there were additional comments or questions.
Councilmember Schubert expressed concerns from residents. She clarified that people still have
to apply, and it would still go before the Planning Commission and the City Council, rather than
an administrative decision. Ms. Jeske answered that a detached accessory dwelling unit would
always have to go before the Planning Commission and the City Council.
Councilmember Schubert asked what steps the city takes on short-term rentals. Ms. Jeske
answers that Host Compliance monitors all websites that pull rental listings online. The city
sends them letters to comply.
Mayor Ryan said that the biggest concern was that the ADUs would not be allowed to be used as
rentals. She said that the city staff would pay attention and make sure the information is clear.
Councilmember von Oven moved, Councilmember Kimber seconded that the Chanhassen
City Council adopt an Ordinance Amending Chapter 1 and Chapter 20 regulating
detached accessory dwelling units within the City of Chanhassen and approve the
resolution for summary ordinance for publication. All voted in favor, and the motion
carried unanimously with a vote of 4 to 0.

Councilmember Schubert moved, Councilmember von Oven seconded to adjourn the
meeting. All voted in favor, and the motion carried unanimously with a vote of 4 to 0. The
City Council meeting was adjourned at 7:53 p.m.
