2 Approve July4 1997 FirewokBidCITY OF --- MEMORANDUM TO: FROM: DATE: Todd Hoffman, Park and Recreation Director Jerry Ruegemer April 15, 1997 SUB J: Selection of the 1997 4th of July Fireworks Bid The City of Chanhassen requested proposals for our annual 4th of July fireworks display from Melrose Pyrotechnics (Formerly Banner Fireworks) and RES Specialty Pyrotechnics. Both companies returned proposals that were very competitive. After examining both proposals, RES had a larger shell count, larger diameter shells, and a bigger finale. In my opinion, the City was receiving a better show t¥om RES, so I tentatively booked them until the Park and Recreation Commission approves the final contract at the April 22"d meeting. RES Specialty Pyrotechnics has been providing fireworks for over 14 years. This year's show again will be shot electronically, which will add to the safety and the excitemen! of the show. RES is a very respectable company and they will provide an excellent show. It is staff's recommendation that the City approve the proposal provided by RES Specialty Pyrotechnics. The display will be Friday, July 4 at 10:00 p.m. at Lake Ann Park at a total cost of $14,500. Seller shall include the buyer as co-insured on certificate of insurance. OBLIGATIONS OF BUYER Buyer shatl provide a suitable location for the firing of the fireworks display. Buyer shall provide and cover all costs for sec,urity, safety and cleanup at the display site. Buyer shall provide and cover costs for all necessary permits and fire watch required for the display. This agreement shall run no longer than one (1) calendar year. However, if before the date of the scheduled performance, the Buyer has not performed fully it's obligations under the terms of this agreement or that the financial credit of the Buyer has been impaired, the Seller may cancel this agreement at any time. In the event the Buyer does not perform fully all of it's obligations herein, the Seller shall have the option to perform or not to perform or refuse to perform hereunder, and in either event the Buyer shall be liable to the Sailer for any damages, compensation or costs incurred including but not limited to attorney and court fees in addition to the compensation herein. The Seller shall retain the right to stop or interrupt the display at any time if, in the opinion of the Seller, conditions have become unsafe. PAYMENT Contracted amount :$14,500.00 inclusive/P~cm, l~e of sales tax if applicable_ 50% deposit due upon signing of contract_ Balance due in full on 7/4/97. Payments are considered delinquent after ten (10) days. All payments shall be paid by Buyer to and in the name of Remote Effects Systems Inc. in the form of a company check, certified bank check, money order or cash. LATE PAYMENTS In the event that payments are not received within the specified time, then payment(s) shall bear an additional $25.00 monthly office fee until such funds are paid, CANCELLATION In the event the Buyer cancels this agreement any time during the contract period, the Seller shall be entitled to and receive 50% of the contracted fee for the remainder of the contract period ptus compensation for any pre and post production costs incurred, THIS AGREEMENT is the whole agreement of the parties aboved named. We specialize in electronic firing of fireworks from simple displays to sophisticated computer choreographed and microprocessor controlled pyromusical displays. RES Specialty Pyrotechnics is also a custom manufacturer of fireworks that are available only to our customers. Kent Orwoll, VP., Production is a master shell builder, having won numerous awards in competition at the Pyrotechnics Guild International Convention held annually. Steve Coman, CEO, also serves on the National Fire Protection Association (NFPA)Pyrotechnics committee. This committee is responsible for creating the NFPA standards and codes used by Fire Marshals and Fireworks operators across North America. Locally, Steve also serves on the Minnesota State Fire Marshals committee for state licensing of operators. Display Design Philosophy In order for a display to be "Spectacular", it first must be a safe display. Safety comes not only by following established codes and standards, but also by drawing upon experience. For example, simply meeting a distance requirement to shoot a 10" shell does not ensure that it will be safe. Other parameters must be considered. Shell function, surroundings and fallout area also play a role. Lets use our 10" shell as an example. Using a 10" shell requires a minimum separation distance of 700 ft. from our audience. The key word is minimum. Not all 10" shells function the same. For example, a 10" Kamuro shell may meet code requirements but still may pose a hazard since this shell produces spark trails that often reach the ground. These sparks can also travel past the fallout area due to weather conditions. A 10" Double petal chrysanthemum is a shell of equal beauty but may be more appropriate. Our selection of display fireworks include a broad spectrum of styles and origin. We carefully select the best variety of Chinese, Taiwanese, European and Domestic product. We balance these selections with our own custom manufactured product to provide the best assortment possible. 80% of our shells incorporate tailed effects providing additional impact and allowing the audience to follow the shells on their rise into the air. Judging shows by shell count alone can be, at best, misleading to the purchaser. Shells of the same size and description can vary widely in both quality and cost. RES Specialty Pyrotechnics does not "pad" shell counts with inferior quality shells. The old saying "if it looks too good to be true, it probably is" holds true. For example, a high quality domestic or Japanese style shell can cost as much as 6 times the cost of a lower quality Chinese shell of the same size and type. A show with a large shell count of Iow quality product fired in a random fashion does not have nearly the impact of a carefully choreographed show with a good selection of high quality product. Display Presentation Frequently overlooked by the display purchaser, the aspect of how the display is "shot" or presented is the most critical aspect after safety to a successful display. This is the area where a company that understands choreography demonstrates true pyrotechnic artistry. We design our shows with an opening .segment, followed by the main body that incorporates themes and styles and culminating with our "crescendo style" finale. Why all the fuss over shooting style? Choreography allows the audience to appreciate the show better since they pick up on the themes that are presented with the fireworks. This sets up the audiences' expectations. In other words, there is rhyme to the reason. To accomplish this we also fire our shows electrically. This gives us several advantages. · Precision timing of firing. · Easier control of show pacing. Multiple firing not possible via hand firing. · Added safety for the audience and our staff due to the increased control of execution. Electrical firing allows us to have the entire show preloaded beforehand. This allows us the opportunity to precisely choreograph the show. Preloading the show allows us to better protect the show beforehand against weather and eliminates having to handle shells in the dark to reload thereby increasing safety. The Show Opening This is the initial attention getter. The purpose is letting the audience know the show has begun. Intense color and noise predominate. Typically, a wall of tailed titanium aerial salutes opens across the firing site followed by a series of fancy color shells. Because of the surrounding trees blocking lower level viewing, the use of candles and other Iow level effects would be inappropriate. Instead more effort would be put towards the main body themes of the presentation. Aerial effects would be grouped and combined along the following themes. · Multiple break shells · Color and report shells · Timed report shells · Pattern shells, i.e., hearts, hourglass, stars, butterflies, rings · Effect shells, i.e., whistles, serpents, tourbillions · Strobe and shimmer effects · Glitter and tremelon shells · Crackling and Crossette shells · Traditional Japanese shells, i.e., Diadems, Saturn, Palms, Chrysanthemums Segments of special note are: Shell scale - This is a segment where multi-break shells a fired in order of increasing breaks or openings. We start with a single break shell and proceed to increase the number of breaks with each shell. The audience quickly picks up on this theme and will often count in unison as each break opens. The last break of each shell is a chest thumping heavy report. Patriotic segment - Usually the preceding theme to the finale. This segment features a color theme of red, white and blue with glitter and artillery (multiple reports). A combination of compartment shells, color changing and shell flights keeping with the patriotic color theme are utilized here. Finale There is no mistake when our finales start. The sky is filled with color and sound that builds in intensity as it progresses. Multiple levels of effects appear as the finale unfolds. The colors and effects appear to "morph" from one color to the next into glitter into larger color into larger glitter culminating in waves of tailed titanium salutes that increase in intensity. As the thunder from the salutes reach their peak, they are complimented by an increasing scale of fancy color shells overhead.
