09-12-2023 EDC MinutesCHANHASSEN ECONOMIC DEVELOPMENT COMMISSION REGULAR MEETING SEPTEMBER 12, 2023 Acting Chair Freeman called the meeting to order at 5:30 p.m. MEMBERS PRESENT: Chris Freeman, Stacy Goff, Luke Bame, and Cohen Lee MEMBERS ABSENT: Chair Eric Anderson, Vice Chair Duke Zurek STAFF PRESENT: Eric Maass, Planning Director PUBLIC PRESENT: Patricia Fernandes, Judy Harder. Member Bame moved, Member Goff seconded to approve the agenda. All voted in favor and the motion carried unanimously with a vote of 4 to 0. APPROVAL OF MINUTES: APPROVE ECONOMIC DEVELOPMENT COMMISSION MINUTES DATED AUGUST 8, 2023 Member Goff moved, Member Bame seconded to approve the Minutes of the Economic Development Commission meeting dated August 8, 2023, as presented. All voted in favor and the motion carried unanimously with a vote of 4 to 0. DISCUSSION/GENERAL BUSINESS ITEMS: 1. Follow-up discussion on Downtown Zoning District Uses Planning Director Eric Maass presented the proposed revisions to the permitted, conditional, interim, and accessory uses within the Central Business District (CBD) zoning district, as well as potential revisions to development standards for the district such as setbacks and height limitations. The commission discussed the potential for targeting retail, entertainment, and restaurant uses in front on West 78th Street and office-type uses on the backsides of those buildings. EDC members discussed the current traffic patterns within the downtown area and how that will likely evolve over time as development takes place and road projects are completed that prioritize pedestrians and pedestrian safety. Following a discussion of the potential redevelopment opportunities east and west of Kerber Boulevard, the commissioners were generally supportive of the proposed Economic Development Commission – September 12, 2023 2 revisions to permitted, conditional, interim, and accessory uses along with proposed setbacks and height limitations. ADJOURNMENT: Member Bame moved, Member Lee seconded to adjourn the meeting. All voted in favor and the motion carried unanimously with a vote of 4 to 0.
