The process for setting the KFS begins with staff suggesting goals and projects. On the
KFS spreadsheet, these items are highlighted in yellow. Some of the items, such as the
2008 Comp Plan update, are mandated by the Met Council, State, or others. However,
they represent a significant project for the coming year and thus are included in the list.
By including these projects, staff and Council can get a more accurate feel for
how many/which additional projects can be added to the list.
There are two other categories of items on the spreadsheet. The items that are crossed off
represent projects that have either been accomplished or are ongoing. The items that' are
in plain text are items that were suggested in previous years, but were not selected as
Recreation Center pnoritles.

will become Key Financial Strategies. Each council member assigns a ranking to each
item. The rankmgs are averaged, and based on these averages the Council will select the
KFS for 2007.
