SPECIAL MEETING - JANUARY 21, 1989
The meeting was called to order at 9:15 a.m. by Chairman
Whitehill. The following members were present: Chairman
Whitehill, Commissioners Swenson, Horn, Robbins and Bohn.
Don Ashworth, Executive Director was also present.
Note: This meeting represented a special meeting to continue
discussions regarding proposed development on West 79th Street.
On Thursday, January 19, 1989, the Housing and Redevelopment
Authority considered proposals from the following individuals
representing the firms shown:
- Tom Mork, Crossroads National Bank
- Julie Skarda, Lariet, Inc.
- Anthony Feffer, Investment Services Group
- Dave Weir, Woodbridge Properties (Proposal Withdrawn in
favor of the substituted position by Crossroads National
Bank).
Chairman Whitehill asked each of the individuals shown above if
they wished to make closing comments. Each of the firms made
final presentations.
The Executive Director, Don Ashworth, restated the positions pre-
sented on Thursday evening. Specifically, it would be possible
to consider each of the two development proposals as separate
projects as discussed Thursday evening, i.e. the Bank be awarded
the westerly portion of the property with Mr. Flaherty being
awarded the easterly portion. Although separate development pro-
posals could be considered, if there was any chance of the two
developers having a joint project, it was the Director's position
that Mr. Flaherty should be selected as the overall developer
with the condition that the final development proposal from Mr.
Flaherty address and meet the needs of Crossroads Bank as a part
of his development.
Significant discussion occurred on this item. Following
discussion, Chairman Whitehill stated that he wished to make
three motions, at one time, which he believed may represent the
position of the Housing and Redevelopment Authority. Those
motions were as follows:
Motion No. 1: That the Housing and Redevelopment Authority
thanks each of the firms for making their presentation to the
Housing and Redevelopment Authority. It is the position of the
HRA that all three candidates did an excellent job with their
proposals, that all three similarly made an excellent presen-
tation, and that, again, all three should be congratulated for
the @rofessional manner in which they have approach the process
and made their presentation; and
Motion No. 2: That the next two week period be devoted to pre-
paring a development contract with Lariat Company for the right

to develop their project on West 79th Street. That the final
development contract should include a strong preference if not
absolute assurances that Crossroads National Bank will be a part
of the Flaherty project and will be allowed to develop on that
site through either an ownership or lease position; and
Motion No. 3: That Housing and Redevelopment Authority staff
work with Mr. Flaherty and the Bank to achieve the goals setforth
in motion No. 2. That staff is left with the discretion of
working separately with each of the two firms or through a com-
bined effort. In any case, the work efforts should attempt to
achieve the goals set in motion No. 2.
Motions seconded by Commissioner Horn. Ayes - Ail.
