I As the Council may or may not be aware, the City of Eden Prairie is in the feasibility phase for completing the northerly connec- tion of 184th Street to their adjoining roadway (Dell Road) . 1 Eden Prairie officials have indicated to me that the City is not anticipating providing water service to this location until such time as the Trunk Highway 5 roadway improvements are constructed. I Of course, what with the accelerated schedule now in place for this portion of Trunk Highway 5 , this could be in place as early as 1990 . Mr. Fortier is correct in stating that the City does have sanitary sewer and watermain stubs at the intersection of I 184th Street and West 77th Street. These were installed with the Park One project. ISanitary Sewer Service I reviewed this matter with the City' s consultant (RCM) for the Park One Project. This review indicates to me that the 1 wastewater pump station for the Park One project was designed to service 22 acres within the City of Chanhassen , or a peak flow rate of 120 gallons per minute. No allowance was provided in __. . 1 this station for servicing the Beddor or other property outside of the City. Modifications could be made to the pump station such as installation of larger motors and impellers at con- siderable expense which would increase the capacity of this sta- tion to accommodate perhaps an additional 20 acres , but certainly not the 42 acres mentioned in Mr. Fortier' s letter. We also have some capacity restrictions in the gravity sewers where this force- ' I MI Don Ashworth July 7 , 1988 Page 2 main discharges in that it is a 8-inch sanitary sewer line ' which at minimum grade has a capacity of approximately 300 gallons per minute. I therefore believe it would be difficult if not impossible for the City to commit to servicing the Beddor property without significantly impacting the developability of the existing vacant properties within this service area. Other options may exist for Mr. Beddor such as constructing his own pumping station , however, he still needs to find a gravity sewer line with sufficient capacity to accommodate his flow rate. Water Service At times such as this when we are encountering watering bans and restrictions , it is hard to imagine adding an additional wet industry into our system. As Council is aware, we are taxed at present to accommodate even our existing users. This is obviously impacted by any further improvements in capacity which the Council may consider for the water system such as the comple- tion of the Lake Lucy Road trunk watermain improvement project and/or the construction of an additional well. Staff is currently in the process of updating our existing consumption projections to get a better handle on where we stand with the need for future water system expansion. This should be complete in the near future and will give us a better idea as to the abi- II lity to accommodate this additional request . At this point in time, unless the developer was willing to agree to allow the City to shut water off to their business under a crisis situation as determined by the City (which I believe would be a very unmanage- able situation for them) , it is difficult to say with certainty that we could guarantee their connection into our system. At this point in time I would have to advise the Council that a , waste water connection for this property would be impractical without impacting our ability to service other vacant property in the Park One service area. From the standpoint of the water con- nection, it is impossible to make a commitment until the results of our usage update is completed. It may turn out that without the City ' s installation of any additional well capacity, that we would be hard pressed to accommodate any additional wet industry at this time. I therefore have to recommend that at this time the City cannot commit to servicing this property with sewer and water. Concerning water services , this can be reviewed once the system update has been completed, however, it appears from a . . wastewater standpoint we are very restricted in our ability to serve. Although this property was originally purchased i;;'';''' ' with the intent of expanding his graphic arts facilities, those plans , have been altered and it appears that the land will be sold for development by others. IIWe are asking for' confirmation in writing that the City of Chanhassen, on an interim basis, would be willing to provide utility IIservices to this development. Although it is early in the development process, it appears that the new facility will be approximately 200,000 to 250,000 S.F. in size ' and will be similar in operations to The Press, Inc. After my review with Roger Janzec of the Metropolitan Waste Commission, the proposed facility would be assessed 42 SAC units. That would equate to water I , consumption of approximately 1 million gallons per three months. However, it should be noted that such an assessment is a rather high average. The Press, Inc. in Chanhassen, by the same formulas, would generate 37 SAC units and would result in a water consumption of I 915,000 gallons of water per three months. In checking with The ''''.`:, Press, Inc. , we have learned that their water consumption is 605,000 -,., _rgallons of water per three months. We have found the same infrmati true at Instant Web, Inc. ; United Mailing, Inc. ; and I ' oon ', ,, Victory Envelope, Inc. It appears that the Metropolitan Waste ' "' Commission assessments are uniformly high by about 50% over actual ILusage when addressing large, single users buildings of an office/industrial nature. The disparity between assessment and i' `';i,ra I. actual usage becomes even �, 9 greater when you consider that The Press, ,�: ,,. Inc. operates a 24-hour shift and often 7 days a week. I . The request for temporary service from Chanhassen is, of course, not , '7�, new.
