FEBRUARY 28, 2023
Chairman Tsuchiya called the meeting to order at 7:00 p.m.
MEMBERS PRESENT: Karl Tsuchiya, Jim Peck, Don Vasatka, Matt Kutz, Heather Markert,
Dan Eidsmo, Youth Commissioner Alex Jerdee.
MEMBERS ABSENT: Scott Fischer.

APPROVAL OF AGENDA: Commissioner Peck moved, Commissioner Markert seconded
to approve the agenda as presented. All voted in favor and the motion carried unanimously
with a vote of 7 to 0.
PUBLIC ANNOUNCEMENTS:
Recreation Manager Tandon shared that the annual spring/summer Chanhassen Connection went
out to residents over the previous weeks and is also available online; most summer rec programs
are now open for registration.
Park and Recreation Director Ruegemer shared that the warming houses are closed for the
season.

APPROVE PARK & RECREATION MINUTES DATED JANUARY 24, 2023
Commissioner Eidsmo moved, Commissioner Peck seconded to approve the Minutes of the
Park and Recreation Commission Meeting dated January 24, 2023 as presented. All voted
in favor and the motion carried unanimously with a vote of 7 to 0.

1. Review Park and Recreation Commission Handbook
Park and Recreation Director Jerry Ruegemer spoke about a brand-new document for the city
that will help new Commissioners transition onto the PRC. It includes a variety of information
such as meeting dates, background, City Code and Mr. Ruegemer would like the Commission to
review the document and give feedback before the April meeting.
REPORTS:
1. February Festival Evaluation
Recreation Manager Tandon shared that Feb Fest was scheduled for February 4, however due to
inconsistent ice conditions on Lake Ann the City cancelled the event. Ice Fishing Contest
participants were offered the choice to receive a refund or apply the purchased tickets to the 2024
contest. Ms. Tandon noted the Medallion Hunt was held and the medallion was found on Friday,
February 3. She noted expense reports for 2022 and 2023 are attached in the packet. Everything
purchased will be retained and used for next year’s event and many sponsors generously offered
their donations to be kept by the City.
Commissioner Markert spoke about the City of Buffalo’s Ice Festival and noted they encourage
people to bring kites out on the ice which is very colorful and fun.

Chair Tsuchiya has enjoyed being on the Commission and shared the following month will be
his last.

SUGGESTED ACTION
SUMMARY
On behalf of the Park & Recreation Department, I would like to recognize Don Schwartz for his service
and dedication to our Adult Softball League.
Don worked 4,506 softball games during his 29-year umpire career. He spent 23 years in Chanhassen as
an umpire and served as the Adult Softball Umpire Coordinator for 32 years. As our Umpire
Coordinator, Don assisted in implementing rules and assigned umpires to ensure all participating teams
had a positive experience. Since 2009, there have been 5,786 games softball games played at Lake Ann
that Don has assigned umpires for.
Our adult softball leagues would not have been possible without Don's efforts. He has been a
tremendous asset to our team and is highly respected amongst our umpires, team managers, players, and
fans.

SUGGESTED ACTION
The Park and Recreation Commission recommends that the City Council receive and approve the
2022 Park & Recreation Annual Report.
SUMMARY
The 2022 Park & Recreation Annual Report identifies accomplishments and information relating to all
divisions within our department. The information is used to evaluate performance in order to deliver
quality programs, facilities, and customer service to the Chanhassen community.
The majority of the financial information included in this report should be substantially accurate.
However, the economic data used in this report from the city's General Ledger Accounting System is
unaudited when this report is published and could be subject to adjustments up to the final issuance
date of the city's Comprehensive Annual Financial Report (CAFR).
2022 highlights are listed below.
New in 2022
Rec Center Community Day hosted 150 community members for free classes, demos, and
information on the Rec Center facility
The 55+ Senior Expo connected area seniors with community resources and focused on healthy
aging
Expanded youth program offerings included a teen ski trip, fishing camps, and a bunny day meet

LAKE ANN PARK PRESERVE
PROJECT: ONGOING WORK
Beginning with the concept park plan developed in 2018,
the city is fulfilling a fifty-year plan to preserve the
forests and wetlands located between Lake Ann and
Lake Lucy. Ongoing work was completed on this project
in 2022, including concept plan adjustments, permitting
work, and project funding research.

Department and BSA Scout Troops 330 and 409, the park
maintenance department assisted in removing the fast-
growing invasive buckthorn plant from the Lake Ann Park
Preserve area.

»The Park Equipment Replacement Fund was
established in 2019 as an annual fund to replace park
amenities that are no longer serviceable. In 2022

North Lotus Park, and new playground equipment at
Roundhouse Park. The Roundhouse Park playground
equipment will be installed in 2023, due to supply
chain delays in 2022.

Dedicated in 1992, the Senior Center provides educational
and social activities, trips, and meeting spaces for
active older adults ages 55+. The center includes two
kitchenettes, a large group gathering and dining space,
the Maple Corner for smaller groups and events, and a
large workshop for wood carving projects.

Built in 1995, the Chanhassen Recreation Center is a year-
round facility that hosts over 20,000 patrons annually.
Facilities at the Recreation Center include a single-
court gymnasium, fitness center, dance studio, meeting
and party rooms, a conference room, two hockey rinks
(winter), family rink (winter), warming house, tennis
courts, pickleball courts, ball fields, and soccer fields. The
Recreation Center hosts a wide variety of adult, senior,
and youth programming and city-sponsored and external
special events.

SNOW MELT-LATE FALL (WEATHER DEPENDENT)
The Skate Park at City Center Park is open snowmelt through
late fall and hosts over 5,000 users annually. The facility
provides a variety of permanent obstacles no larger than 48
inches for skateboards, scooters, bicycles, and in-line skates.
The Skate Park was initially constructed in 1999 and was
most recently refurbished in 2003.

There are five beaches in Chanhassen: Lake Ann Park,

from June 4 – August 14 from 11:00 a.m. – 6:00 p.m. daily.

Temporary outdoor skating rinks are flooded seasonally
on asphalt and grass surfaces at six Chanhassen
parks: the Chanhassen Recreation Center, City Center,
North Lotus Lake, Bandimere, Roundhouse, and Pioneer
Pass Park. Permanent or temporary warming houses
are provided at most rink locations (all but Pioneer
Pass Park). In 2022, 15 rink attendants were hired on
a seasonal basis to supervise the rinks and warming
houses.

The City of Chanhassen has 22 total picnic shelters:
three at community parks that can be rented and 19
neighborhood shelters available on a first-come, first-
serve basis. The Lakeside Pavilion and Klingelhutz Pavilion
are at Lake Ann Park, and the Lake Susan Picnic Shelter
is at Lake Susan Park. Both community and neighborhood
picnic shelters are used to host city programs and
special events.

Handcrafted and commercial items are featured in this
annual holiday shopping event. A total of $35 in cash and
158 pounds of food donations were collected for Bountiful
Basket Food Shelf as part of this event.
A delightfully spooky night filled with trick-or-treating,
carnival games, activities, live entertainment, and
refreshments for children and their families.
This event features bonfires, carolers, refreshments,
live reindeer, a visit from Santa, and marks the official
lighting of the holiday lights at City Center Park.
Kicking off the holiday shopping season, local artisans
sell handcrafted items. $33 in cash and 468 pounds of
food donations were collected for PROP Food Shelf as part
of this event.

SENIOR CENTER
The Chanhassen Senior Center is a community
engagement facility that offers programs, trips, meals,
activities, education, and wellness services for patrons
55 and older. The Senior Center is staffed by one full-time
coordinator.

VOLUNTEERS GRANTS & DONATIONS
The Senior Center relies on over 100 volunteers to
maintain quaility programming. Volunteer coordinators
run weekly and monthly groups. Senior Center Advisory
Board members devote time to special events. Local
government and non-profit agencies provide free,
valuable information and resources during educational
outreach and individual meetings with patrons.
The Senior Center continues strong partnerships with
the Chanhassen Senior Commission, Carver County
Health and Human Services, local civic organizations and
businesses, and senior housing complexes, all of whom
add resources, value, and volunteer hours for successful
program outcomes.
»The Martha Walker Memorial Fund was created in 2021
to provide program scholarships for patrons whose
fixed incomes deterred them from enjoying fee-based
programs and trips. Memorial gifting continues to
provide these funds. In 2022, $1,285 was gifted to the
Senior Center through this program. »Longtime patron and local artist, Lee Newcomb,
donated $1,240 in proceeds from sales of his unique
local indigenous and civil war era paintings. These
funds allow for reducing program fee costs for all
participants.

CELEBRATED 30 YEARS IN 2022
In 1992 the Chanhassen Senior Center opened with a
vision to provide resources, services, and a gathering
space for seniors. The new space opened two days per
week, run by a 12-hour per week director. Today, we
boast a full-time coordinator and programs five days a
week. We are a leader in local senior service education,
activities, adventures, advocacy and much more. We
continue to build strong community ties, connecting

RECREATION CENTER
The Chanhassen Recreation Center is a multi-purpose
facility that allows for a wide range of sports and fitness
activities, tournaments, leisure programs, meetings,
classes, and events. It also serves as a site for critical
information, registrations, and events for many of the
city’s parks and recreation programs. Facilities at the
Recreation Center include a single-court gymnasium,
fitness center, dance studio, meeting and party rooms,
a conference room, two outdoor hockey rinks (winter),
family outdoor rink (winter), warming house, tennis
courts, pickleball courts, ball fields, and soccer fields.

The Dance for Fun program completed its 25th year at
the Chanhassen Recreation Center in 2022. Classes offer
dance instruction in a supportive setting focusing on
self-esteem and personal development. Styles include

Jazz/Lyrical, Pre-Pointe/Pointe, Hip Hop, and Competitive
Teams.

ADAPTIVE RECREATION
Chanhassen’s adaptive recreation program is a
cooperative effort between the City of Chanhassen, Reach
for Resources, and the cities of Brooklyn Center, Brooklyn
Park, Chaska, Golden Valley, Maple Grove, Plymouth, and
St. Louis Park. Reach for Resources provides programs
specifically designed for individuals with disabilities,
including social clubs, athletic leagues, special events,
holiday parties, and dances. Reach for Resources also
provides inclusion support at no cost to the participating
children or adults in any Chanhassen Parks & Recreation
programs and inclusion training to Chanhassen Parks
& Recreation seasonal staff at the beginning of each
summer camp season.

SNOWPLOWING TRAILS & SIDEWALKS »Snow is cleared from 58 miles of public trails,
12 miles of downtown sidewalks, sidewalk &
stairways at 10 public buildings, six public parking
lots, & 15 park parking lots.
SKATING RINK FLOODING & MAINTENANCE »Outdoor skating rinks are flooded on grass (family
rink) & asphalt (hockey rink) bases as soon as
air temperatures & ground frost allow. Two flood
trucks run 24-hours a day for approximately 10-
days to build the initial ice base. Once built, rinks
are swept & flooded Monday through Saturday
as needed.
TREE & BRUSH REMOVAL »Regular tree & brush trimming takes place during
the winter, with easier access to trails & less
damage to the surrounding area.
TURF MOWING »Parks are mowed once per week »Athletic fields are mowed twice per week.
FERTILIZING »Athletic fields only are fertilized in May,
September, & October.
BALL FIELD GROOMING »Community park ball fields are groomed daily, &
neighborhood fields are groomed weekly.

peak times & twice during off-peak times. Aquatic
vegetation control is used at Greenwood Shores,
Carver Beach, Roundhouse, & Lake Ann Parks to
control vegetation in the swimming, picnic, & boat
rental areas.

SUGGESTED ACTION
The Park and Recreation Commission adopts the southern trail alignment as the preferred route that
will be built in conjunction with the east/west collector road (Eagle Ridge Road).
SUMMARY
Park Plan
The city’s comprehensive park plan calls for a neighborhood park to be located within one-half mile of
every residence in the City. The park service area of community parks extends to a distance of 1-2
miles. The Erhart Farm Subdivision is located directly adjacent to the 58-acre Fox Woods Park Preserve
and directly across Highway 101 from the 45-acre Bandimere Community Park. Bandimere
Community Park offers a wide and growing array of recreational amenities and has been open to the
public since 1999. The development of public access points to the Fox Woods Park Preserve, through a
combination of vehicle and pedestrian touch points, as well as the installation of a series of nature trails
within the preserve, will continue concurrently with the development of the Erhart property.
BACKGROUND
Erhart Farms Park and Recreation Approved Conditions
1. Park fees for Phase I of Erhart Farm of $104,400.00 shall be paid prior to recording the final plat.
2. Outlot B and C shall be donated or dedicated to the City of Chanhassen to be part of permanent open
space around the wetland complexes. Outlot A was dedicated as a permanent open space.
3. The developer shall be responsible for the construction of the 10-foot asphalt trail along the western
portion of Eagle Ridge Road, continuing south from Outlot D, Foxwood, and connecting to 96th Street.

The developer shall provide design, engineering, construction, and testing required for the Eagle Ridge
Road trail. All construction documents, including material costs, shall be delivered to the Park and
Recreation Director and City Engineer for approval prior to the initiation of construction. The trail shall
be 10-foot, surfaced with asphalt, and constructed to meet all City specifications. The City shall
reimburse the applicant for the cost of the aggregate base and trail surfacing. This reimbursement
payment shall be made upon completion and acceptance of the trail and receipt of an invoice
documenting the actual costs for the construction materials noted. Labor and installation, design,
engineering, and testing services are not reimbursable expenses.
4. A permanent trail and a drainage and utility easement encompassing the “5-foot pervious nature trail”
along the rear lot lines of Lots 5 thru 14 and 16, 17 and 19 was dedicated.
DISCUSSION
Black Cherry Development is the company overseeing the Erhart Farm Development. The Erhart Farm
Development is a unique property with many natural features such as wetlands, hardwoods, topography
changes, and open spaces. The first phase has been approved, with additional development occurring
sometime in the future.
The Erhart Farm property has been identified as an important trail corridor leading from Bandimere
Community Park west to Powers Blvd. The trail corridor will host a variety of users, such as walkers,
runners, and bikers, that will fill a trail gap in Southern Chanhassen. Many conversations have taken
place regarding the alignment of the 10-foot wide bituminous trail corridor. An east/west collector road
is shown in the Ghost Plat that will serve as an extension of Eagle Ridge Road and will connect to
Powers Blvd. Staff felt it made sense to align the trail corridor along the collector road; that would allow
the city to pay for the new trail construction segments as we collected Park Dedication Fees with future
development. This alignment also provides a non-motorized transportation corridor connecting
significant destinations.
An alternate east/west alignment has been proposed to construct the trail on the property's north side,
passing through the Fox Woods Preserve. These parcels and their associated open spaces contribute
greatly to the quality of life for area residents and serve an essential role as wildlife sanctuaries. The
Fox Woods Preserve has a turf nature trail that was installed to have a smaller footprint that offers a
more secluded experience while preserving its natural features. Historically, this location was planned
to be less active; adding this trail alignment is less desired presently but may be considered in the future
when additional funding may become available and the desires of the community change.
Additional challenges exist with the northern trail alignment. The access point off Eagle Ridge Road
into Fox Woods Preserve is narrow with hillside slopes and wetland buffers and setbacks. This
particular trail segment hasn't been professionally designed, but staff is certain that retaining walls and
or a boardwalk (300-400 foot) would need to be installed to provide access and cost estimates would be
high.
RECOMMENDATION
The Park and Recreation Commission adopts as the preferred route the southern trail alignment that will
be built in conjunction with the east/west collector road (Eagle Ridge Road).

SUGGESTED ACTION
SUMMARY
The City of Chanhassen's Annual Easter Egg Candy Hunt is held each year at City Center Park and
typically draws between 500-800 kids and their families. The 2023 hunt will be held on Saturday, April
8, at 9 a.m. (Wave 1) and 10 a.m. (Wave 2). Kids ages 12 & under will hunt for candy and eggs in three
different age categories: 4 & under, 5-8, and 9-12. Each participant will receive a bag with goodies for
gathering candy and eggs, and will have the opportunity to find special eggs that are redeemable for
prizes. Participants will also be able to take a photo with the Easter Bunny.
Tickets are $6/child; accompanying adults are free. Online pre-registration is strongly encouraged for
participants and day-of registration will be available at the event. Special thanks to the Chanhassen Fire
Department and the Chanhassen, Chaska, and Eden Prairie High School Key Clubs for supporting and
volunteering at this event.
The Easter Coloring Contest is running now through Sunday, April 9. Entry forms are available online
at chanhassenmn.gov/easter, at Chanhassen City Hall, and at the Chanhassen Recreation Center. Kids
ages 0-12 can submit their entry in those same places as well, or bring them to the Easter Egg Candy
Hunt. Prize baskets, generously donated by community event sponsor kiddywampus in Chanhassen,
will be awarded to winners by age category, age 3 & under through age 12. Participation in the coloring
contest is free.

SUMMARY
The City of Chanhassen's annual 4th of July Celebration commemorates its 40th year in 2023. To
celebrate this historical milestone and 40 years of our city's most highly anticipated community event,
artist Adam Turman was commissioned to design the 2023 4th of July Celebration event logo.
Adam Turman is a well-known Minnesota artist based in Minneapolis. He is an illustrator, muralist, and
screen printer whose bold illustrations "celebrate a distinctive Midwestern love of the great outdoors."
In working with Adam on the 40th-anniversary logo, the goal was to capture the soul of the 4th of July
event and create a piece of art that represents our community and the 4th of July Celebration.
Merchandise with the artwork will be available for purchase prior to and during the 4th of July
Celebration. The logo will be shared with the community in April 2023, following a pre-reveal
marketing campaign.
BACKGROUND
Each year, internal city staff have designed a logo for that year's 4th of July Celebration. This logo is
used to brand the event and build excitement; it's used on all promotional items, signage, and t-shirts
given to sponsors and sold at the event. Attached is a collection of logos from the past 20 years.

Facility Updates
The CIP-funded wall replacement project has continued into 2023. W.L. Hall Company is scheduled to
remove and replace the existing moveable walls. The construction will take place April 26-28, 2023.
Daikin will be replacing the Recreation Center rooftop cooling units in June 2023. Bluff Creek
Elementary will also be decommissioning and replacing a number of its units at this time. Project fee:
$146,199
The Building Automation System requires updating as well. Automated Logic will be install new units
for the facility in 2023. Controller fee: $32,476
Punch Card Fee Increases: On February 1, 2023, Recreation Center punch card pricing increased. See
attachment for the current rates. Punch cards may be used for Fitness Center, Open Gym, and Open
Pickleball at the Rec Center.
Program Updates
Dance for Fun: The Spring dance session is underway with 172 students participating. Our 11
competition dance teams will participate in two local competitions Bravo (Burnsville) and DX
Regionals (Shakopee) in April. They will also participate in DX Nationals (Shakopee) in June. All
dancers participate in the May 6 recital, at Chanhassen High School.
Rec Center Sports: Sessions of Floor Hockey, Basketball, and Soccer have run in 2023. Soccer and T-

ball are next. To date, 129 children have participated in the Rec Sports program in 2023. A three-week
Sports Sampler will start in April.
Super Hero Party, March 10, Victoria Recreation Center. Families came dressed as their favorite
superhero. There were 3 bounce houses, an obstacle course, mask and cape-making stations, snacks,
and a dance. We had 13 student volunteers helping and 205 people in attendance.
Bunny Yoga: Recreation Center and Minnesota Companion Rabbit Society collaborated to provide this
event on Saturday, March 18; two 70-minute sessions were offered. Each included 40 minutes of yoga
taught by Christine Pedretti, and 30 minutes of bunny time. There were 55 participants. MCRS received
$755 in donations through registration fees and individual participant donations.
Charcoal & Acrylic Painting : led by local artist, Sophia Martin, students ages 11+ learn to blend
charcoal and acrylic mediums. Students complete the class with a framed, finished work of art. Each
month a different design is instructed. This brand-new class received high praise from the first two
participants. Sophia Martin was featured in the Chanhassen Villager in February and her art is on
display in the Recreation Center Lobby through March.
Fit for Life: Kaye Benson leads an exercise program designed for adults 55+. Our first 2023 session of
Fit for Life has 9 people registered for the full session and 83 class drop-ins to date. This popular class
receives great reviews. Participants find the social aspect as important as the exercise.
Pickleball Lessons: six 90-minute learn to play classes have been offered in 2023. 48 players have
participated. Each session includes a 3-visit pass to come back to the Rec Center to play. As sessions fill
quickly, classes are added as space and instructor availability allow.

SUMMARY
Here is a brief update on what the park maintenance staff has been working on and what is coming up!
Park staff has completed all routine maintenance on our small equipment fleet, including all
mowers, weed whips, backpack blowers, and ball field tractors.
Crews have been busy getting ready for spring start-up, prepping tennis nets, ball field bases,
aeration equipment, and prepping concession buildings for spring.
Each spring, the city is able to utilize outside groups to help with routine maintenance tasks.
Sentence to Serve (STS) will assist with spring trash collection and mulching around the city
hall/library campus.
We are in the process of hiring seasonal staff for the upcoming summer season. Typically, the
park maintenance division hires 18- 20 seasonal workers that help assist with daily maintenance
tasks, such as trash collection, field preparation, mowing, and weed whipping. The additional
labor allows for full-time staff to focus on bigger maintenance projects.
The park maintenance division is currently hiring a full-time staff member to replace John
Wickenhauser, who recently transferred to the streets division.
The Roundhouse Park playground equipment has finally been delivered. Crews will be starting
the removal process of the existing equipment and will be installing the new equipment as soon as
the weather conditions allow.

This year's ice skating rink season ran from December 27, 2022 to February 21, 2023. During the
season, the warming houses were open 50 days and closed 7 days due to large amounts of snow.
Roughly 5,293 participants were recorded during supervised hours.
Warming houses were available at City Center Park, North Lotus Park, Chanhassen Recreation Center,
Roundhouse Park, and Bandimere Park. The warming house at Roundhouse Park was staffed with
reduced hours on weekends and selected holidays. A family rink was also flooded and maintained at
Pioneer Pass Park for the duration of the season, but there was not a warming house available.
Warming house trailers were rented from Mobile Mini for North Lotus Park, City Center Park, and
Bandimere Park.

During our 2022-23 season, our rinks saw 5,293 skaters during staffed hours.
Our warming houses opened on Tuesday, December 27 and were open for 50 days.
The final day warming houses were open was Tuesday, February 21.
Roundhouse Park's final day open was Sunday, February 12 due to poor ice conditions.
Snow events impacted our season greatly resulting in 7 closures.

SUMMARY
Regular Programs and Outreach
During the first quarter of 2023, the Senior Center served:
1100 cumulative participants attending weekly programs, including: Bridge, Chan-o-laires,
Bingo, Mah Jongg Play, Scrabble Play, Woodcarving, and Free Friday Films
65 participants in monthly Coffee with the Cops sessions and the Great British History
presentation series
80 Meals on Wheels lunches per week; delivered to homes by local volunteers
93 attendees for the 55+ Alive Defensive Driver Safety classes, qualifying them for auto
insurance discounts
Over 1,300 incoming callers with requests for senior resources, education on aging topics,
Senior Center information, and class registration
Trips, Celebrations, and Lifelong Learning: Celebrating and learning with 243 Active Older Adults
In partnership with Chaska Lodge’s AOA program, we took two joint trips (MN Vikings
Museum; St. Cloud Paramount Theater Show) and created two joint programs (Big Fish Theater
Production at Chaska Community Theater; January Music Jam coffee house event) with 97 total
participants
Two lunch celebrations were held at the Senior Center (Valentine’s Day; St. Patrick’s Day),
serving 105 attendees
Five unique lifelong learning classes were held (Seated Yoga; Naturals Dyes Silk Scarf Making;
Pencil Drawing Basics; Mah Jongg Refresher, and Mah Jongg 101), with 41 active participants
Some scheduled classes and programs were canceled or delayed due to severe weather events.

Our Spring/Summer programming continues to gain momentum, and classes, trips, and programs are
filling up. Some upcoming programs are free to seniors; and most cost-related programs are priced
affordably. Scholarships are available and offered upon request.
