10.17.2023 Planning CommissionCHANHASSEN PLANNING COMMISSION REGULAR MEETING MINUTES OCTOBER 17, 2023 CALL TO ORDER: Chairman Noyes called the meeting to order at 7:00 p.m. MEMBERS PRESENT: Chair Eric Noyes, Erik Johnson, Kelsey Alto, Ryan Soller, Edward Goff, Steve Jobe MEMBERS ABSENT: Perry Schwartz STAFF PRESENT: Rachel Arsenault, Associate Planner; Eric Maass, Planning Director. PUBLIC PRESENT: None. PUBLIC HEARINGS: 1. PUBLIC HEARING: ORDINANCE XXX AMDENDING CITY CODE DEFINITIONS RELEVANT TO CENTRAL BUSINESS DISTRICT ZONING DISTRICT Associate Planner Rachel Arsenault shared the changes to the City Code definitions. There were definition changes to commercial office, commercial retail, commercial services, and entertainment. Chair Noyes asked if there were questions about the definitions. Commissioner Goff asked for an update on the name of the Central Business District. Planning Director Eric Maass stated staff is working with the City Attorney and will formally update the Planning Commission when this is finalized. Commissioner Soller questioned the inclusion of government services in the Central Business District. He asked if the civic campus would be located within the Central Business District. Mr. Maass shared it is not currently zoned this way but will be in the future. Commissioner Soller stated there is a State building within the Central Business District. The DMV is a government building and has a drive-through. He questioned whether there is a consistent standard between requirements for government facilities compared to private facilities. Mr. Maass stated he was unaware of a drive-through at the DMV. Under regulations, it could continue to operate but could not expand. Commissioner Soller asked if State or government buildings are the most appropriate for the Central Business District or if this would be a wasted space. Chair Noyes stated government buildings wanting to construct in this space would need to follow the regulations. He shared there are protections built in to enhance the development. Planning Commission Minutes – October 17, 2023 2 Chairman Noyes opened the public hearing. There were no public comments. Chairman Noyes closed the public hearing. Commissioner Jobe moved, Commissioner Soller seconded that the Chanhassen Planning Commission recommends that the City Council adopt an ordinance amending city code definition relative to the Central Business District zoning district. All voted in favor, and the motion carried unanimously with a vote of 6 to 0. APPROVAL OF MINUTES: 1. APPROVAL OF PLANNING COMMISSION MINUTES DATED SEPTEMBER 19, 2023 Commissioner Goff moved, Commissioner Alto seconded to approve the Chanhassen Planning Commission summary minutes dated September 19, 2023 as presented. All voted in favor, and the motion carried unanimously with a vote of 6 to 0. CITY COUNCIL ACTION UPDATE: None. ADJOURNMENT: Commissioner Johnson moved, Commissioner Alto seconded to adjourn the meeting. All voted in favor and the motion carried unanimously with a vote of 6 to 0.
