Kerber Park Water Quality Improvements - Landscape Plans
RECOMMENDA TION
The Parks and Recreation Commission recommends City Council approve the
landscaping plans for Kerber Park and authorize request for bids to perform the
work. '
BACKGROUND
In the summer of 2008, the Laredo Reconstruction Project was completed.
Appurtenant to this project we installed three biofiltration features along the trail
entering Kerber Park from Laredo Drive, as well as a traditional NURP basin
below the hill adjacent to Kerber Pond. Having completed the installation of the
storms ewer infrastructure and the grading of the features, we are now ready to
commence landscaping the area and install the trail.
The intent of this project was not only to provide water quality benefits to Lotus
Lake, but to improve the aesthetics of the park overall. We feel that the
landscaping plan prepared by Kimley Horn accomplishes that goal.
OTHER AGENCIES
Biofiltration Features
There are three connected features that run along the north side of the trail. These
will be landscaped to give the user the impression that they are moving through a
natural area as opposed to feeling as though they are walking next to the features.
It was the original intent to carry the landscaping "through" the trail, but
maintenance considerations and the limited property west of the trail precluded
this from occurring. Instead, trees will be planted west of the trail.
In order to facilitate the flow of water north to Kerber Pond, it was necessary to
make the first feature deeper. In order to mask the apparent depth of the feature,
plantings within this first cell will consist primarily of shrubs. These species will
be water tolerant as this will be the one basin which experiences inundation in
excess of 12 inches. In addition, silver maple, tamarack and river birch will also

be planted within this feature. These are species typical of floodplain forest areas which have
similar hydrologic regimes to what is anticipated in this feature.
Moving down the treatment train, the shrubs will begin to be replaced by native flowers and
grasses. These will compete with each other and those that are most suitable for the area will
begin to dominate. Still further north along the treatment train, trees will begin to be incorporated
completing the transition to the forested area by Kerber Pond.
In addition, consideration has been given to the plantings to provide adequate screening for those
residences immediately adjacent to the trail. It is staff's intention to meet with the property
owners prior to construction in an effort to meet as many practicable requests by the adjoining
land owners.
Kerber Pond Hillside Reforestation
The plan calls for the reforestation of the hillside south of the new pond as well as along the trail.
The landscapers selected for the rain garden landscaping will plant two-inch balled and burlap trees.
The City is working with an Eagle Scout to plant seedlings in the understory of the two-inch balled
and burlapped trees, thus minimizing the cost and providing for community participation.
Last fall another Eagle Scout undertook a buckthorn eradication project. This cleared about one-
half acre of buckthorn around the area to be reforested. Weare hoping to continue the buckthorn
removal efforts to the west in future years.
Trail Alignment
Currently the trail is gravel. Upon completion of the landscaping, orange construction fencing
will be installed and the trail will be replaced. A portion of the trail going down the hill to
Kerber Pond is to be removed and the alignment of the trail at the hill will be shifted easterly by
three feet. This will allow for a clear zone along the trail for snow removal as well as providing
a safety bench.
Plaza/Overlook Area
An amenity being considered with this project is a small plaza or rest area at the top of the hill
overlooking Kerber Pond. This area will be surrounded with limestone slabs and will have a
bench incorporated into the area. The design is to have two kiosks with this project. One kiosk
will discuss the biofiltration features and the other will be located at this rest area.
Safety and Fence
Because of the slopes and elevation above the pond, safety must be considered. Aesthetics
should also be a consideration. We are trying to improve the overall look of this area and are
hesitant to add fencing that will detract from this aesthetic. Still, further consideration must be
given to long-term maintenance.

In an effort to balance these considerations, we are proposing that the top of the hill be
safeguarded through the placement of the limestone slabs for the plaza area. In conjunction with
the trail realignment, this should significantly minimize the risk of bicyclists overshooting the
turn and heading over the hill down to the pond.
Significant shrub plantings will also occur adjacent to the trail. These shrubs will be located far
enough off the trail so that the view will not be obstructed nor will they interfere with regular
trail maintenance. However, they will provide an adequate barrier for safety consideration.
No fence was located adjacent to the trail in the past and the grades are no steeper, and in most
cases shallower than the pre-existing conditions. Given these pre-existing conditions, fence
should not be necessary at this time. If, when the plantings are complete, it appears that the
screening is inadequate to provide safe travel on the trail, we are prepared to install a split rail
fence where needed until the vegetation matures. If maintenance proves more significant than
warranted, it may be decided at a future date to remove the fencing entirely.
SCHEDULE
This plan is to be presented to the City Council on April 13, 2008 for approval and authorization to
solicit bids. Bids will be received no later than April 29, 2008. The bids will then go before the
City Council for award on May 11, 2008 with work to commence within the next 14 days.
Significant completion will occur by the end of June, 2008. Subsequent maintenance will be
ongoing until the landscaping is established. We are requesting quotes for maintenance of this area
as well as the Lake Ann rain gardens.
RECOMMENDA TION
We are recommending that the Parks and Recreation Commission make a positive recommendation
to the City Council to approve plans and authorize bid proposals.
