SUMMARY MINUTES
MARCH 22, 2016
Chairman Kelly called the meeting to order at 7:30 p.m.
MEMBERS PRESENT: Cole Kelly, Steve Scharfenberg, Brent Carron, Luke Thunberg, Jim
Boettcher, and Rick Echternacht
MEMBERS ABSENT: Jennifer Hougham, and Lauren Dale
STAFF PRESENT: Todd Hoffman, Park and Rec Director; Jerry Ruegemer, Recreation
Superintendent; Katie Favro, Recreation Supervisor; Adam Beers, Park Superintendent; Susan
Bill, Senior Center Coordinator; and Jodi Sarles, Rec Center Manager

APPROVAL OF AGENDA: Chairman Kelly approved the agenda as published.
PUBLIC ANNOUNCEMENTS: Commissioner Scharfenberg invited commissioners to attend

the Red Birds Rally on Friday, April 8 at the American Legion.
VISITOR PRESENTATIONS. Russ Raschke, 7402 Frontier Trail explained that Steve
Kolbow, Tim Vossberg and himself are part of the Chanhassen Chaska High School Mountain
Bike Team and asked for a location to install an approved mountain biking course i.e. Fox
Woods Preserve. Todd Neils, 990 Saddlebrook Curve thanked Adam Beers and his staff for
their work with upgrading baseball/softball fields at Lake Ann, Lake Susan, Bluff Creek
Elementary and Chanhassen Elementary and discussed projects planned to be completed this
summer.
APPROVAL OF MINUTES: Scharfenberg moved, Echternacht seconded to approve the
verbatim Minutes of the Park and Recreation Commission meeting dated February 23,
2016 with the changes made by Chairman Kelly on page 3 and the summary Minutes dated
February 23, 2016 as presented. All voted in favor and the motion carried unanimously
with a vote of 6 to 0.
Park and Recreation Commission Summary – March 22, 2016
REVIEW REQUEST FOR PROPOSAL (RFP): CREATION OF PARK AND
RECREATION SYSTEM MASTER PLAN.
Todd Hoffman presented the staff report on this item explaining this RFP was for updating the
park portion of the 2040 Comprehensive Plan and creating a master park plan. Commissioner
Scharfenberg asked staff to speak to why the Rec Center isn’t considered as a part of the master
park plan. Commissioner Echternacht asked if the 2007 park inventory study is automatically
updated when new parks go in. Todd Hoffman explained they are updated. After discussion
among commission members staff was directed to include the Rec Center in the master park
plan. Commissioner Boettcher asked for clarification on the timeline for completion of the
master plan. Commissioner Thunberg asked how the master plan is related to the
Comprehensive Plan.
Carron moved, Scharfenberg seconded that the Park and Recreation Commission review
and accept the Park and Recreation System Master Plan and Comprehensive Plan Park
and Open Space Chapter Request for Proposal with the addition to include the Chanhassen
Rec Center. All voted in favor and the motion carried unanimously with a vote of 6 to 0.
RECEIVE 2015 PARK AND RECREATION DEPARTMENT ANNUAL REPORT. Jerry
Ruegemer reviewed highlights of the Park and Recreation Department’s Annual Report.
PARK AND TRAIL MAINTENANCE AND OPERATIONS. Adam Beers provided an
overview of spring projects and winter maintenance.
SENIOR CENTER REPORT. Sue Bill reviewed highlights of programs offered through the
Senior Center.
RECREATION CENTER REPORT. Jodi Sarles provided updates on the Rec Center facilities
and programs. Chairman Kelly asked for clarification on Tai Chi. Commissioner Carron asked
for clarification on the Rec Center non-billable hours mentioned in the Annual Report.
2015/16 ICE SKATING/HOCKEY RINK EVALUATION. Katie Favro presented the data on
ice rink usage for the 2015-2016 skating season. Due to low usage on weekend mornings
Commissioner Scharfenberg suggested cutting back on hours the warming houses are open.

2016 EASTER EGG CANDY HUNT REPORT. Katie Favro noted that the 33 Annual

Easter Egg Candy Hunt will be held on Saturday, March 26 at City Center Park.
COMMISSION MEMBER COMMITTEE REPORTS. None.
COMMISSION MEMBER PRESENTATIONS. None.

ADMINISTRATIVE PACKET. Chairman Kelly asked staff to comment on the Star Tribune
article regarding the slump in adult softball. Todd Hoffman discussed the Star Tribune article
regarding the MnDOT contractor conviction.
Carron moved, Thunberg seconded to adjourn the meeting. All voted in favor and the
motion carried unanimously with a vote of 6 to 0. The Park and Recreation Commission
meeting was adjourned at 9:10 p.m.
