As of the date of inspection the following activities where not completed. - Rock at the Eastern entrance. - Hay bales along silt fence down by wetland area to east (this is per city requirements). - Protection of storm sewer drain (after talking with Aaron Mylnek with our office this will no longer be required this fall but should be installed if sight is not nbuttoned up" by spring thaw 05'.) - There also should be a top dressing of rock to the Western entrance as the current material is getting Ocloggedn with mud and is beginning to lose is functionality. There is still some warm weather predicted for this winter that leads to mud being dragged out onto the road. - It should also be noted that it appears that there is some work being done on the retaining wall area to the E. of the building. This area should be "buttoned up" immediately after completion to ensure stability in the upcoming spring. Aaron Mylnek can advise on proper procedures. Erosion control blanket must be installed on all slopes 3:1 or steeper. 3. A planting/restoration plan should be submitted to the City and must be approved by staff prior to work commencing. 4. An estimate for the cost of the proposed grading, retaining walls and restoration should be submitted. An additional escrow will be required based on that estimate. 5. Upon further review, it appears that impacts (including grading and tree loss) within the 20'grading setback could be completely avoided with the installation of an additional retaining wall (approximately 6-8' in height). The wall should be installed within the 9' area between the soil correction area and the 20' grading setback boundary. A 3:1 slope should still be maintained between the 2 retaining walls. 6. Silt fence must be installed at the 20' grading setback prior to work beginning on this part of the project. Please pass these comments on to Bill Tippmann and company. It's for the CVS site. Instead of doing away w/the retaining wall and extending the slope grading at a 3:1 out into our property, they are showing us what will be required with the retaining wall construction. Because of the poor soils, they will have to go down quite a ways with their footings. This will require excavation onto our property as part of their trench. They are showing a profile view of the proposed excavation on the attachment. Let me know your concerns. It doesn't look like we can avoid this since they are so close to our property line. Staff believes that these revisions provide a better functioning layout from a circulation standpoint than the previous submittal.
