Chanhassen Council and citizens of Chanhassen,
I am writing this information/proposal letter to give a more up front insight on the
proposed development of the Pioneer Circle outlots. This property has been our front
yard for nearly 20 years most of it without a legal driveway to our home. We are very
happy to see it finally get resolved.
It seems Carver County officials had it correct upon their first proposal to us as
landowners and that is maintaining 70 feet for easement/wetland and the rest going to
adjacent property owners. We now have a completely different proposal on the books at
this time. It seems like all kinds of outlots were created again.
The city Watershed Department and certain employees have a plan to create a
storm water runoff containment area within outlot A. This area was at one time the old
road bed for Pioneer Trail, when the new culvert was installed under the new Pioneer
Trail it was set 3 feet above the water flow line creating the wetland area on the far
Northwest comer of the property.
Also most of the remaining land is supporting small woods and other trees within
the area. What is the idea of needing the additional land over what the county sees as the
wetland area and easement? Is the plan to cut down the trees to make a wetland?
It also should be looked at very closely that the property next to this low area of
county ground is a golf course detainment pond. This area directly affects the property at
question as it is the same elevation or lower. This area is at this time a contained algae pit
that carries drainage from the golf course.
My concern is this will eventually affect this area of development of storm water
runoff and expand this detainment pond to the outlot and eventually down the hill
towards Lake Riley. That is if the culvert gets put in at proper elevation to allow proper
flowage.
I as a citizen and taxpayer am not happy about taking care of neighboring
properties water control problem and pollute other areas with the runoff. I feel that this
additional project is not a very smart investment for the city to undertake. We have no
water or sewer in this area at this time and all runoff from this proposed development
area is natural.
I would like to propose my idea with outlot A and B and that is to square off
property comers using county 74 foot line on Pioneer Circle to property line on west side.
This would allow plenty of area that is the lowest and only area for proper future wetland
development/runoff and still have plenty of county easement.
I strongly recommend any individuals that have an input on this property to look
over the area and look at surrounding landowners properties before any decisions are
made on what is the proper thing to do.
I as adjoining property owner is wiling to work with city staff and other
departments to do what is right.
