TO: Don Ashworth, City Manager bete Submittad to Commission ' FROM: Stephen Hanson, Planning Director g Date Submitted to Council DATE: March 21, 1989 �•-- �" - --- SUBJ: Community Development Block Grant Allocation for Year XV At the last regular meeting of City Council we discussed possible projects for use of CDBG funds available to the City of Chanhassen. The City Council must conduct a public hearing for ' the allocation of funds for program Year XV. The allocation this year totals $33 , 488. 00 . ' Several projects were mentioned including library expansion, neighborhood park programs , handicap accessibility, housing rehab and the South Shore Senior Center. In checking with Larry ' Blackstad of Hennepin County, he informed me the first two suggestions would not meet program requirements and would not be funded. The South Shore Senior Center has requested an allocation of $6, 935 to fund the operation of their services and programs. Last year they requested $6 , 668. A letter from John Wieczorek, Program Administrator is attached. Since 1983, the City has allocated monies for housing rehabilita- tion. The last allocation was done in Year XI.II when $16, 000 was ' allocated and committed to six projects . The rehab program is administered by Hennepin County and allocated funds may be used anywhere in Chanhassen. Staff is recommending $19,053 be allo- cated to this program. In considering handicap accessibility, staff identified a need to make the boat access for Lake Susan handicap accessible. This involves improving access to the dock and railings . The actual costs have not been determined at this time, but staff would recommend a minimum of $7, 500 be allocated for these improve- , ments . If the costs exceed $7 ,500, the City could reallocate funds from the rehab program. 1 Staff has also identified the following projects which would uti- lize the CDBG funds. Soil correction of the gas station site at Colonial Shopping Center would total $15,000 and senior citizen subsidy for the Heritage Apartments is $40,000. RECOMMENDATION ' Staff recommends the City Council approve distribution of Year XV CDBG funds as follows : 1. South Shore Senior Center $ 6 , 935 2 . Handicap Accessibility - Lake Susan $ 7,500 3 .
