TSC Minutes-Tracker 8.17.22 MINUTES August 17, 2022 1:30pm – 3:00pm Fountain Conference Room Part I: Call to Order Attendees: X Erik Henricksen X Charlie Howley X George Bender X Stacy Osen X Charlie Burke X Bob Generous X Lance Pearce X Priya Tandon Part II: Review of Action Items from Previous Meetings • Review the TSC website and evaluate possible improvements with Communications Manager, Ari Lyksett: o Discussed current page location and options for moving it to a more user -friendly location on the site o Went through the items on the page for possible changes and/or additions • Discuss any topics or recommendations that were raised during Council work session: o Speed limit study considering reducing to 25mph City-wide o Metrics S Part III: Business & Information Agenda Item: • Review of Cases: review cases and assess o The group reviewed case #s 220-225 – Also revisited old cases #166 & 207–Updated to Concern Tracker. o See Attachment for details on these cases. • S.A.F.E. Crosswalk Policy: review the crosswalk policy’s draft flowchart for finalization , this now includes a second chart for controlled legs of intersections. Review and discuss narrative to the policy. Discuss next steps for recommending policy to City Council. o Carried over from last meeting. o Brought to council work session on Aug. 8th -continue to fine tune for eventual adoption by Council. • ‘No Parking’ signage review: assessment completed by Engineering intern to compare resolutions to actual signage throughout the City o Meeting running long, move item to next meeting agenda. Part V: Adjournment Next Meeting Date – 9/21/22 CASE # DATE AREA OF CONCERN SUMMARY OF CONCERN TSC COMMENTS & RECOMMENDATIONS ACTION TAKEN 166 8/2/21 Powers Blvd - Between Santa Vera Dr & Saddlebrook Curve No buffer area or barrier from sidewalk and Powers Blvd. Resident has seen distracted drivers veer across line which would be dangerous for pedestrians. Can the City initiate contact with the County? Charlie Burke reached out to County regarding the possible installation of rumble strips or other improvements to assess by the County. County advises against rumble strips due to proximity of residential area - suggested possible striping or eliminating portions of pavement to increase boulevard/green area during next County rehabilitation project in the area. Tracking with County resurface project. Pending 207 2/17/22 Flying Cloud Drive and Stoughton Ave Vehicles coming off Flying Cloud Drive are speeding through intersection and along the corridor after road was rehabilitated. The pavement markings, signage and enforcement are not adequate to eliminate the issue. Request for speed feedback too. There is a lot of traffic on this road and speeds are getting worse. There are buses that drop kids off too. UPDATE: Speeders still occurring; however update is regarding vehicles passing others now if driving speed limit and skip lines allow. Request to have double line. Also request for increased enforcement in the interim. Left resident a voicemail letting him know the TSC determined that more data is necessary to evaluate the concern. A speed data collector will be installed and the TSC will re-evaluate after this information is collected. Increased enforcement has been issued upon resubmittal from same resident about concern. Speed study still pending, goal is set for completion by next meeting for TSC evaluation for September 2022 meeting. Pending 220 7/21/22 Bluff Creek Blvd & Washington Blvd Similar to Case #130 regarding crosswalk improvements. Resident has concerns regarding lack of improvements to intersection and would like to see upgrades to the crosswalk including striping and signage. Also noted that this is a bus stop location. TSC will evaluate if this intersection will meet warrants one the crosswalk policy is approved. Preliminary assessments indicate this may meet improvements if the policy is adopted. Pending 221 7/27/22 Coulter Blvd & Harvest Lane Representing the Autumn Ridge subdivision/HOA about speed concerns along Coulter Blvd, specifically at the crosswalk at Harvest Lane. Mentioned a single motorcycle crash that raised additional concerns. Would like to meet with staff to address possible solutions Issue was previously raised from closed Case #195 regarding speeding and request for speed signage. Corridor was evaluated to have adequate speed signage, the speed trailer was deployed, and the case was also put on the Crosswalk Policy review for when the policy is complete. In response to this case, the TSC will set up meeting with concerned resident in response to the meeting request. Pending 222 8/7/22 78th Street - Near CDT "Large bush obscures view of traffic / pedestrian at cross walk. South side of road. Very dangerous for cyclist or pedestrians. Trim or remove bush needed." Public works trimmed vegetation in area to improve sight lines and provide more visibility to crosswalk. Yes 223 8/8/22 Lake Susan Hills Dr A SCF concern was given regarding parking near a curb ramp to access the trail. Staff would like to assess the need for "No Parking" in such areas. Erik is reaching out to ADA office to confirm any other potential issues. Research into State Statutes and ADA compliance completed. The area the vehicle is parking is legal by State Statute and there is no violation of ADA. Based on these findings, TSC will evaluate in the September 2022 meeting whether these types of curb ramps should be considered for "No Parking" resolutions/signage, as well as assessment of other unique areas found from research (e.g., across from fire station egress points). Pending 224 8/10/22 Hickory Rd Similar request for case #191. Concerns regarding street width, no parking, drainage, etc. See case file for full concern. Public Works Director/City Engineer responded to resident regarding the concerns - no action deemed necessary at this time as Case #191 is still being processed which deals with the traffic safety concern of narrow streets, parking, and vehicular circulation. Pending (Case #191) 225 8/12/22 Lake Susan Hills Drive & Powers Blvd Concerns regarding the intersection of Lake Susan and Powers Blvd. regarding pedestrian safety and the speed limit in the area. While signed 45, he believes that 50- 55 is more of the average speed along this corridor by drivers. Has almost been hit 2 times. States that a similar letter was provided but ignored by City and County. City and County met regarding the issue to discuss potential path forward. The County will have their traffic consultant look at the specifics and will be preparing a technical memo. Also, increased enforcement will be provided for the next two weeks. TSC will evaluate in the September 2022 meeting assessing any updates. Pending
