Staff has again checked with MnDOT on the need for a median in this area. As the attached email states, the head Metro Design Engineer at MnDOT reviewed the intersection and does not feel there is a need for reinstalling the median on W. 78 th Street. The traffic study also concurs with this opinion. Will staff be discussing parking requirements for this property (or are they currently meeting the requirements)? Why expand parking now? 5. Will staff be discussing % impervious area (existing, proposed, required)? 6. Has the City/Developer obtained right-of-way in the NE quadrant? When plowshares came thru with their proposal, I remember this corner being pretty tight. Additionally, Plowshares was proposing walk in this quadrant which doesn't appear to be addressed with the roadway and curb revisions. 7. Does the kink in the roadway for the westbound lanes approaching TH41 meet taper and/or radius requirements for 30 MPH? 8. Does staff anticipate this intersection being signalized in the future? 9. It appears the City is recommending a painted "pork chop" island in the SE quadrant. Is this correct? I do not support installing a painted island - it should be a typical raised island which meets Mn/DOT standards. General comments: my opinion is that we are retrofitting an intersection where there may be considerable traffic (especially on TH 41). 1 disagree with removing the median at this intersection. It is a new frontage road with a new median. median exists on this frontage almost at every intersection for the entire length of W. 78th St (with one exception that I can think of - at Powers on the west leg). The proper course of travel is not immediately obvious, is not easy to follow, and continuity is questionable due to the approach alignments of 78th St., a slight skew thru the intersection, and non - symmetry of the intersection. The TH41/W. 78th St. intersection will be a fairly wide intersection and a safer design would be one with median. Out of many of the 78th St. intersections, this is one of the most desirable locations which warrants median (including adding median on the west leg to properly line up the thru traffic movements) which is important for proper channelization of traffic to control turning and thru movements. Lets not take a step backwards on a brand new road (no matter who is paying the bill - even if this would be the City's portion). This is not a location to wshoe-hornm an intersection into (especially when the intersection isn't but a few years old). It is my opinion that staff should be supporting significantly higher standards for this intersection at this location. It would actually be good to add median on TH 41 at this intersection and south thru the TH 5 intersection (but that is out of the scope of this project). However, I would anticipate this occurring with the reconstruction of TH 41 to the south and it'd be good to get this intersection set up now to accommodate the TH41 reconstruction. 2 COMMISSIONERS -NOT NECESSARY TO READ THE RED BELOW - MORE OF A DISCUSSION ITEM FOR ENGINEERING AND PLANNING. Other general comments: The 3% approach grade (78th St at TH 41) is not ideal. It should be between 0.5% and 2.0% if possible. Bituminous pavement section is only 3.5" thick - what is the existing pavement section for 78th St. to the west? I would think this would follow a more heavy duty pavement design (short of being able to analyze the pavement design without the proposed traffic volumes). More berming and screening would be desirable along Tanadoona. The storm sewer apron (FES 8) should be a MnDOT approved �safety apron" as it appears to he within the clear zone of TH 41. The section of proposed storm sewer greater than a 20% slope should be anchored. The curb along the west leg of 78th St. should match the modified B618 curb along the rest of 78th St. It'd be good if Chanhassen were using a better binder grade for their bituminous roadway (E for wear and B for nonwear) and also a smaller aggregate size (size 4 for wear, 3 for nonwear) for a smoother surface where there is a potential for bike/pedestrian traffic. Also, if ADT is in between 2300 and 6000, it'd be good to follow Mn/DOT standards and use MV in lieu of IV bituminous mix for wear. Item No. 2 comments and questions (CVS Pharmacy): 1. Has berming and screening been properly addressed along Galpin? 2. Internal routing and stacking location for drive-thru is very poor and not delineated very well (especially along east of building and where the traffic will be coming into the site from the east driveway entrance). This may be confusing. 3. The west driveway entrance if very close to Galpin (this may pose operation problems). Has staff discussed lining up the driveways with the Kwik Trip driveway entrances? 4. Because of this, staff and Westwood's engineer met w/MnDOT staff to layout the re- alignment of the W. 78th St./TH 41 intersection. Mn/DOT did not see a need for the median at this intersection and they are not requiring one on the other (west) side either. Mn/DOT did some traffic counts at the exist. intersection this spring and they don't feel the traffic requires medians for delineation. 4. Will staff be discussing parking requirements for this property (or are they currently meeting the requirements)? Why expand parking now? 5. Will staff be discussing % impervious area (existing, proposed, required)? 6. Has the City/Developer obtained right-of-way in the NE quadrant? When plowshares came thru with their proposal, I remember this corner being pretty tight. Additionally, Plowshares was proposing walk in this quadrant which doesn't appear to be addressed with the roadway and curb revisions. Yes. As a condition of final plat approval, the applicant was required to dedicate the necessary right-of-way. 7. Does the kink in the roadway for the westbound lanes approaching TH41 meet taper and/or radius requirements for 30 MPH? 1 It's unclear at this time. The plans did not provide the horizontal curve data in this area. we will be checking this on the final construction plans. We are also having the traffic study look at the layout of the proposed intersection. 8. Does staff anticipate this intersection being signalized in the future? No, again this is from Mn/DOT and it's based on the traffic Vs that Mn/DOT has for the intersection. We are having the traffic study double check this conclusion. 9. It appears the City is recommending a painted "pork chop" island in the SE quadrant. Is this correct? I do not support installing a painted island - it should be a typical raised island which meets Mn/DOT standards. Agreed. We have a condition on this (#20) in the staff report. General comments: My opinion is that we are retrofitting an intersection where there may be considerable traffic (especially on TH 41). 1 disagree with removing the median at this intersection. It is a new frontage road with a new median. Median exists on this frontage almost at every intersection for the entire length of W. 78th St (with one exception that I can think of - at Powers on the west leg). The proper course of travel is not immediately obvious, is not easy to follow, and continuity is questionable due to the approach alignments of 78th St., a slight skew thru the intersection, and non - symmetry of the intersection. The TH41/W. 78th St. intersection will be a fairly wide intersection and a safer design would be one with median. out of many of the 78th St. intersections, this is one of the most desirable locations which warrants median (including adding median on the west leg to properly line up the thru traffic movements) which is important for proper channelization of traffic to control turning and thru movements. Lets not take a step backwards on a brand new road (no matter who is paying the bill - even if this would be the City's portion). This is not a location to ashoe-hornH an intersection into (especially when the intersection isn't but a few years old). It is my opinion that staff should be supporting significantly higher standards for this intersection at this location. It would actually be good to add median on TH 41 at this intersection and south thru the TH 5 intersection (but that is out of the scope of this project). However, I would anticipate this occurring with the reconstruction of TH 41 to the south and it'd be good to get this intersection set up now to accommodate the TH41 reconstruction. COMMISSIONERS -NOT NECESSARY TO READ THE RED BELOW - MORE OF A DISCUSSION ITEM FOR ENGINEERING AND PLANNING. Other general comments: The 3% approach grade (78th St at TH 41) is not ideal. It should be between 0.5% and 2.0% if possible. Bituminous pavement section is only 3.50 thick - what is the existing pavement section for 78th St. to the west? I would think this would follow a more heavy duty pavement design (short of being able to analyze the pavement design without the proposed traffic volumes). More berming and screening would be desirable along Tanadoona. The storm sewer apron (FES 8) should be a MnDOT approved "safety apron' as it appears to be within the clear zone of TH 41. The section of proposed storm sewer greater than a 20% slope should be anchored. The curb along the west leg of 78th St. should match the modified B618 curb along the rest of 78th St. It'd be good if Chanhassen were using a better binder grade for their bituminous roadway (E for wear and B for nonwear) and also a smaller aggregate size (size 4 for wear, 3 for nonwear) for a smoother surface where there is a potential for bike/pedestrian traffic. Also, if ADT is in between 2300 and 6000, it'd be good to follow Mn/DOT standards and use MV in lieu of IV bituminous mix for wear. Item No. 2 comments and questions (CVS Pharmacy): 1. Has berming and screening been properly addressed along Galpin? 2. Internal routing and stacking location for drive-thru is very poor and not delineated very well (especially along east of building and where the traffic will be coming into the site from the east driveway entrance). This may be confusing. 3. The west driveway entrance if very close to Galpin (this may pose operation problems). Has staff discussed lining up the driveways with the Kwik Trip driveway entrances? 2 This is possible, but it appears it would require a tight radius between the entrance and the proposed drive aisle layout. 4. What is your opinion on locating parking on the north side of the building? You don't have to answer and respond to all my questions /comments, but I anticipate discussing them at the meeting if not. The City would like you to look at the geometry of the intersection to ensure that it's safe, look at the level of service for the intersection for both 2005 traffic & 2010 traffic, and confirm that the proposed 2 -way stop on both W. 78th St. intersections is adequate vs. a signalized intersection. In your original traffic study for this site, you had Sunday traffic included. Please look at the Sunday traffic in addition to the AM& PM peak traffic.
