TSC Minutes-Tracker 3.16.22 MINUTES March 16, 2022 1:30pm – 3:00pm Fountain Conference Room Part I: Call to Order Attendees: X Erik Henricksen X Charlie Howley X George Bender X Stacy Osen X Charlie Burke X Bob Generous X Lance Pearce Part II: Review of Action Items from Previous Meetings  Speed Flyers: o TSC approved postcard proof and discussed info. to be included on yard signs. Ready for first educational campaign in Dakota Ave./Marsh Dr. area. Start prepping cards.  Review distribution of TSC minutes to City Manager and City Council: o Group got new minutes w. attached case updates in February and approved this method going forward and including City Manager in distribution list. She will share to Council. o Also, want next meeting agenda sent out with current minutes (within 10 days of meeting).  Review updated speed limit signage map: o Looked at locations around the city where additional signs may be needed due to change of speed. Want consistency throughout the City. o Reviewed signs on Pleasant View Rd.-speed was reduced to 25mph and is signed accordingly on portion of roadway. Part III: Business & Information Agenda Item:  Review of Cases:—review cases and assess o The group reviewed case #s 207 - 211 -- Updated to Concern Tracker. o See Attachment for details on these cases.  Sight Distance Triangles: -updates being made to City ordinance o Work with Jill S. as some changes regarding trees/shrubs  S.A.F.E. Crosswalk Policy: review the crosswalk policy’s draft flowchart for finalization. o Continued work in progress. o Tested some case locations through the flowchart  2022 Engineering Intern: o Running short on time this meeting –may continue discussion on possible tasks. Part V: Adjournment Next Meeting Date – 4/20/22 CASE # DATE AREA OF CONCERN SUMMARY OF CONCERN TSC COMMENTS & RECOMMENDATIONS STATUS 207 2/17/22 Flying Cloud Dr & Stoughton Ave Vehicles coming off Flying Cloud Drive are speeding through intersection and along the corridor after road was rehabilitated. The pavement markings, signage and enforcement is not adequate to eliminate the issue. Request for speed feedback too. There is a lot of traffic on this road and speeds are getting worse. There are buses that drop kids off too. Left resident a voicemail letting him know the TSC determined that more data is necessary to evaluate the concern. A speed data collector will be installed and the TSC will re-evaluate after this information is collected. Open 208 3/3/22 Minnewashta Pkwy & Glendale Drive Request for crosswalk from Pleasant Acres HOA (Brian May is acting board president) which is 120 homes. HOA owns and maintains walkway on east. The recent Minnewashta Parkway project did not have this area scheduled for the installation of a crosswalk. As such, once the crosswalk policy is finalized this case will be ran through the policy to determine if a crosswalk is warranted. Open 1. Crosswalk Policy 209 3/9/22 TH101 & Creekwood Dr Excessive speeders coming up hill don't have sight distances to react to vehicles entering the northbound lanes from Creekwood Drive. Everytime we look both ways and the coast is clear, turn to enter northbound on TH 101 there is a driver right on the tailgate almost causing an accident. Will only be further intensified when golfers return for the spring/summer season. Request to have an acceleration lane rather than two lanes in this section. Design of intersection was reviewed by County/City/Designer upon completion of construction for the TH 101 project because another resident had similar concerns. It was found that based on the design speed of 40 MPH all geometrics met standards, which also incorporated traffic volumes from the golf course. Therefore, no action at this time. Closed 210 3/9/22 Marsh Dr Residential area with a lot of kids and 30 MPH is not appropriate speed, especially with turns and vertical curves. Feels as if when backing out it's on a colelctor with the speeds. No improvements warranted at this time, this appears to be a neighborhood speeding issue due to the surrounding road network and an educational campaign will be conducted for the neighborhood. Open 1. Pending completion of educational flyer. 211 3/14/22 Devonshire Dr Residential street and the speed limit set at 30 MPH is concerning. Devonshire is a cut- through street between Lake Lucy Rd & Powers Blvd and concerns about drivers hitting children. No sidewalk so there are a lot of people on the streets walking to the park, when there are snow banks it makes it more difficult to avoid cars. Also there are three bus stops on Devonshire (elementary) and middle school/high school also use stops. Left resident a voicemail letting her know the TSC determined that more data is necessary to evaluate the concern. A speed data collector will be installed and the TSC will re-evaluate after this information is collected. Also informed resident that next year there is a CIP scheduled for Devonshire that can evaluate additional hard surface improvements to potentially mitigate any issues discovered. Open
