Chanhassen Park and Recreation commission
Chanhassen Elementary School
Monday, July 16, 1979
Chairman Joe Betz called the meeting to order at 9:00 p.m.
Members present: Pat Boyle, Phyllis Pope, Mary Muehlhausen,
and Joe Betz.
Pay Boyle made a motion to revise Ordinance 14-A to reflect a
single percentage park charge applicable to commercial/industrial
uses which shall be an amount equal to a percent of the value of
the structures to be erected thereonas disclosed by the building
permit application and site plan improvements. .
The Park and Recreation Commission recommends. that the City Council
establish the appropriate percentage to be between one half (~%)
and three quarters (3/4 %) of one percent. Phyllis Pope seconded
the motion. Notion passed. No negative votes.
The following ex~~ple is offered as a representation of the current
park charge as a percentage formula as applied to a recent indus-'
trial building permit.

The Park and Recreation Commission takes exception to the City
Managers memo of July 16, 1979. Subject: Western Hills Park
Entrance.
Bids were requested from multiple engineering firms addressing a ....."
solution to the on going problem at Western Hills Park site after
a long term of nonperformance by the city.
The City Managers memo indicates that the City has sufficient
expertise to manage and accomplish the required development
program yet little or no progress is visible in the last two
years.
The Park Commission feels that a professional site development
plan should now be prepared by the City for review by the Park
and Recreation Commission.
Phyllis Pope made a motion to have the city office prepare
comprehensive plans for Western Hills Park to include grading,
prainage, landscaping, estimated costs and a time table for
completion of the project. Plans should be submitted to the
Park and Recreation Commission for review by the first meeting in
August, 1979. Mary Muehlhausen seconded the motion. Motion
passed. Three yes, one no.
The Park and Recreation Commission would like the City Manager
to attend their August meeting.
Ma~y Muehlhausen moved to adjourn. Phyllis Pope .seconded the
motion. -'
