CHANHASSEN SENIOR COMMISSION REGULAR MEETING FEBRUARY 17, 1995 Chairwoman Sherol Howard called the meeting to order at 9:30 a.m. MEMBERS PRESENT: Jane Kubitz, Bernice Billison, Mark Littfin Sr., Selda Heinlein, Barbara Headla, Sherol Howard, and Albin Olson. MEMBERS ABSENT: Non. ST AFF PRESENT: Sharmin Al-Jaff, Planner II. APPROV AL OF MINUTES DATED DECEMBER 16. 1994 AND JANUARY 20. 1995: Kubitz moved, Seconded by Olson to approve the minutes with one correction. Jane Kubitz was absent at the December 16, 1994 meeting. APPROV AL OF THE AGENDA: Bernice Billison moved to approve the Agenda, Jane Kubitz seconded the motion. All voted in favor and the motion carried. VISITOR PRESENT A TION: Betty Bragg, Emma St. Johns, Ron Block, and Dorothy Hoffman attended the meeting and spoke on behalf of South Shore Senior Center. Betty Bragg introduced herself as well as the others. She said that they were here to request funding for South Shore Senior Center through the Community Development Block Grant. Ron Block stated that South Shore Senior Center is requesting $5,000 for the year 1995. The Senior Commission reviewed the South Shore Senior Center budget ($76,898), and realized that Chanhassen Senior Center operates under less than half of South Shore Senior Center's budget. Chanhassen Senior Centers operating budget is $33,490. Ron Block stated that South Shore's budget includes congregate dining and a bus service. The Senior Commission agreed that these services cost more, however, they explained that South Shore accepts a donation for dining. Ron Block stated that there are 66 chanhassen residents that visit South Shore per year. The Senior Commission stated the Chanhassen Senior Center reciprocates by welcoming Excelsior residents to use the Senior Center. The Senior Commission also stated that there are some Eden Prairie seniors that visit Chanhassen's Senior Center, yet Chanhassen does not ask Eden Prairie to fund our Senior Center. The Senior Commission also stated that Deephaven, Excelsior, Greenwood, Shorewood, and Tonka Bay do not have a Senior Center. Consequently, it makes sense for those cities to provide funding for South Shore. Chanhassen falls under a separate category. Only Chanhassen has a self sustaining Center out of the cities that fund South Shore Senior Center. Dorothy Hoffman spoke on behalf of Jo Ann Kevern, South Shore Senior Center Coordinator, 1 . . . Senior Commission January 20, 1995 Page 2 and explained that there are four Chanhassen residents who serve on the South Shore Senior Center Advisory Board. Dorothy Hoffman listed the services that South Shore Senior Center provides, which included dining, transportation, social/recreational events, educational, health education/exercise, health screening, exercise class, volunteers, and case management. Emma St. John thanked the Senior Commission for listening and requested the funding be approved. ALLOCA TION OF COMMUNITY DEVELOPMENT BLOCK GRANT: 1. $2,500 to the South Shore Senior Center: Based on earlier discussion with South Shore Senior Center, the Senior Commission reluctantly recommended the City Council approve the allocation of $2,500 to South Shore Senior Center. 2. $18,000 for staff time associated with the Senior Center Operation: The Senior Commission recommended the City Council approve this allocation. There was no discussion. 3. $29,696 for the city's handicapped accessible improvements: The Senior Commission recommended the City Council approve this allocation. However, they requested benches along trails and in front of the Senior Center, as some seniors need to rest during their walks. The Senior Commission also requested some of the money fund "Senior Parking" signs at Festival, Americana Community Bank, Chanhassen Bank, and Perkins parking lots. UPDA TE ON SENIOR CENTER ACTIVITIES The Senior Advisory Board is currently conducting a survey to determine how much should the Senior Center charge for activities and how much can the seniors afford to spend on entertainment per month. There are currently some activities that are free, such as popcorn served with the movie of the month. Activities such as visiting KSTP was excellent. It only cost $8.00. The seniors then went to Cafe Late for lunch. One of the new requirements for the Senior Advisory Board is that they all have to learn how to operate and run a computer. Training will begin soon. The Senior Chorus will sing and the special award next Saturday in Chaska. UPDA TE ON SENIOR HOUSING. On February 9, 1995, the Carver County HRA reviewed Chanhassen's Senior Housing project and moved to approve a $5.3 million in bond sale to fund the project, contingent upon city 2 . . . Senior Commission January 20, 1995 Page 3 and county commission approval of the project UPDA TE ON THE CHORE PROGRAM AND SENIOR LINKAGE LINE (SI~L). The Senior Commission was informed that the number of calls continue to increase. The call are coming from all of Carver County. SLL, SAIL, and Metro SLL, has been visiting various Senior Centers SET GOALS AND OBJECTIVES FOR 1995: The Senior Commission identified the following as their goals for 1995. 1. SENIOR CENTER: The Senior Center will need to be expanded once Senior Housing is built across the street, on the corner of Santa Vera Drive and Kerber Boulevard. 2. TRANSPORTATION: This is an ongoing goal and the Commission will always pursue new alternatives and improved means. 3. INFORMATION AND REFERRAL / SENIOR LINKAGE LINE: This is an ongoing goal. 4. SENIOR HOUSING: The Commission is actively pursuing this goal. 5. CHANHASSEN HERITAGE PRESERVATION: Rehabilitating the Train Depot and turn it into an information center. The Commission suggested some senior citizens work part time and provide information for individuals that might need it. 6. CHORE CORPS: This is an ongoing goal. Current funding for the program is from the Federal Government. 7. SENIOR PARKING at Public Buildings: Chairwoman Sherol Howard appointed Albin Olson to head this program. 8. URGENT CARE FACILITIES: This is an inactive yet ongoing goal. 9. SENIOR GROCERY SHOPPING: The Senior Commission directed staff to investigate the possibility of volunteers providing the shopping in emergency situations. 10. SENIOR NEWSLETTER EXPANSION: Staff informed the Commission that the next newsletter mailing will be in March. An article covering the Senior Housing project will appear. 3 . . . Senior Commission January 20, 1995 Page 4 11. COOPERATIVE COMMUNICATION with neighboring Senior Centers. a. Cooperative Communications. b. Coordination of Events. c. Transportation Coordination with other Senior Centers. 12. BENCHES: The Commission requested a bench in front of the Senior Center and along trail in general in the City. 13. AARP: The Commission directed staff to investigate the possibility of creating a chapter in Chanhassen. APPROV AL OF BYLAWS: The bylaws were approved as they stand. SENIOR COMMISSION COMMENTS. It has so much going for it and there appears to be a surplus of great leadership in planning for the present and future. I am enclosing a sample of the type of brochure that I will have for those considering the formation of a Chanhassen Chapter of AARP. However, there is one matter that I have reconsidered: I suggested that you invite your sheriff to attend the Board Meeting. I believe thatit would be better to wait with that invitation until an organization has been considered by the board and the Pending Chapter is in fonnation. Rather than make Triad a major consideration at the Boardpresentation, Ibe1ieve thatit would be better to just explain in detail the structure, mission and potential of the chapter. If you think that I am in error in this I would appreciate your suggestion. I will ask our State Director, Dr. Paul Steen, to send a copy of the AARP MissionStatement. It would seem that the meeting of March 24th (9: 30 a. m. ) would be in the City Hall. I will arrive early enough that if I am incorrect I will be able to get to the proper location in time for the meeting. The AARP District #6 Director is Eugene Brennan, 7690 River Road N.
