Chair Vasatka called the meeting to order at 6:00 p.m.

1. Invitation to Memorial Day Ceremony – May 29, 2023
Recreation Supervisor Czech invited the public to attend the Memorial Day Ceremony at City
Center Park on May 29, 2023. He reviewed the cemetery services and shared that this free event
will be co-hosted with the Chanhassen American Legion Post 580.

1. Chanhassen Civic Campus Update
Park and Recreation Director Ruegemer introduced City Manager Hokkanen who will give an
update regarding the project.
City Manager Hokkanen provided a PowerPoint presentation and update regarding significant
projects starting to get underway, including the Civic Campus project. She shared about a facility
study done in 2020-2021 to understand the condition of City Hall and other facilities including
Fire Station, Fire Station 2, and other facilities. City Hall has run out of space, needs a new roof,
has water intrusion issues, and they wanted to understand what it would look like to do a major
project in the building. Consultants worked for 9 months and said it would be $17,000,000 to
$19,000,000 to complete deferred maintenance and remodel the building to serve the needs of
the city. Ms. Hokkanen noted the building would be better but still not exactly what the city
would want today. An estimate for a new City Hall was $23,000,000 to $25,000,000 and the City
Council then asked how they could take the City Center campus and turn it into the heart of
downtown Chanhassen with many amenities.
Ms. Hokkanen shared about a listening session and public tour of the City Hall space,
community engagement, and amenities preferred by the public, including an expanded farmers’
market, performance space, pickleball courts, and a splash pad. The community would also like
dappled shade areas, which are lush and park-like. She showed project plans on screen and
walked the Commissioners through the possible layout of the Civic Campus.
Commissioner Peck asked where funding will come from. Ms. Hokkanen replied it would be
paid for with levy dollars, with a total anticipated budget of $35,000,000. This would include
about a 7.5% levy increase for each of the three years.
Commissioner Kutz asked why it was not proposed on a ballot so citizens could decide whether
it is a worthwhile investment for the city. Ms. Hokkanen noted that is an option, and another
project may potentially go to referendum. The City Council felt like many of these were core
amenities that government is responsible for providing, particularly City Hall and the Senior
Center, and they are using other ways to gather feedback instead of a referendum. To date, she
has not heard significant negative feedback but has heard people who are excited about the
amenities. Ms. Hokkanen clarified it has been discussed and debated and City Council has
decided not to go forward with a referendum for this project.
Commissioner Markert stated, after speaking with some of the public, she does not think the
issues they are having with the current building are common knowledge. She thinks it would be
great to share that the city did its due diligence to look at the costs of fixing the existing facility
and how the decision was made to build a new one.
Chair Vasatka attended the walk-through of the City Hall and saw how cramped things are, the
weird locations, having to walk through other people’s offices to get to other offices, and the

elevator that doesn’t work. He thanked Ms. Hokkanen for hosting that event for the public
because it was great to see those spaces.
Commissioner Pharis noted construction would start in May of 2024 and asked when it would
finish. Ms. Hokkanen replied it will be in two phases. May 2024-2025 will be construction on
City Hall and the Senior Center, with another 1-1.5 years to finish park improvements. It will
probably be later in 2026 when the project is all complete.
Commissioner Markert asked about signage and promoting Chanhassen. Ms. Hokkanen spoke
about a separate project with HKGI to do some way-finding and the city is planning for an
entryway monument and signage, including on the Civic Campus.
Chair Vasatka asked whether the Park Commission will have input as the project moves forward.
Mr. Ruegemer replied in the affirmative noting he would like the Commissioners to make notes
when they see things such as a splash pad in Champlin or other park amenities. He also
encouraged the Commissioners to ask friends and neighbors what they would like to see as part
of the project.
Commissioner Eidsmo asked whether the upper park will be turf or grass. Ms. Hokkanen replied
they have been assuming it will be grass. Commissioner Eidsmo noted with how long the snow
was on the ground, fields could not be utilized, whereas turf may be able to be used sooner. He
stated he has a community meeting in a week and would like to share the information from
tonight.
Ms. Hokkanen stated Mr. Ruegemer brought her the numbers and that the levy is projected to
increase by 7% for each the of three years. For a $350,000 home that translates to a $40-$50
increase per year. On a $600,000 home that translates to $90-$100 per year.
Commissioner Vasatka asked if it goes away at the end of the third year or is absorbed into other
things. Ms. Hokkanen replied they continue to make the payments, but the levy does not have to
increase to account for the debt payments and it should go down about a 5% falloff for debt
payments. Commissioner Pharis clarified it does not go away after three years. Ms. Hokkanen
replied in the affirmative.

Chair Vasatka asked for an update on the Avienda project.
Ms. Hokkanen shared that the Chanhassen Bluffs Sports Complex is conceived to be two sheets
of ice, 40,000-50,000 square feet of indoor year-round turf, a restaurant, an indoor playground, a
walking track, and a working facility. A local option sales tax is the preferred funding
mechanism and a study was done showing a ½ cent sales tax over 20 years would generate
$38,000,000 to $40,000,000 and would cost the average Chanhassen resident about $35 per year

in additional taxes. Ms. Hokkanen explained 45% of the amount would be paid by visitors and
people that do not live in Chanhassen. She noted other new sales taxes that have happened
recently and the city does not know how that will impact the City Council or community interest
in seeing the project go forward. She noted the city will know more about the project by the next
meeting.
REPORTS:
1. 2023 Summer Programs Preview
Recreation Manager Tandon provided an overview of the 2023 summer programs. She shared
about the Summer Discovery Playground Program, youth sports and dance programs, outdoor
camps, as well as safe kids and babysitting classes. Ms. Tandon noted the city will also bring
back the Summer Concert Series, 4th of July Celebration, Math in the Park, and Music Together
Lakeside.
Commissioner Markert shared about Safety Town in Eden Prairie for 3-5 year-olds which
teaches bike safety, car seat safety, and fire safety. Ms. Tandon will look into that as an option in
the future.
Chair Vasatka asked how the number of programs offered compares to the previous year. Ms.
Tandon replied it is about the same as the previous year and it has returned to pre-Covid
numbers.
Commissioner Pharis asked if the city has ever done a gun safety or hunting safety session for
kids. Ms. Tandon does not think they have. Commissioner Pharis noted an offering for 10-12
year-olds who may be interested may be a good idea.
Commissioner Eidsmo asked about staffing for the programs. Ms. Tandon replied that for the
most part, they are fully staffed.

2. 2023 Lake Ann Park Summer Programs
Recreation Supervisor Czech provided an overview of the 2023 Lake Ann Park summer
programs noting the concession/watercraft rental building will be open between Saturday, May
27, and Sunday, August 20, seven days per week between the hours of 11:00 a.m. and 7:00 p.m.
He announced that Nolan Strang will serve as the Concessions Manager this summer. Nolan was
a concession worker last summer at Lake Ann and served as a rink attendant this winter and Mr.
Czech noted he brings a positive, hard-working attitude, and will be a tremendous asset to the
team. Nolan will take on the duties of coordinating work schedules, ordering supplies, and day-
to-day operations. The city has added two new monitors as menu boards for concessions. Mr.

Czech shared about paddleboard rentals, picnic requests, and bookings, which will generate
approximately $17,000 in revenue. He noted the beach at Lake Ann is open to the public all
summer between the hours of 6:00 a.m. and 10:00 p.m. daily, with lifeguards starting Saturday,
June 3, between the hours of 11:00 a.m. and 6:00 p.m. (weather-permitting) through August 13.
Commissioner Swanson shared his surprise when he rented a pavilion that they had it for the
entire day. He suggested half-day bookings as an option. Mr. Czech noted they have looked into
it, but staffing in the City is not currently built for turning over the pavilions and cleaning them
up for a second rental. Chair Vasatka suggest perhaps looking into it at one location such as Lake
Ann where they could double the bookings and generate more revenue.

events since they joined the city.

Item 4th of July Celebration Preview

SUMMARY
The City of Chanhassen's 40th Annual 4th of July Celebration will be held on July 2, 3, and 4 in
downtown Chanhassen. Participation levels can reach up to 70,000 over the course of the three-day
celebration.
BACKGROUND
DISCUSSION
The 40th Annual 4th of July Celebration will be held Sunday, July 2 through Tuesday, July 4. All
activities on July 2 and 3 will take place at City Center Park and Chanhassen High School, with July 4
activities taking place at City Center Park and Lake Ann Park.
July 2
Family Fun Night at the carnival will take place on July 2 from 3-10 p.m. at City Center Park. All rides
from 3-8 p.m. will be $2. The Family Fun Night gives families the opportunity to enjoy the carnival
without the noise and crowds of the street dance and beer garden. Special thanks to IWCO for
sponsoring this year's Family Night!
July 3
Activities, games, and events for people of all ages will be available on July 3; most held at City Center
Park from 3-11 p.m. These include carnival rides, kiddie games, kiddie parade, the SouthWest Metro

Chamber of Commerce Business Expo, Taste of Chanhassen and Beer Garden (presented by the Rotary
Club of Chanhassen), live music, and more. The annual street dance will be held from 5:30-11 p.m.,
with Up South band opening for Johnny Holm Band, the headlining cover band. A full schedule of July
3 events can be found on the attached event flyer. Special thanks to Nicolet National Bank for
sponsoring this year's kids' entertainment events!
July 4
Many family-friendly activities will run on the 4th of July as well, at both Lake Ann Park at City Center
Park. These include two fishing contests, a medallion hunt, a sand sculpture contest, live music, Bingo,
a llama experience, and more. The Rotary Club of Chanhassen will present the Taste of Chanhassen,
Beer Garden, Classic Car Show, beer sales at Lake Ann Park, and 4th of July Parade. The celebration
will end with the annual fireworks display at Lake Ann Park at 10 p.m.
The 4th of July parade, produced by the Rotary Club of Chanhassen, will be held on Tuesday, July 4 at
2:30 p.m. The parade route is identical to previous years, beginning at Chapel Hill Academy and
running through downtown Chanhassen. The parade will kick off with historic planes flying over
downtown Chanhassen, produced by the Rotary Club of Chanhassen.
The City of Chanhassen is partnering with many organizations and departments to create a safe and
enjoyable festival. The Carver County Department of Public Health will provide Responsible Beverage
Server Training to those involved in the selling and serving of beer during the celebration. The city will
provide a nursing and diaper-changing tent on the evening of July 3. Deputies from the Carver County
Sheriff's Department will be present throughout the festival, as well as representatives from Chanhassen
Fire, who will provide general first aid response throughout the event. The city's Park Maintenance
department will provide overall event support and create a safe and welcoming space.
In addition, the city has partnered with several other organizations, including the Rotary Club of
Chanhassen, SouthWest Metro Chamber of Commerce, and the Minnesota Twins to offer activities
during the celebration.
An 8-page magazine was produced and direct-mailed to all residential homes in Chanhassen. Print ads
were published in the Chanhassen Villager and Chaska Herald newspapers, and digital ads were
purchased, targeting residents and visitors to Chanhassen. Marketing was also done on social media
(Facebook and Instagram), and a Facebook event was created for the event.
4th of July T-shirts and commemorative merchandise are available for purchase prior to the event online
and at City Hall. T-shirts will also be available to purchase on July 3rd at the event. Adult and youth
sizes are available in multiple colors each.
The 4th of July Celebration is the most anticipated Chanhassen community event of the year; it is
presented by the City of Chanhassen, Rotary Club of Chanhassen, SouthWest Metro Chamber of
Commerce, and is sponsored by local 2023 Community Event Sponsors.

SUMMARY
With summer now in full swing, Here is a brief update of what the park maintenance division has been
working on and what's coming up!
This spring, seniors from Southwest Christian High School and Minnetonka High School
participated in their senior service day project. Maintenance crews assisted the kids in working at
City Center Park pulling weeds and mulching landscaping beds.
Crews have been busy starting up and making repairs to the city's irrigation system. All
community parks are up and running for the season with just a few locations left throughout
downtown.
All facilities are up and running and the parks have been getting a lot of use! First applications of
fertilizer and broadleaf weed control have been applied to the sports fields. Additional
applications to surrounding areas will be completed as weather allows.
Roundhouse Park playground equipment has been installed, the grand opening ribbon cutting
took place on Tuesday, June 20, and was a success! Playground equipment for South Lotus Lake
Park has been delivered and is currently being stored at our Lake Ann Park facility. Crews are
scheduled to start removing existing playground equipment and start the new installation once the
July 4th celebration is completed.
Seasonal staff have been hired for the season and we are extremely fortunate to have a great
group! Seasonal staff are responsible for the daily maintenance tasks that are completed
throughout the city, which include all mowing, weed whipping, field maintenance, shelter

cleaning, event setup, and trash/recycling collection. Seasonal maintenance crews are an integral
part of the success of our division and provide a tremendous service to the community.
July 4th Celebration preparation is in full swing! Crews are busy assembling signage and
equipment that will be placed throughout the city. Crews have been busy tree trimming, seeding,
and fertilizing City Center Park over the last few weeks. Maintenance staff will continue to
prepare for one of the city's biggest events! Looking forward to seeing everyone there!

FACILITY IMPROVEMENTS
W.L. Hall Company completed the wall replacement project on April 28, 2023. There is now flexibility
to accommodate a variety of reservations and activities in the facility.
Daikin is replacing six air handler units at the Recreation Center and Bluff Creek Elementary. The
project timeline is June 10-30. There will be no air conditioning until the units are replaced. The
Recreation Center is responsible for 1½ units. During this construction, the Recreation Center outdoor
tennis and pickleball courts were closed for four days due to safety concerns in the parking lot.
The Rec Center Gymnasium and Studio will be closed for floor refinishing August 4-18.
REC CENTER EVENTS
Garden Tool Swap with Carver County Environmental Services on Saturday, May 6. Twenty volunteers
from Boy Scout Troop 330, Chaska, Chanhassen, and Minnetonka High School Key Clubs, and Green
Corps assisted in this event. Over 40 people dropped off 157 garden tools and miscellaneous items. The
items that remained at the end were brought to the Reuse Center to give away.
Dance for Fun Recital
On May 13, the Dance for Fun program held a year-end recital at Chanhassen High School. One
hundred seventy-two dancers participated in either or both shows and 487 tickets were purchased.
PROGRAM UPDATES

Charcoal & Acrylic Painting is a class instructed by local artist, Sophia Martin. Students age eleven
and up learn to blend charcoal and acrylic mediums. Students complete the class with a framed, finished
work of art. Each month a different design is offered. Twenty aspiring artists have participated in these
sessions this spring.
Christine Pedretti has been offering Gentle Flow and Vinyasa Yoga at the Rec Center for the past twelve
years. In 2023, she has had over 35 people participate in her classes.
Kerry Maus leads a fun, weekly, Line Dance class. She has a strong following throughout the metro.
This is a flexible class where participants may register or pay a drop-in fee. Seventy-two participants
have taken a class this spring.
Go Gymnastics is an affordable, mobile gymnastics program that supplies equipment and instruction for
children aged 18 months (with adult) through age 7. There are three classes based on age. Sixty-four
children have participated in the spring and early summer classes.
Tae Kwon Do is a community-based program that offers safety classes to students ages 3 and up.
Students practice weekly, grow their skills, test their rank, and earn belts. There have been 41
participants this spring and early summer.
Rec Center Sports:
Small Fry Sports (ages 3-4) hosted sessions of Soccer (42 participants) and T-ball (66 participants) this
spring.
Lil’ Star Sports (ages 5-6) offered Soccer (20 participants) and T-ball (38 participants) this summer.
UPCOMING EVENTS
Chanhassen Community Day at the Rec Center, Saturday, August 19, 8 a.m. - 6 p.m. The day includes
free trial classes, Chanhassen Fire Department will bring a fire truck and will provide hands-only CPR
demonstrations, a Carver County Sheriff Deputy and a vehicle will attend, a community Shred-it event
starting at 9 a.m., and free admission to the Rec Center all day.
Dance for Fun Fall Open Houses:
August 9, 4:30-6 p.m., August 15, 5:30-7 p.m., August 24 2-7 p.m., and August 31, 5-7 pm..

SUMMARY
Chanhassen Senior Center offers resources and programs for Active Older Adults, 55+, and continues
to find new programming options to increase involvement, build community, and encourage learning
and engagement. Weekly and monthly game and interest groups account for an average of 140 patrons
utilizing our Center weekly.
The following list of programs offered during April-June 2023, served an additional 950-1,050 patrons.
We are a net-zero based program with costs covered through donations, sponsorships, and program and
event participant fees. Participants are offered scholarships toward fees on a needs basis, and as
assessed by the Senior Center Coordinator.
