(Gateway West); Approve Feasibility Study dated May, 1996; Authorize
Preparation of Plans and Specifications - Project No. 97 -1
Attached is the feasibility study as prepared by the project consultant engineer, Bonestroo &
Associates. The impetus for this study and proposed project was a petition received in
association with the development of the Gateway West property. The development of the
Gateway West property is proposed to be a multi - phased PUD. Accordingly, the proposed public
street and utility improvements associated with this capital improvement project have also been
scheduled in a compatible multi -phase fashion which could span from three to five years
depending on how quickly the PUD developers and coordination with improvements to Trunk
Highway 5.
The primary project elements associated with each phase of the capital improvement project are
outlined on page 5 in the report. Tables 4A and 4B on pages 11 and 12, respectively, again
outline the primary project elements, the associated estimated cost, predicted assessments and
revenue schedule. The revenue deficit associated with both funding schedules is directly
associated with the cost of constructing the water tower facility at $2.5 million and construction
of Coulter Boulevard at approximately $800,000. Both of these improvement elements are not
directly assessable with this project. The total estimated project cost for the proposed public
improvements is just under $6 million.
The four properties proposed for special assessments associated with this project are listed on
Table 5 on page 13 of the report. One of the properties is owned by Henry and Edna Wrase and
the other three are owned by Chaska Gateway Partners.

A traffic study was prepared by SRF Consulting Group, Inc. for the proposed Gateway West
development. A copy of this report is included in Appendix D of the feasibility. The traffic study
evaluates the predicted level of service (LOS) at the four primary road intersections in the vicinity
of the development for both 2003 and 2012 under three scenarios which include:
1. Analysis assuming no development of the Gateway property.
2. Development of the Gateway property with recommended road improvements and without
Coulter Boulevard.
3. Gateway Development with recommended roadway improvements including Coulter
Boulevard.
The associated "recommended roadway improvements" (not a part of this overall project and
would have to be completed under other contracts) are listed on page 10 of the traffic study plus
the year 2003 and 2012 scenarios. One important item to note from Table 3 of the traffic study
and scenario 2 under the year 2003 forecast is that without Coulter Boulevard being built the
Trunk Highway 5 north access intersection will require that a dual left turn be constructed on
westbound Trunk Highway 5 in order to provide sufficient levels of service. MnDOT's current
plan for this intersection does not include constructing dual left turns for the westbound approach.
If dual left turns are necessary and agreeable by MnDOT, it appears that additional right -of -way
will need to be acquired at the intersection.
Staff continues to support the inclusion of Coulter Boulevard as a part of the overall
improvements with this project. Coulter Boulevard will provide a east/west continuous road
corridor south of Trunk Highway 5 for inter - community traffic and would function along with the
north frontage road to provide some relief to the overall traffic volumes on Trunk Highway 5.
From an environmental disruption standpoint, the construction of trunk watermain and trunk
sanitary sewer through this corridor will incur as much if not more disruption through this area
than from the construction of the road. Water quality treatment ponds proposed along Coulter
Boulevard would address environmental concerns related to roadway runoff. Without the
construction of Coulter Boulevard it is likely that this development will associate with and feel
closer to Chaska instead of the City of Chanhassen. Funding is also available to construct this
roadway.
The City Council officially received this feasibility report on June 9, 1997. Staff has attached the
revised pages to the report and would ask that the Council bring the original report to themeeting
so that additional printing duplication can be saved.
Staff recommends that the City Council approve the feasibility study dated May, 1997 with
amendments dated June 18, 1997 for the street and utility improvements in the north 1 /z of Section

16 and authorize the preparation of plans and specifications for Phase 1, Project No. 97 -1. As
each phase is ready to be initiated, staff would propose that the City Council authorize the
preparation of plans accordingly.

The project will completed in several phases. The phases are dictated by timing
constraints related to th development and the improvements on Highway 5 and Highway 41.
The proposed phasing isas described below:
Phase I: The base I work consists of the work necessary to allow for development in
the s uthwest corner of the site. This work consists of the following elements:
-' Trunk Sanitary Sewer in Coulter Boulevard
- Trunk Water Main in Coulter Boulevard
- North -South Street and utilities between Coulter Blvd. and 82 St.
Phase II: Thehase II work will be completed in 1998 and consist of the following:
- Street construction on Coulter Boulevard
- Water tower construction
- Traffic signal 82" Street and Highway 41
Phase III: The liming of the Phase M work depends on the improvement of Highway 5
and a needs of the development. The Phase III work will likely be

Coulter Boulevard is proposed to be extended from its current
terminus approximately 1000 feet west of Galpin Boulevard westward
into the proposed Gateway West development in the N /a of Section 16.
Additional roadway improvements within the development are also
proposed. The roads will be improved with concrete curb and
gutter, storm sewer, trails, street lighting and landscaping. The
proposed project also includes trunk sanitary sewer and water works
(including an elevated storage reservoir) installation in the N /a of
Section 16 of the City (roughly located in the southeast quadrant
of the intersection of T.H. 5 and T.H. 41). The total project cost
of said improvements is estimated to be approximately $5,462,000.
Said improvements are proposed to be financed by a combination of
special assessments to benefiting properties, local funds, TIF
funds, and Municipal State Aid funds.
A copy of the feasibility study showing the project scope and
costs is available for review in the Engineering Department,
Mondays through Fridays from 8:00 a.m. to 4:30 p.m.
All interested persons may appear and be heard at said time
and place.
