SUMMARY MINUTES
SEPTEMBER 27, 2016
Chairman Kelly called the meeting to order at 7:30 p.m.
MEMBERS PRESENT: Cole Kelly, Steve Scharfenberg, Brent Carron, Luke Thunberg, Jim

APPROVAL OF AGENDA: Chairman Kelly approved the agenda as amended to include item
5 under Reports. Dugout Update at Lake Susan Park.

VISITOR PRESENTATIONS. None.
APPROVAL OF MINUTES: Carron moved, Thunberg seconded to approve the verbatim
and summary Minutes of the Park and Recreation Commission meeting dated August 23,
2016 as presented. All voted in favor and the motion carried unanimously with a vote of 8
to 0.
RECOMMENDED OPTIONS: LAKE SUSAN PARK ARCHERY RANGE.
Todd Hoffman presented the recommended options for the Lake Susan Park archery range.
Commissioner Scharfenberg asked staff to speak to moving the archery range across Powers
Boulevard. Kylie Jones, 8260 West Lake Court showed the arrow she found in their woodpile.
Stephen Jones, 8260 West Lake Court expressed safety concerns and questioned the use of a
temporary structure. Linda Boerboom, 8261 West Lake Court presented a letter to the editor of
the Chanhassen Villager from Kari Davis stating she remains in favor of permanently closing the
archery range at Lake Susan Park and moving it to a different location. Linda Boerboom stated

she has spoken before that she is not against archery as a sport but concurred with her neighbor
Stephen Jones that the neighborhood’s safety should come first. Stephen Jones spoke again
about moving the archery range into an indoor facility that could be monitored 24/7. After
comments and discussion by commission members the following motion was made.
Carron moved, Echternacht seconded that the Park and Recreation Commission
recommends that the City Council consider the following options for the Lake Susan Park
Archery Range:
1. The archery range be re-opened following the installation of a portable overhead structure
and seasonally installed containment curtains designed to restrict the flight of arrows,
modification of the facility rules/ordinances to require that bows and arrows remain cased
until inside the enclosure, that archers under 18 years of age be accompanied by an adult
or be participating in a supervised class or program, the addition of more signage
informing archers of all safety rules and requirements, and the addition of security
cameras.
2. The Lake Susan Park Archery Range be permanently closed, the range equipment and
targets be donated to the City of Shakopee, and a trail extension to the Powers Boulevard
trail be construction in place of the range. Utilize the Parks and Recreation System Plan
and Parks and Open Space Comprehensive planning efforts to identify whether or not
another location for a municipal archery range can be identified.
All voted in favor, except for Chairman Kelly who opposed and the motion carried with a
vote of 6 to 1.
2016/17 ICE SKATING AND HOCKEY RINK LOCATION RECOMMENDATIONS.
Katie Favor presented the staff report for this item. Commissioner Scharfenberg asked about
being able to fill slots for warming house attendants.
Scharfenberg moved, Thunberg seconded that the Park and Recreation Commission
recommends that the following ice skating rink locations and warming house hours be
maintained for the 2016-17 season:

RECREATION PROGRAM REPORTS:
2016 HALLOWEEN PARTY PREVIEW. Katie Favro presented the report on the preview of
the 2016 Halloween Party.
2016 LAKE ANN PARK CONCESSION/BOAT RENTAL EVALUATION. Jerry
Ruegemer presented the evaluation report on the 2016 Lake Ann Park concession and boat
rentals. Chairman Kelly discussed the success of the paddleboard rentals. Commissioner
Boettcher asked about training for the paddleboards.
RECREATION CENTER UPDATE. Jodie Sarles presented the report from the Rec Center.
PARK MAINTENANCE OPERATIONS UPDATE. Adam Beers presented the update on
park maintenance operations including an update on the dugouts at Lake Susan Park.
Commissioner Boettcher asked for an update on what projects were going on at Lake Ann Park.
SENIOR CENTER UPDATE. Sue Bill presented the update on senior center activities.
Adam Beers covered the update on the dugouts at Lake Susan Park so item 5 was deleted.
COMMISSION MEMBER COMMITTEE REPORTS. None.
COMMISSION MEMBER PRESENTATIONS. None.
ADMINISTRATIVE PACKET. None.

motion carried unanimously with a vote of 7 to 0. The Park and Recreation Commission
meeting was adjourned at 9:00 p.m.
