Below is a summary of items the Planning Commission reviewed in 2010. 1. (Completed) PUD ordinances govern each site; however, there are instances when the PUD is silent on certain requirements such as parking, sign design standards, etc. In such instances, the City Code must be referenced to govern these sites. Staff found a number of PUDs that do not reference the City Code. As part of the expansion of downtown and to allow sites to develop to their full potential, we amended some PUDs within the downtown area to allow for more intensive uses. The CBD zoning will address the issues raised by the retail market study as it allows more intense development/redevelopment. 2. Review Uses in the Commercial District. (In Process) Intent of the commercial districts is to complement one another and to maintain the downtown (CBD district) as the commercial focal point of the City. Based on the intent of each district, are the uses appropriate and are there uses that should be added or deleted. Amended the Central Business District. 3. Staff Report Format. (Completed) Reviewed staff report to determine if a more effective format could be developed. Wanted to make motion less cumbersome but still provide detailed analysis. 4. Compliance Review of Conditional Use and Interim Use Permits. (In Process) City needs to track whether uses are still in operation and in conformance with conditions of approval. This review may provide an opportunity to evaluate appropriateness of conditions. 5. Other topics. The Planning Commission may present additional items which they may review /investigate in 2011.
