02-09-00 Minutes CHANHASSEN ENVIRONMENTAL COMMISSION REGULAR MEETING Febraury 9, 2000 Meeting called to order by Dotti Shay at 7:00 p.m. MEMBERS PRESENT: Dotti Shay, Jack Atkins, Jo Mueller, Uli Sacchet, Andy Leith, Susan McAllister MEMBERS ABSENT: Clay Smith STAFF PRESENT: Jill Sinclair, Environmental Resources Specialist; Marcus Zbinden, Carver County Environmental Services APPROVAL OF MINUTES: Minutes were approved. GUEST SPEAKER: Marcus Zbinden from the Carver County Environmental Services gave a presentation on the issues and responsibilities of the department. He said much of their time is spent on illegal dumping, such as tires, hazardous waste and solid waste. There will be a permanent HHW site on 212 near Chaska. It’s tentatively scheduled to open in the fall of 2000. Annually, the department budgets $20,000 on dump clean-ups. Each year the dept. spends all the money and has a waiting list of clean-ups. Typical dumps are found by the side of the road, in ponds and lakes, buried or burned. Carver County would like input on: ? Banning phosphorous from commercial applicators and residential. first they will need to change the rules and work with cities to do so. Secondly, the county will pass an ordinance and thirdly, encourage retailers in the area to carry P-free fertilizer. ? Solid waste processing program. The county encourages haulers to process rather than landfill and gives the haulers money to encourage use of the processing sites. The county would like to promote compost facilities as well. The first step to change is requiring cities to hire haulers that process, rather than landfill, their waste. ? Expanding the program to recycle demolition waste. The county would like have building permits require construction waste to be recycled. ACTION CALENDAR: Thecommission would like to reschedule the chamber visit and environmental award program for another month. A display case is still needed for the library display. It was decided that it would be a good opportunity to promote upcoming events. The commission would like to invite council members to the monthly meetings. ARBOR DAY: The raptor center will probably not be able to present at this year’s celebration due to prior commitments. They will call to confirm. Alternatives include inviting Climb Theater, looking into a naturalist program from Hennepin parks or hiring a woman who does a program with roaches, birds and lizards.
