This letter is to notify you that after review of data submitted, it was determined
that the application is incomplete and the following information is missing:
1. The tree canopy shall be shown on the grading plans clearly showing what
trees will be impacted/removed as well as what trees will remain after the
grading.
2. Prepare erosion control plan including type of inlet protection to be used at
the inlet structure of the 48 CBMH, and specification of cover type once
final grading is completed. If the plan is for cropland, the landowner
should place a temporary crop of oats, etc. to be used as a cover until next
year's crop, and note that six inches of topsoil should be placed over the
fill.
3. Survey must be updated to reflect existing contours and existing trees.
4. Proposed contours must tie into the existing contours. An easement is
required from the appropriate property owner for any off-site grading.
5. Existing and proposed hydrologic calculations must be provided using a
method acceptable to the City. A permit will be needed from the
Minnesota Department of Transportation for drainage to the right-of-way.
6. Plans must be signed by a professional engineer or surveyor who is
licensed to practice in the State of Minnesota.
7. Detailed haul routes will need to be provided to the City.
8. Ground (i.e. non-paved) surface grades shall not be less than 2%.
Therefore, your application is incomplete and we will not be able to review it
until these items have been submitted. This also means that the 60-day deadline
to process an application will not begin until we have received all the necessary

information to review the application. Our next submittal deadline is June 15,2007 for the
Planning Commission meeting on July 17, 2007. I would also like you to be aware that an
escrow will be collected prior to approval. This escrow will cover the restoration of the site.
