06-09-2025 CC WS1 CHANHASSEN CITY COUNCIL WORK SESSION MINUTES June 9, 2025 Mayor Ryan called the work session to order at 5:30 p.m. COUNCIL MEMBERS PRESENT: Mayor Ryan, Councilmember von Oven, Councilmember Kimber, Councilmember Schubert COUNCIL MEMBERS ABSENT: Councilmember McDonald STAFF PRESENT: Laurie Hokkanen, City Manager; Matt Unmacht, Assistant City Manager; Charlie Howley, Public Works Director/City Engineer; Patrick Gavin, Communications Manager; Jerry Ruegemer, Parks Director; Breanne Rothstein, Planning Consultant; Rachel Jeske, Planner; Jenny Potter, City Clerk; Samantha DiMaggio, Economic Development Manager PUBLIC PRESENT: Santa Vera Development Proposal Discussion Rachel Jeske, Planner, introduced Josh McKinney from Measure Group and Ryan Sailer from Headwaters Development. Ms. Jeske delivered a presentation showcasing updated concept plans for the apartments at Santa Vera Drive, which include 46 residential units on a 3.85-acre site. The project will feature market-rate apartment flats organized in 12-unit and 16-unit buildings. The Planned Unit Development (PUD) designation permits 46 units of multi-family housing at R12 density, defined as multi-storied apartments or condominium units. The development needs several land use approvals, including Site Plan Approval and a PUD Amendment. Infrastructure planning aims to maintain existing road access points while adding a stormwater retention pond in the southeast corner of the site. The City Council reviewed the revised site plan and architectural materials in this ongoing preliminary review. Councilmembers expressed appreciation for the new changes and felt they were a step in the right direction. Commercial Vehicle Parking Discussion Rachel Jeske, Planner, gave a presentation about parking on city streets for commercial vehicles. Currently, parking for commercial vehicles is not regulated outside of roads with "No Parking" signs (which require City Council approval by resolution), except for a citywide 48-hour limitation. The City Council reviewed potential policy changes for Kerber Boulevard, considering three options: maintaining the status quo, adopting a City Council resolution to limit parking through signs that restrict times or vehicle types, or implementing a complete parking ban with no-parking City Council Work Session Minutes – June 9, 2025 2 signs. The city has the authority under Section 12-13 of the municipal code to designate no parking, stopping, or standing zones by resolution and can limit the hours these restrictions apply. Councilmembers asked city staff to return at a future work session with additional data and potential options about the city's commercial parking regulations so that a more holistic policy change can be considered, if needed. Road Construction Update Charlie Howley, Public Works Director/City Engineer, provided an update on the ongoing road construction projects. -2025 City Pavement Rehabilitation Project: Frontier Trail/Conestoga: Project is progressing well with cooperative weather conditions, though still in early stages. -Crimson Bay Road: Contractor mobilization is delayed while waiting for lift station components with long lead times. No impact on overall project schedule expected. -Galpin Boulevard Improvement Project: Construction is moving rapidly with favorable weather. The section north of Lake Lucy is essentially complete, and the stretch between Brinker and Topaz is nearly finished. Lake Lucy and Long Acres roundabouts remain to be constructed. -Minnetonka Middle School West Roundabout: The project is currently unfunded and on hold. If the city chooses to proceed, construction would likely be delayed until 2028 due to Highway 5 detour conflicts. The city retains $1.5 million in Local Road Improvement Program funding, and $1 million in LPP funding remains available with extension. A nearby development could potentially reduce project costs if the developer self-performs the western leg of the roundabout. Mr. Howley also provided councilmembers with a preview of projects expected in 2026: -2026 City Pavement Rehabilitation Project covers two areas: • Fox Hollow: Complete reconstruction including pavement, ADA upgrades, stormwater management and full sewer/water main replacement. • Vasserman Ridge: Pavement resurfacing, spot repairs to curbs/sidewalks, ADA improvements and targeted sewer/water repairs. -Great Plains/Lake Drive East Rehabilitation Project: This project includes 0.5 miles of street rehabilitation and includes an intersection improvement at Great Plains Boulevard and Lake Drive East. These are Municipal State Aid (MSA) Routes, and as such, State money can be used to cover part of the project costs. Private Property Assessments will still be used per the City's Assessment Policy. -Market Boulevard will be re-engaged for potential 2027 construction, with possible preliminary work in 2026 that should not require street closures.
