DISCUSSION OF BROADEN STUDY AREA ALTERNATIVE PLANS
Dacy explained and reviewed for the Commissioners the Downtown
Redevelopment process that has occurred since the fall of 1984.
She stated that two public forums were conducted by Fred
Hoisington and Brauer and Associates to develop a fresh look at
the downtown redevelopment. She stated that a concept plan was
agreed upon and then discussed with the development community at
a developer's forum in May, 1985. Dacy stated that the HRA
authorized Brauer and Associates to conduct a Broaden Study Area
in August of 1985 to help justify and study certain proposals
that were contained in the concept plan. Specifically, she
stated the proposed new access to Highway 5 needed to be
addressed by the consultants in order to work with MnDOT. The
other purposes of the broaden study area were to analyze the
proposed land uses and their effects on the functional charac-
teristics of the major roadways within the broaden study area.
Additionally, the consultant was to work with MnDOT in developing
its T.H. 5 widening design. Dacy stated that the HRA in November
authorized the expansion of the broaden study area to include the
T.H. 212 corridor because of its importance in its impact on
access not only to downtown Chanhassen, but to Chanhassen itself
from the east.
She stated that Fred Hoisington was present to discuss two alter-
native land use concept plans. She stated that Hoisington wanted
to discuss with the Commission the two concepts and select one
concept to serve as a basis for the consultant's traffic analy-
sis.
Hoisington stated that Plan A is basically in accordance with the
City's adopted Comprehensive Plan. He stated it included the
connection of T. H. 101 to T.H. 5 at Dakota Avenue as well as
including interchanges with T.H. 212 at County Road 17 and Dell
Road. He stated that a partial intersection right in and right
out could be tested between Great Plains Boulevard and the
railroad bridge. He stated that Plan B includes an interchange
at Highways 212 and 101 and only a minor departure in land use

from plan A. He stated that it includes additional commercial
development in the southwest quadrant of Highways 5 and 101 plus
some higher intensity development in the vicinity of the 212/101
interchange. He noted that Plan B does not propose a connection
of Highway 101 and 5 at Dakota Avenue which routes 101 traffic
through the downtown area.
The Commissioners discussed access to the downtown area from the
west as well as access to the Jonathon Industrial Park and the
Chanhassen Lakes Business Park.
Ryan stated that access from the west is most important to the
business park areas. He stated that it appeared that County Road
17 would be the primary access point to the business park and the
downtown area.
Pat Swenson stated that at one time an intersection on County
Road 18 with T.H. 212 was discussed. She stated that she would
like to see this option pursued in the study.
Fred Hoisington stated that the consultant will look at that
option.

Conrad asked about the types of information that was used for
traffic splits on particular roadways.
Hoisington stated that information is taken from studies con-
ducted by the Metropolitan Council and the preliminary traffic
studies conducted by MnDOT in preparation of the T.H. 212 corri-
dor study.
Ryan asked if the study would be telling the city that we should
be building a traffic system to serve commercial development or
should the city be specifying a highway system which in turn will
tell us where development can be?
Hoisington said that the purpose of the study is to find out how
well the land use and traffic system interrelate to one another
or how well they function together. He stated that it will also
tell us where the problems are and point to how we can deal with
the problems at Dakota Avenue, for example.
Conrad stated his concern regarding the lack of an intersection
at T.H. 101 and T.H. 212 on Plan B. He stated that he felt that
the Dell Road intersection and the County Road 17 intersection
would not help Chanhassen.

Hoisington stated that the consultant will test the sub-
alternative at 101 if the plan A alternative is chosen.

Conrad also commented that the intersection would also create
some type of pressure for commercial development as well as other
types of land uses such as medium to high density residential.
Ryan asked if Dell Road would cross the railroad and act as a
replacement for T.H. 101 north.
Hoisington stated that it won't be a replacement for T.H. 101 but
it is planned to cross the railroad. He stated that it is not
known at this time when the railroad would allow the crossing or
the future improvement plans by Eden Prairie. However, he stated
that the computer model will test Dell Road crossing the railroad
as existing and non-existing.

Robert Eide asked when the public could make input into the T.H.

Hoisington stated that there would be a number of public hearings
conducted by the state in the communities in which 212 is going
to be built. He stated that it is his objective to test the pro-
posed transportation system and to identify potential problem
areas.
Eide asked how could the public be made aware of the public
hearings?
Dacy stated that the official newspaper at this time is the
Carver County Herald, although it may be changed to the South
Shore Weekly News. She stated that the city is involved with the
T.H. 212 process by participation in an advisory committee. She
also stated that the city has not been made aware of the state's
proposed public hearing plans regarding the 212 alignment.
Conrad moved, seconded by Emmings, to recommend that Fred
Hoisington and consultant use Plan A to use as the one land use
concept for the Broaden Study Area.
M. Thompson asked why it is important to conduct the study at
this time?

study it will allow the city the ability to influence decision

making by MnDOT. He stated that the timing of the Broaden study
Area also coincides with the work being done on the 212 corridor
and again it is important for the city to participate with MnDOT
as they go through the process instead of MnDOT telling the city
what is going to happen.
Ryan, Conrad, and Emmings voted in favor of the motion. M.
Thompson abstained. Motion carried.

The Chairman opened discussion to members of the public who
wanted to make a comment regarding the proposed zoning Ordinance.
Members of the Greenwood Shores Homeowner's Association presented
their resolution for the proposed zoning on the Eckankar site.
The homeowners stated that they would prefer to see a con-
tinuation of the R-IC District, (40,000 square foot minimum lot
area) south of Greenwood Shores progressively switching to R-IB
District, (15,000 square foot minimum lot size) and then proceed
to medium to high density residential with some type of provision
for light and neighborhood commercial. The homeowners stated
that they preferred to have the entire piece developed as resi-
dential as it is now zoned, however, they knew that some type of
commercial may be necessary in the area of the Highway 5 and
County Road 17 intersection. If commercial is to develop, they
prefer it as light commercial.
Don Patton asked why there was an area of R-IB zoning south of
the industrial park and east of Audubon Road.
Ryan stated that the Commission felt it necessary to put the high
density adjacent to Powers Boulevard rather than adjacent to
Audubon.
Robert Eide submitted a letter for the record requesting another
zoning district be applied to the ten acres designated as medium
density on the comprehensive Plan on his property.
Dacy suggested that an option for consideration for the
Commission would be the R-2 District which allows four units per
acre.

The Commission agreed to look at all of these requests
again at the public hearing.
The Chairman stated that he would not be able to attend the
meeting on the 15th if the public hearing was scheduled for that
time.
Dacy stated that in the alternative staff would prepare a new
proposed hearing schedule and most likely the public hearing
would be at the end of January or into February.
