09-25-2023 Economic Development Authority MinutesCHANHASSEN CITY COUNCIL ECONOMIC DEVELOPMENT AUTHORITY MEETING MINUTES SEPTEMBER 25, 2023 Mayor Ryan called the meeting to order at 7:00 p.m. COUNCIL MEMBERS PRESENT: Mayor Ryan, Councilwoman Schubert, Councilman von Oven, Councilman McDonald, and Councilman Kimber. COUNCIL MEMBERS ABSENT: None. STAFF PRESENT: Laurie Hokkanen, City Manager, and Samantha DiMaggio, Economic Development Manager. PUBLIC PRESENT: None. 1. Approve Economic Development Authority Meeting Minutes dated March 13, 2023 Councilman von Oven motioned, Councilman McDonald seconded that the Economic Development Authority approve the Economic Development Authority Meeting Minutes dated March 13, 2023. All voted in favor, and the motion carried unanimously with a vote of 5 to 0. 2. Public Hearing: Adopt Business Subsidy Policy Samantha DiMaggio, Economic Development Manager, discussed the history of business subsidies. Ms. DiMaggio shared there have been many economic changes, which prompted the amendment of the business subsidy policy. She shared the different types of business subsidies that can be provided by the city or a deed. A business subsidy must have a public purpose and a specific wage floor. Ms. DiMaggio shared the updated proposal, which recommended that to receive a business subsidy from the city, the employer must provide 33 percent of the full-time equivalent jobs with a wage that meets 200% of the minimum wage. Ms. DiMaggio also shared the requirements for the application process and business subsidy definitions. Councilman von Oven asked how they settled on the wage and employment formula. Ms. DiMaggio stated they worked with the state to look at the wages being paid in the county. They also looked at other county formulas, such as Carver County. Mayor Ryan asked what the goal was in setting the minimum wage requirements. Ms. DiMaggio shared there are options to consider the formula as a guide when awarding a business subsidy. Mayor Ryan stated there has been Tax Increment Financing related to housing. She asked if the business subsidy was applicable in this scenario. Ms. DiMaggio stated it is separate from the business subsidy, but the laws might have some overlap. Mayor Ryan opened the public hearing and invited the public to come forward and state their name and address for the record and then address the Council. There being no public comment, Mayor Ryan closed the public hearing. Councilman Kimber moved, Councilman von Oven seconded that the Economic Development Authority adopt the Business Subsidy Policy dated September 25, 2023. All voted in favor, and the motion carried unanimously with a vote of 5 to 0. ADJOURNMENT Councilman McDonald moved, Councilwoman Schubert seconded to adjourn the meeting. All voted in favor, and the motion carried unanimously with a vote of 5 to 0.
