1987 08 13HOUSING AND REDEVELOPMENT AUTHORITY MINUTES August 13, 1987 CALL TO ORDER: Vice-Chairman Horn call the meeting to order at 7:32 P.M. Members present: Bohn, Horn, Swenson, Robbins. Chairman Whitehill was absent. Also present was Todd Gerhardt, Administrative Assistant. APPROVAL OF MINUTES: Motion by Swenson, seconded by Robbins to approve the July 30, 1987, minutes as presented. All voted in favor and the motion carried. VERBAL UPDATE BY CHADDA OF THE PROJECT NORTH OF WEST 78TH STREET: Gerhardt explained that CHADDA has requested time on this agenda to update Commissioners on their progress with the Downtown Redevelopment. Rich Thomasgard from CHADDA gave an overview of where the City and CHADDA are with negotiations on an option agreement with Tom Krueger, owner of the Riveria Supper Club. This option agreement would consist of Mr. Krueger granting to the City the land directly east of his building. The City would then make the needed improvements, turning the property into a municipal parking lot. Thomasgard further explained that Mr. Krueger needed additional time to review the proposal with his attorney before making a decision. Brad Johnson from CHADDA explained the relocation of tenants north of West 78th Street (Chanhassen Bait and Tackle, Chanhassen Lawn and Sports, and the Union 76 Gas Station). The site which CHADDA is recommending for these businesses is the Hanus truck facility. Commissioner Bohn asked when that facility could be ready for tenants. Johnson explained that they are in the pro- cess of updating the abstract on the property and accesses to the property would also need to be addressed, so we are looking at about three months. Johnson also explained that the Retail West site is approximately 40% leased and would see construction some- time in October. Vice Chairman Horn discussed the detour of West 78th Street and signage used announcing the road closing. The sign presently out on West 78th has been changed at least twice and that it is doing more harm than good. Horn directed staff to have the sign removed until a definite date can be determined. DISCUSSION REGARDING MODIFICATION OF SPECIAL ASSESSMENT REDUCTION PROGRAM TO INCLUDE THE DOWNTOWN PUBLIC IMPROVEMENT PROJECT: Gerhardt explained the wordage in the HRA's present Special Assessment Reduction Document does not include the following projects: 87-1 Trunk Sewer 86-14 Trunk Watermain 87-2 West 78th Street Detachment 87-9 Kerber Blvd. Upgrade Staff is requesting that the HRA modify the Special Assessment Reduction Program to include these projects as part of the areas eligible for special assessment reductions. ~ousing and Redevelopment Authority Minutes August 13, 1987 Page 2 Motion by Robbins, seconded by Bohn to modify the Special Assessment Reduction. Program to include Projects 87-1, 86-14, 87-2 and 87-9 as a part of Eligible Assessment Projects. All voted in favor and the motion carried. OLD BUSINESS: Vice Chairman Horn asked the staff where we were with the Downtown Groundbreaking Ceremony and also asked staff to look into the amount which we budgeted for this item. APPROVAL OF BILLS: Motions by Swenson, seconded by Bohn to approve the bills dated July 20, 1987. All voted in favor and the motion carried.
