Correspondence SectionAd · · · mln stratlve Section CITY OF October 28, 1997 Mr. Richard Gorra 8201 Stone Creek Drive Chanhassen, MN 55317 Re: Erosion Control - Bluff Creek Trail - Project No. 96-20 Dear Mr. Gorra: I am writing this letter to notify you of the erosion problem that persists on your property causing mud/sediment buildup on the newly constructed walking trail adjacent to your lot. The City has received numerous complaints about this problem and is concerned about the integrity of the trail, safety issues or accidents that may arise. I did see that an attempt to rectify this problem has been made but unfortunately with not much success. The main problem here is, in an effort to grade your lot, the contractor just pushed the excess soil down the hill up against the silt fence. This must be cleaned out, fine graded up to the trail, and silt fence re-established in order for the erosion control to perform properly. At this time we are asking the work to be completed as mentioned above. The disturbed area should be revegetatcd with sod, seed/mulch, or erosion control blanket. Please have this work completed by November 5, 1997. If this work cmmot be completed by this deadline, the City will hire the work done by others and any costs incurred will be deducted form the erosion control escrow held by the City. Regarding the proposed water tower project, with an estimated cost of $2.5 Million, it is my understanding that there is some question regarding the financing aspect. Thus, it was agreed that Pam will contact McGalvry to have the necessary financial analysis conducted prior to the City Council authorizing preparation of plans and specifications. I would anticipate that this financial analysis could be completed within a month, therefore, I will schedule the water tower issue for the City Council's regular meeting on Monday, December 8, 1997. Pam, please let me know if there is a problem getting the financial information by then. As I mentioned at the meeting, it is imperative that the tower project move ahead as soon as possible. With regards to the extension of Coulter Boulevard, a City Council work session has been set up for Monday, December 15, 1997 to discuss this issue in greater detail. Kate and Todd, I would ask that you notify members of the Planning and Park Commissions of this work session so that they can make arrangements to attend accordingly. Kate, I'm also wondering if it would be appropriate to have Deb Porter from Barton-Aschman, who worked extensively on the Trunk Highway 5 corridor study, to also be present at the meeting. Please let me know your thoughts on this. jms c: Nancy Mancino, Mayor Don Ashworth, City Manager '¢c fsl\vo12XengXpublicX,97- iXcapital imp projects.doc HIGHLANDS PARK BASKETBALL COMPLEX PROJECT DESCRIPTION In the Spring of 1996, the Cottage Grove Parks and Recreation Department was approached by members of the Cottage Grove Athletic Association Basketball Division with a request to construct a three (3) court basketball complex in Highlands Park. This project was initiated by family members of Mr. Dale Howe, deceased president of the Basketball Division. Mr. Howe was very active in the Cottage Grove Athletic Association and gave much time to coaching local boys and girls. He especially loved basketball and had dreams of building an outdoor basketball facility in Highlands Park that would give more young people the opportunity to learn the game through low cost camps and clinics. Through private donations, fund raisers and financial support from the Cottage Grove Athletic Association, this dream became a reality. COMMUNITY INVOLVEMENT AND INTER-AGENCY COOPERATION Mr. Jim Pyle, current basketball board member, approached the Parks Commission and the City Council requesting assistance in making this project a reality. A contract agreement was reached whereby, the city would coordinate the construction of the facility and cover all costs associated with the construction, with the understanding that the City would be reimbursed within three years. As part of the agreement, the City also agreed to construct an off- road parking lot to accommodate user needs. Mr. Pyle and others worked closely with city staff in locating the facility on the site, court dimension details, and selection of basketball standards. BUDGET Total court construction costs were $27,747.16. As of December, 1996 approximately $14,000 has been returned to the City. This has been made possible through private donations, winter basketball tournament profits and various fund raisers held this past fall. The outstanding balance will be paid through anticipated revenues generated at basketball camps and clinics being planned for this summer. COMMUNI~ RESPONSE On September 14, 1996, an official ribbon cutting ceremony and basketball tournament were held. The event was a huge success with over 200 youth participates and many family members present to cheer them on. I have enclosed several pictures taken at the dedication. The City has received numerous calls from parents in the community expressing their appreciation and satisfaction with the new facility. WHAT MAKES THIS PR ,OJEC~,, UNIQUE This project is unique for several reasons: First, there are very few communities in the State of Minnesota that have multiple outdoor basketball courts in one location that provide opportunities to host major youth basketball events. Secondly, this project is being entirely funded through outside donations and ongoing fund raising efforts with.no direct costs picked up by the City. Third, this project, a dream of a community member and supported by our community, is now a reality, and will be enjoyed by members of the community for many years to come. EVALUATION Based on the response and feedback at the dedication this past fall and the ongoing discussions currently taking place regarding programs scheduled in 1997, I am certain that this facility will be prove to be a true asset to our community. Six community trail segments were included in this proposal. As a resident residing adjacent to or nearby one of these six new trails, it is our desire to engage you in the planning process for these trails either through 3'our active participation in public meetings or by simply keeping you in£ormed. Enclosed you will lind a map depicting tile proposed alignment for the trail in 3'our area. Over the next few weeks, stakes with colored ribbons attached will be placed in the field allowing you tile opportunity to see for yourself the proposed trail routes. Some staking has already been completed lbr survey control. Three different ribbon colors are being utilized: Orange: Indicates approximate centerline of tile new 8 lt. wide bituminous trail. Blue: Indicates areas where "temporary" construction easements will most likely be needed. These easements give the contractor the necessary elbow room to complete their work. In addition, restoration including "blending" and landscaping, is often accomplished within these easements. Landowners are compensated for temporary easement acquisition. Green: Indicates areas where permanent easements will most likely be required. Land owners are compensated tut permanent easement acquisition. These easements are only being proposed where absolutely necessary. To open tile doors for discussions regarding how the construction of these trails impact you, tile following public meetings have been scheduled. Written correspondence is also welcome. I live in Chanhassen and have worked with the school district for 11 years. What I am calling about is your park and recreation program for preschoolers. I believe you have several organized sports teams, in particular a basketball program that you're currently offering for 4-6 year olds. I would really like you to evaluate why our city is offering organized sports for 4 year olds. My background on developmental stages is 4 year olds is not an appropriate age for organized sports, particularly basketball, which takes high skills. A game is not necessary. I have had a couple of parents who have what I would call disasters in your 4 year old program. The other thing is that your program is for 4-6 year olds. There is a big difference between 4 and 6 year olds. Please evaluate why you're doing this. Don't do it just because of community pressure and because parents are asking for it. They don't always know what is best for their 4 year olds--I'm sorry--I really don't consider it appropriate. If you would like to ask me questions, I can be reached at 368-3684.
