PRC SUM 2016 06 28 CHANHASSEN PARK AND RECREATION COMMISSION REGULAR MEETING SUMMARY MINUTES JUNE 28, 2016 Chairman Kelly called the meeting to order at 7:30 p.m. MEMBERS PRESENT: Cole Kelly, Steve Scharfenberg, Brent Carron, Luke Thunberg, Jim Boettcher, Rick Echternacht, and Jennifer Hougham MEMBERS ABSENT: Lauren Dale STAFF PRESENT: Todd Hoffman, Park and Rec Director; Jerry Ruegemer, Recreation Superintendent; Jill Sinclair, Environmental Resources Specialist; and Paul Oehme, City Engineer/Public Works Director PUBLIC PRESENT: Linda Boerboom 8261 West Lake Court CJ Woodrow 8115 Century Boulevard Stephen Jones 8260 West Lake Court Bill Thompson 7491 Tulip Court Sandy Wagner 7490 Tulip Court James Duffey 8241 West Lake Court APPROVAL OF AGENDA: Chairman Kelly approved the agenda with additions under Reports: 5. Meeting at West Lake Court Regarding Archery Range Issues and item 6. Dugout Project at Lake Ann Park Field 6. PUBLIC ANNOUNCEMENTS: Todd Hoffman stated that under Administrative Presentations he will begin a discussion regarding appointments to the Park Master Plan Advisory Committee and that CJ Woodrow was present to make a visitor presentation. VISITOR PRESENTATIONS. Jill Sinclair introduced Sandy Wagner and Bill Thompson who discussed a pollinator safety resolution for the City. Chairman Kelly asked about the origin of the wording for the resolution before pointing out proposed changes. Commissioner Boettcher asked about fencing around the bee safe areas in the parks. CJ Woodrow with Pitch to Pitch discussed building a turf, lit multi purpose facility with a possible partnership with the City. Commissioner Carron asked about cost, how long Pitch to Pitch has been in business and how the partnership would work. Chairman Kelly asked about environmental impacts to the proposed site. Park and Recreation Commission – June 28, 2016 APPROVAL OF MINUTES: Carron moved, Scharfenberg seconded to approve the verbatim minutes of the Park and Recreation Commission meeting dated May 24, 2016 with a change on page 13 by Chairman Kelly, and the summary minutes of the Park and Recreation Commission meeting dated May 24, 2016 as presented. All voted in favor and the motion carried unanimously with a vote of 7 to 0. REVIEW WEST WATER TREATMENT PLANT AND MANCHESTER NEIGHBORHOOD PARK CONCEPT PLANS. Paul Oehme presented the staff report on this item. Commissioner Thunberg asked if it was possible to extend a picnic shelter off the roof line of the water treatment plant similar to Lake Susan Park. DISCUSS THE NEIGHBORHOOD MEETING HELD AT WEST LAKE COURT REGARDING THE ARCHERY RANGE. Todd Hoffman provided an update on the meeting that was held at West Lake Court regarding concerns with the archery range at Lake Susan Park. Chairman Kelly invited residents to speak on this matter. Stephen Jones, 8260 West Lake Court asked that the archery range be shut down because of safety concerns. James Duffey, 8241 West Lake Court explained that people are not using the proper archery techniques if arrows are landing in their neighborhood and pointed out other archery range options in Eden Prairie and Shakopee. He asked that the range be closed temporarily until a solution can be found or closed permanently. Linda Boerboom, 8261 West Lake Court discussed safety concerns and asked that the archery range be closed. After comments and discussion by commission members the following motion was made. Hougham moved, Thunberg seconded that the Park and Recreation Commission temporarily close the archery range at Lake Susan Park. All voted in favor except for Commissioner Scharfenberg who abstained, and the motion carried with a vote of 6 to 0 with 1 abstention. REPORTS: PARK AND TRAIL MAINTENANCE REPORT. Todd Hoffman presented the park and trail maintenance report in Adam Beer’s absence. RECREATION CENTER UPDATE. Todd Hoffman presented the update on the Recreation Center in Jodi Sarles’ absence. SENIOR CENTER ACTIVITIES UPDATE. Todd Hoffman presented the update on Senior Center activities in Sue Bill’s absence. 2 Park and Recreation Commission – June 28, 2016 2016 FOURTH OF JULY CELEBRATION. Jerry Ruegemer presented an update on the activities involved with the 2016 Fourth of July celebration. INITIATE DISCUSSION REGARDING RECOMMENDATION TO CITY COUNCIL, 2017-2021 PARK AND TRAIL ACQUISITION AND DEVELOPMENT CAPITAL IMPROVEMENT PROGRAM (CIP). Todd Hoffman provided an update on this item, noting staff’s recommendation will be discussed at the July Park and Recreation Commission meeting. DUGOUT PROJECTS ON LAKE ANN PARK FIELD 6. Todd Hoffman provided an update on the concrete that was poured in the dugouts on Field 6 at Lake Ann Park, advising the commission that it did not meet the City’s standards but because it was a volunteer effort the concrete will stay. Commissioner Scharfenberg asked if the City will monitor future projects. COMMISSION MEMBER COMMITTEE REPORTS. None. COMMISSION MEMBER PRESENTATIONS. None. ADMINISTRATIVE PACKET. Commissioner Scharfenberg asked staff to comment on the letter from Jerry Ruegemer to Shawn Cameron with the Chanhassen Athletic Association regarding ball field light use. Todd Hoffman invited commission members and their families to attend the Red Birds game for Employee Appreciation Night Wednesday, June 29th. Carron moved, Echternacht seconded to adjourn the meeting. All voted in favor and the motion carried unanimously with a vote of 7 to 0. The Park and Recreation Commission meeting was adjourned.
