Part III: Business & Information Agenda Item: • Review of Cases: review cases and assess o The group reviewed case #s 216, 217, 218 & 219-Also Revisited old cases #’s 111 & 114 -- Updated to Concern Tracker. o See Attachment for details on these cases. • S.A.F.E. Crosswalk Policy: review the crosswalk policy’s draft flowchart for finalization. Review and discuss narrative to the policy. Discuss next steps for recommending policy to City Council and secure work session date. o Meet with Communications to finalize policy. o Bring to council work session for July 25th meeting. • Website Update: review new website and discuss any potential updates and improvements to the website, e.g., adding metrics, GIS mapping of cases, additional resources and/or standalone sub sites similar to Warning Signs/Stop Signs, etc. o Schedule with Ari for TSC presence on web in August. Part IV: Member Comment • Engineering intern working on No Parking Resolutions vs. signage and Yield vs. Stop sign usage. • Establish a TSC email group. Part V: Adjournment Next Meeting Date – 7/20/22 CASE # DATE AREA OF CONCERN SUMMARY OF CONCERN TSC COMMENTS & RECOMMENDATIONS 216 5/19/22 Pipewood Curve References Case #197 in concern. Would like two 20 MPH speed limit signs and 'Children at Play' signs installed at the beginning of Pipewood Curve and at the intersection of Pipewood Curve and Pipewood Circle. Also update the old 'Winter Parking' signage. Asking for City to implement by June 15, 2022. No improvements warranted at this time, this appears to be a neighborhood speeding issue due to the surrounding road network and an educational campaign will be conducted for the neighborhood as well as the speed trailer deployed. After speed trailer is removed a speed study will be conducted for further follow-up. "Children at Play" signage request is guided by speciality warning signage practice and are not warranted. New "Winter Parking" signs will also be installed to replace faded ones. 217 6/16/22 Great Plains Blvd & W 79th Street Evaluate any minor stripping and/or signage that can limit cars from blocking turning movements. Scoping meeting with PWKS/Eng setup scheduled for 7/25/2022. 218 6/16/22 Pleasant View Road (near Cunningham 2nd Addition) Evaluate request for hidden driveway signage near the newly approved Cunningham 2nd Addition (previously 855 Pleasant View Road). Signage already exists on west end and east end of Pleasant View Road to alert driveways of hidden driveways for next mile. Additional signage not warranted at this time in accordance with specialty warning sign guidance from MUTCD. 219 6/16/22 TH 7 RSA update from MnDOT. This was brought up by staff to inform the TSC about the study and that there will be further discussion as the study moves forward and a presentation by MnDOT and other stakeholders to City Council is anticipated. As the study is published and improvements planned it will also be tracked under the City's "Projects" website. 111 6/22/22 Lake Lucy Rd Blind driveway sign request and speed study request along Lake Lucy. Resident renewed request 6/14/2020 and 7/7/2020 (prior to 20-03 public meeting), same requests so no new case created. See case file for additional documentation. Update to case, request for "Speed Cushion" per FHWA traffic calming module: https://safety.fhwa.dot.gov/speedmgt/ePrimer_modules/module3pt2.cfm. Suggestion for monthly evaluatoin of traffic calming measures. Charlie will do a drive to evaluate if vegetation has been removed. WSB provided analysis with 20- 03 regarding stopping distance and sight lines based on complaint - anlaysis shows adequate distance, recommendation will be made to PWKS regarding keeping trees trimed. See response from Fire & MSA & seasonality, pull speed data from Lake Lucy Sign, describe to resident the proactive measures TSC will take in evaluating novel speed reduction TCD. 114 6/22/22 Galpin Blvd & Majestic Way Concerns about safety of intersection as family and kids in the neighborhood utilize for crossing. Would like in road "yield to ped" bollards in road, or some interim improvement for summer. In an effort to help advocate the position which TSC generall agrees with regarding temporary in-street bollards until the Galpin Blvd improvement project occurs, an e-mail was sent to the County regarding the request.
