Chairman Tsuchiya called the meeting to order at 7:00 p.m.
MEMBERS PRESENT: Karl Tsuchiya, Dan Eidsmo, Jim Peck, Don Vasatka, Matt Kutz, Scott
Fischer, Youth Commissioner Alex Jerdee.
MEMBERS ABSENT: Heather Markert.

APPROVAL OF AGENDA: Commissioner Peck moved, Commissioner Kutz seconded to
approve the agenda as presented. All voted in favor and the motion carried unanimously

APPROVE PARK & RECREATION MINUTES DATED OCTOBER 25, 2022
Commissioner Kutz moved, Commissioner Peck seconded to approve the Minutes of the
Park and Recreation Commission Meeting dated October 25, 2022 as presented. All voted
in favor and the motion carried unanimously with a vote of 7 to 0.
GENERAL BUSINESS: None.
REPORTS:
1. Halloween Party Evaluation
Recreation Manager Tandon gave an overview, noting the 38th Annual Halloween Party was
held on Saturday, October 29th at the Chanhassen Recreation Center. A total of 462 children

aged 2-12, approximately 480 children under age 1, and their family members attended. This was
the most registrants the City has had attend.
Registrants and their families enjoyed trick-or-treating, carnival games, snacks, crafts, a spooky
room, hayrides, and a magic show. Ms. Tandon spoke about the many volunteers, including:
Chanhassen Students Today, Leaders Forever Club, and the Chanhassen, Chaska, and Eden
Prairie Key Clubs, as well as community event sponsors. She shared general comments and
recommendations, including:
This year's Halloween Party had the highest participation to date, with 462 participants.
With their families, it totaled approximately 900 people.
Continue to provide allergen-friendly refreshments for participants with dietary
restrictions to feel included.
Special thanks to The Mustard Seed Landscaping & Garden Center, Chick-fil-A
Chanhassen, Culver's Chanhassen, Kiddywampus, Old National Bank, Code Ninjas,
Children of Tomorrow Learning Center, and Traci Preciado, Keller Williams Realty Elite
for helping with trick-or-treating.
Research feasibility of a "sensory room" or a "quiet zone" as part of the event. These
rooms are available to participants with diverse sensory needs (i.e. autism) to provide a
space to regulate emotions in a high-stimulus environment. These facilities are gaining
popularity in both permanent facilities and special events throughout the Twin Cities.
2. Tree Lighting Ceremony & Holiday Events Preview
Ms. Tandon stated each year the City of Chanhassen hosts a variety of holiday events throughout
the season, including the Holiday Boutique on December 3, 2022 and the Tree Lighting
Ceremony on December 3, 2022. The tree lighting will include refreshments, bonfires, s'mores,
gingerbread house displays, live reindeer, a Toys for Tots donation station, and a visit from Santa
Claus. The event is free and open to all ages. Ms. Tandon shared about the Chanhassen Tour of
Lights from December 3-31, 2022, the Gingerbread House Decorating Contest from November
29-December 1, 2022, and the Letters to Santa mailbox. She noted the Senior Center is also
putting on a 55+ Holiday Party on December 8 with food and a speaker.
Commissioner Vasatka suggested at the Tree Lighting Event, to have the reindeer in two
different locations to cut down on the time families wait in lines for photos.

ADMINISTRATIVE PRESENTATIONS:
Mr. Ruegemer shared the next meeting on December 13 will include a holiday social time after
the meeting is adjourned.

Applications for commission vacancies will be available on the City's website starting Thursday, January
12, 2023
Application deadline is Friday, January 27, 2023.
The City Council will discuss the interview process and set interview dates at the January 23 work

session. Appointments will take place at the March 20, 2023 City Council meeting.

Item Tree Lighting Ceremony Review

SUGGESTED ACTION
SUMMARY
The 2022 Tree Lighting Ceremony was held on Saturday, December 3 from 5-6pm. Councilmember
Haley Schubert and family flipped the ceremonial switch, illuminating City Center Park. Despite low
temperatures there was a strong turnout with around 500 people in attendance. The Tree Lighting
Ceremony is a wonderful holiday celebration that many people enjoy each year.

Refreshments
Local community group BuyChanhassen coordinated food and beverage donations from the local
business community. Thank you to Cub Foods, Caribou Coffee, and Lunds & Byerlys Chanhassen for
donating cookies, cider, and hot cocoa for the event!
S'mores
The SouthWest Metro Chamber of Commerce coordinated and provided s'mores for attendees to roast
over small bonfires. This is always a very popular aspect of the tree lighting ceremony.
Bonfire
The Park Maintenance staff set up warm a bonfire for all to enjoy. The fire was an excellent component
of the event and provided an option for attendees to warm up in the chilly weather.

Santa Claus
The Mustard Seed Landscape and Garden Center arranged for a special visit by Santa Claus. Santa
appeared out of his workshop, which was built by the Park Maintenance department. He visited with the
crowd, passed out candy canes, and posed for photos.
Live Reindeer
This year we had two live reindeer at the event from Kendallville Farms in Excelsior. There were two
photo stations for attendees to visit the reindeer and get family photos. Each year, many families enjoy
the live reindeer at the event.
Carolers
Thank you to Living Christ Lutheran Church in Chanhassen for providing a group of 10 carolers for the
tree lighting.
Gingerbread House Display
There was one entry for the 14th annual Gingerbread House Decorating Contest, taking home the award
for both most difficult and most creative house! The gingerbread house, titled "Wooden Skyline," was
on display at the tree lighting.
Toys for Tots donation station
SouthWest Transit brought their festive trolley to the event, which served as a station for Toys for Tots
donations. Thank you to SouthWest Transit for coordinating these donations.
Tour of Lights
Eighteen homes registered for this year's Tour of Lights. The interactive map is now live on the City
website, allowing residents to tour the light displays on their own schedule throughout the holiday
season.

SUMMARY
FACILITY INFORMATION
In October, City of Chanhassen and W.L. Hall Company entered a contract to complete the meeting
room wall replacement project. Three moveable walls will be built and the existing track will be
utilized. The estimated installation date is April 21, 2023.
REC CENTER EVENTS
Artisan Fair was held on November 5 in the gym. There were 38 vendors and over 500 people
attending the fair. 468 pounds of food and $33 cash donations were collected for PROP Food Shelf.
Holiday Boutique was December 3. Forty vendors participated in this event. Traffic was lighter for this
event, however, 350 people came to shop local. We collected food and cash donations for Bountiful
Basket Food Shelf.
PROGRAM INFORMATION
Dance for Fun
Winter session began November 28. Twenty-three dance classes are offered this season with 151
dancers participating (registrations close December 10). The Rec Center will host a Winter Showcase
on February 11 to give families a sneak peak of what the dancers have been working on prior to the
year-end recital in May.

Go Gymnastics
This is a mobile gymnastics program offered for children 18 months–7 years old. This popular program
receives strong evaluations and is a favorite for youth. In 2022, 264 children participated in 33 sessions.
Paint Your Pet
This paint by numbers class had 10 people create personalized cat and dog paintings. Gray Duck Art
provided the personalized canvas, paints, brushes, and instruction for the class. Another session will be
offered in February.
Rec Center Sports
Small Fry Sports (ages 3-4) 94 children participated in sessions of soccer, sports samplers,
basketball, and flag football/track.
Lil’ Star Sports (ages 5-6) 74 children participated in sessions of soccer, sports samplers,
basketball, and flag football/track.
Pickleball
This sport continues to grow in popularity. Our pickleball lessons have introduced the game to 175 new
players this year. With the change of weather, many people are seeking indoor play options. We offer
open pickleball, beginner pickleball, and have added Tuesday and Thursday morning court
reservations.

Royal Ball Friday, January 27 at 5:30-7:30 pm at the Lions Park Pavilion in Victoria.
Cinderella and Belle have cordially requested your attendance at a Royal Ball where you will have an
enchanted evening of fun including crafts, photo booth, food, music, and storytelling.
REC CENTER PUNCH CARD SALE
The annual December Punch Card Sale is underway. Buy a 40 punch card and receive a 10 punch card
free, this a $30 value.

Fall is a busy season at the Senior Center, filled with holiday parties, special speakers, classes, trips, and
game times. This year we have had a wonderful season reconnecting with active older adults looking for
a place to engage, learn, have fun, and become part of our thriving community. We continue to attract
new participants from a variety of ages and stages, including 55-65 year-olds looking for information
and connections. I am currently working on programming for Spring/Summer 2023.

Many of these programs are funded through fees to offset the costs. Some programs bring in revenue
which helps support other free or reduced cost programs. Additionally, the Senior Center has created a
"Memorial Fund" to receive gifts from families who've lost loved ones. In 2023, we have received
$1,185 funds to date. Other donations from partners and individuals provided an additional amount just
over $1,000.

SUGGESTED ACTION
SUMMARY
Recap 2022 Park Replacement Schedule Projects
North Lotus Park hockey rink boards have been installed and are ready for the upcoming season.
Roundhouse Park playground will be installed in the spring of 2023.
Facility Shutdown
All rental facilities at Lake Ann and Lake Susan are now closed for the season. The water has been shut
down and drained, all seasonal drinking fountains have been removed, and the buildings have been
winterized. The recreational docks, fishing piers, and paddle boats have been removed and brought into
the shop for annual maintenance and repairs.
Trail Maintenance
All trails were flail mowed one last time in preparation for winter snow plowing.
All of the high priority tree work has been completed along trails to ensure safe trail with plowing
equipment. Staff will continue to move through the trail system throughout the winter pruning sections
that have become overgrown.
Skating Rinks
As the weather continues to improve for flooding conditions, staff is ready to start making ice. Flooding
will occur on a 24-hour rotating schedule until sufficient ice has been made and rinks are ready for use.
Temporary warming houses will be delivered on December 20th.
