In honor of 15 wonderful years, a variety of activities have been planned to help us remember, celebrate, share, and look to the Chanhassen Senior Center's future. Please join us. May Day Pizza Lunch...Presentation on the History ofChanhassen Friday, May 4 at 12 noon Ron Roeser, local historian will take us on a "Historical Journey ofChanhassen." Hear stories about growing up in Chanhassen in the 40's, the 2 different Chanhassens, and other tales and facts of our great city. After lunch, we will visit "old St. Hubert's Church and the jail." Thank you all for your support of this initiative. As a reminder, this grant would allow us to incorporate active living principles into comprehensive planning with the help of technical assistance and funding up to $75,000. We have attached the final work plan which includes the objectives we hope to achieve regarding active living principles. We received support from all cities and most county divisions and community partners involved in the comprehensive planning process. Blue Cross and Blue Shield will let us know by June if we are awarded. We will keep you posted on the status of this grant. In the meantime, we hope to continue to work with all of you on comprehensive planning and in future projects. Both the CDA and Public Health have much to offer you at the city and county level in assistance to incorporating smart growth into your plans in our fast growing county as well as with other public health or community development needs. Sincerely, Tracy Bade, MPH Public Health Planner Amy Van Eps Economic Development Coordinator Attachments: BCBS Grant Submitted Workplan Carver County Section III: The Work Plan The objective of the 2030 Comprehensive plan is to incorporate several areas of County planning activity into one document which reflects the County vision and describes County goals, policies, objectives, and implementation strategies. To incorporate active living principles into this plan we intend to achieve the following objectives. Objective 1: Incorporate active living principles into all elements of the county and city comprehensive plans. This includes strategies and policies that will serve as a guide for new developments and redevelopments and any zoning or ordinance changes/updates. We intend to accomplish this objective with the assistance of the BCBS technical assistant, assistance from Public Health planners, L WS staff and CDA staff, and by hiring consultants to assist the county and cities in incorporating active living components into the existing plans. We will organize two workshops where we will educate city and county planning staff on the principles of active living and provide them with the existing tools and tangible examples on how to incorporate them into their comprehensive plans by updating zoning decisions, land use policies, and facility improvements. One workshop will focus on incorporating active living into Parks & Trails and Water Management Elements. The second workshop will focus on Housing, Land Use and Transportation. We will hire consultants to co-facilitate these workshops with the assistance from staff from L WS, PH and the CDA and to provide the necessary expertise in the corresponding element areas. Objective 2: Provide connectivity within the city trail plans; between city plans; and between the city and county trail systems. This will involve incorporating existing and proposed trails to neighborhoods, local and regional parks and recreational facilities, schools and businesses and setting priorities for future parks and trails planning. We plan to reach this objective by: 1) including the Parks and Trails consultant planners' expert assistance in the workshops to aid cities in adding the necessary changes into their plans or give them starting points for those cities that have not developed them yet, 2) offering individual assistance to each city to update their trail plans based on recommendations from the Parks and Trails consultant planners, and 3) utilizing the existing county Geographic Information System (GIS). Currently the county GIS includes limited city parks and trails information. The county recognizes that integrating county and city GIS data is key to planning a connected park and trails system throughout the county. Compiling and storing city parks and trails GIS data (including street connectivity and sidewalks) within the county's existing GIS system will assist cities and the county by a) providing a comprehensive map of all existing and proposed trails b) improving identification of infrastructure gaps, c) planning connections between county regional parks and trails and city parks and trails systems, d) and reducing costs and data duplication. This grant provides an opportunity to offer technical assistance and support to cities to create or update GIS data. The result of this collaboration Page 1 Carver County will be a shared database that will support individual city and county parks and trail plan updates and encourage coordinated planning efforts among all levels of government. Secondary outcomes as a result of these efforts will be the development of: 1) an interactive web map application for county and city trails and recreational opportunities, 2) trail maps and recreation opportunity information, and 3) active living resources and information for citizens, businesses and developers. In addition to the website, Carver County plans to develop brochures and hard copies of maps to be available for all county residents. The development of this website, tool as a resource which utilized active living principles will increase awareness and use of existing trails and increase the awareness of the need for connectivity to trails and improve public health and well being. Objective 3: Increase community awareness of active living and promote walking by encouraging the use of existing trails, paths, parks and facilities. We plan to reach this objective by using maps and educational materials, walk-ability studies and public input sessions to: 1) educate the public on the importance of physical activity and the importance of incorporating active living principles into existing comprehensive plans, 2) increase awareness of existing trails, paths, parks and facilities, 3) encourage support of future projects developing connectivity and increased parks, trails and physical activity opportunities, and 4) to involve the citizens and landowners in the planning of their communities. Walk-ability Studies: Public Health will provide assistance to the cities to find and measure walk-able areas within communities and neighborhoods to increase physical activity options, especially needed in cities and communities with limited or no access to parks, trails or facilities. In addition, Public Health staff will provide community-wide audits of the walkability of the cities using existing tools provided by the Minnesota Department of Health. This process requires community involvement by assessing the safety, security, convenience, efficiency and "welcome" of place on various walking routes. The results of these assessments will be used to raise awareness of issues and assist city's in future projects and developments. Public Input Sessions: Public Health plans to hold a public input session to provide clear and concise information to the public regarding the process and steps being taken to complete the vision and goals of incorporating active living (as well as other public health) principles into the Carver County Comprehensive Plan to 2030. The session will give residents a forum where they can ask questions, present their concerns and become informed about active living and needs for their community. In turn it also provides a forum for city and county officials to explain their planning strategies, what active living means and why it is needed in Carver County. As part of the Comprehensive planning process, the county is required to retrieve public input on the plan. The L WS division will engage the services of the county's Extension Education Coordinator and outside professional services to assist in these efforts. This process will be refined as it moves forward, as input is collected, and as issues are Page 2 Carver County defin,ed. Information is currently provided to the public and from the public to staff by focus groups, open houses, surveys, through the county website, through the CDA website, and by a phone comment message line. Input regarding active living will be retrieved through these existing venues as well. The State of Minnesota, in cooperation with Carver County and the City of Chanhassen, is completing significant road realignment and widening at this location. The project also includes a pedestrian underpass allowing for future trail use without the need to cross Highway 101 at-grade. This section of trail is one of the more popular routes in the area and, as such, this trail closure will have a significant impact on area residents. A second pedestrian trail located parallel to Highway 10 1 at this location is also closed and will be rebuilt as a component of this important project.
