REGULAR MEETING
SUMMARY MINUTES
SEPTEMBER 25, 2007
Chairman Stolar called the meeting to order at 7:30 p.m..
MEMBERS PRESENT:
Glenn Stolar, Steve Scharfenberg, Tom Kelly, Dan Campion, Paula
Atkins and Jeff Daniel

STAFF PRESENT:
Todd Hoffman, Park and Rec Director; Jerry Ruegemer, Recreation
Superintendent; John Stutzman, Recreation Supervisor; Susan Bill, Senior Center Coordinator;
Tom Knowles, Recreation Center Manager; and Dale Gregory, Park Superintendent
APPROVAL OF AGENDA:Scharfenberg moved, Daniel seconded to approve the agenda
with a correction under Administrative Presentations, changing the date of the
thnd
comprehensive plan open house from October 16 to October 2. All voted in favor and
the motion carried unanimously with a vote of 6 to 0.
PUBLIC ANNOUNCEMENTS:

VISITOR PRESENTATIONS:
None.
APPROVAL OF MINUTES:Daniel moved, Kelly seconded to approve the verbatim and
summary minutes of the Park and Recreation Commission meeting dated August 28, 2007
as presented. All voted in favor and the motion carried unanimously with a vote of 6 to 0.
2007 LAKE ANN CONCESSION/BOAT RENTAL EVALUATION.
Jerry Ruegemer
presented the year end report on the 2007 Lake Ann Park concession and boat rental season,
noting staff kept a very close watch on labor costs to help with the bottom line. Commissioner
Daniel asked staff if they are soliciting bids from vendors as a way to reduce costs.
Commissioner Scharfenberg asked about renewal of the lifeguard contract. Chairman Stolar
asked about correlations between picnic shelter rentals and boat rentals.
RECOMMENDATIONS CONCERNING 2007/2008 ICE SKATING RINK LOCATIONS.
Jerry Ruegemer presented staff's recommendation for ice skating rink locations for the
2007/2008 season. Commissioner Scharfenberg asked about the impact on the Jazzercise classes
which uses a warming house for their classes. Commissioner Campion asked staff to explain
how they track usage at the skating rinks.

Scharfenberg moved, Campion seconded that the Park and Recreation Commission
recommends that the City Council approve the following ice skating rink locations for the
2007/2008 season:
Chanhassen Rec. Center - Warming House North Lotus Park - Warming House
1 - Family Rink 1 - Family Rink
2 - Hockey Rink 1 - Hockey Rink
City Center Park - Warming House Roundhouse Park - Warming House
1 - Family Rink 1 - Family Rink
1 - Hockey Rink
Chanhassen Hills Park
1 - Family Rink
All voted in favor and the motion carried unanimously with a vote of 6 to 0.
CONFIRM RECOMMENDATION CONCERNING FIVE YEAR AND TEN YEAR
PARK AND TRAIL ACQUISITION AND DEVELOPMENT CIP.
Todd Hoffman reviewed
the recommendations from the Park and Recreation Commission work session held on August

28 and asked the commission to reconsider constructing the Highway 101 north trail gap.
Commissioner Kelly asked about the cost of the Highway 101 north trail and replacement of
equipment and lobby furniture at the Chan Rec Center. Commissioner Scharfenberg suggested a
TV monitor which could display daily activities at the Rec Center. Chairman Stolar asked
progress of the monument sign for City Center Park.
Daniel moved, Kelly seconded that the Park and Recreation Commission amend the Park
and Trail Acquisition and Development CIP recommendation by adding the Highway 101
North Trail Gap project in the year 2009 at an estimated cost of $114,000. All voted in
favor and the motion carried unanimously with a vote of 6 to 0.
RECREATION PROGRAM REPORTS:
2007 DAVE HUFFMAN 5K RACE.
Jerry Ruegemer reported on the highlights of the race

which was held on Saturday, September 8.
2007 HALLOWEEN PARTY PREVIEW.
John Stutzman provided an update on the

upcoming Halloween Party scheduled for Saturday, October 27.
RECREATION CENTER REPORT.
Tom Knowles presented the report for the Rec Center,
noting the hiring of Holly Kaufhold and programming updates. Commissioner Atkins suggested
providing a facilitator for the party packages. Commissioner Daniel suggested having inflatable
jumping toys as a rental option. Todd Hoffman reminded the commission that the initiative with
the rec center was generating more income without additional purchases. Chairman Stolar stated
it's been brought to his attention that there's not enough programming for the 11 to 15 year olds
and the need to target programming for senior citizens.

SENIOR CENTER UPDATE.
Susan Bill gave the senior center update on activities over the
summer and plans for the fall.
PARK AND TRAIL MAINTENANCE REPORT.
Dale Gregory reported on the summer
park and trail projects. Commissioner Kelly asked about winter plans for the south LRT trail, the
need for a garbage can by field 1 at Bandimere Park, and reseeding schedule for athletic fields.
ADMINISTRATIVE REPORT.
Todd Hoffman highlighted items of interest i.e. public
hearing for the parks and open space section of the comprehensive plan at the Planning
nd
Commission on October 2, Carver County Blue Cross Blue Shield healthy initiative
community fair, Lake Minnewashta Regional Park off leash dog area, and the announcement by
the Chaska School District to install artificial turf at the new Chanhassen High School football,
track stadium and two practice fields.
COMMISSION MEMBER COMMITTEE REPORTS.
None.
COMMISSION MEMBER PRESENTATIONS:
Paula Atkins reported on the progress of the
arts council and historical committee.
ADMINISTRATIVE PACKET.
Todd Hoffman commented on a report from Jim Bledsoe on
the success of the farmers market this past summer. Commissioner Daniel asked for an update
on the diseased trees at Kerber Park.
Scharfenberg moved, Daniel seconded to adjourn the meeting. All voted in favor and the
motion carried unanimously with a vote of 6 to 0.
