This report includes a summary of the existing and proposed site conditions, the stormwater requirements of relevant regulatory agencies, and proposed design calculations and data to meet the requirements. 2.2 Existinq Site Conditions: Site Description: The existing site is a strip retail development with parking. A gas station previously occupied the site. It was noted in an MPCA "Petroleum Tank Release Site File Closure" letter, dated April 6, 2020, that petroleum contamination may be present in site soils. HSG `U soils are assumed for runoff and infiltration is assumed infeasible for this site. A geotechnical evaluation report, with soil borings will be completed prior to an application submittal for watershed permit and building permit. Groundwater: Groundwater observations have not been taken as of this report. Contamination Concerns: A Phase I Environmental Site Assessment has not been completed for this site. However, it is known that soils on this site may be contaminated, as a gas station previously operated on the site with underground tanks. There is an MPCA Petroleum Tank Release Site File Closure letter stating that investigation and cleanup occurred on this site, but also stating that petroleum contamination may still be present. A Phase I Environmental Site Assessment will confirm these issues. In addition, conversations with the watershed and city stormwater staff has noted possible odors emanating from the stormwater pond across Lake Drive to the south of the site. This site is seeking a restricted site designation from Riley Purgatory Bluff Creek Watershed District, pending a Phase I ESA and geotechnical report. A Phase I ESA will be completed prior to an application submittal for watershed permit and building permit. 2.3 Proposed Site Conditions: Site Description: The proposed site is a redevelopment of the retail site into a childcare facility with parking, landscaping, and stormwater management improvements. The project proposes to disturb and reconstruct 14,601 sf of impervious surfaces, roughly 33% of the existing impervious on -site. Rate Control — Peak runoff rate may not exceed existing conditions for the 2-yr, 10-yr, 100-yr 24-hour rainfall events, and a 100-year frequency, 10-day snowmelt event. Utilize Atlas 14 rainfall data. Water Quality — 60% annual removal efficiency of total phosphorus (TP) and 90% annual removal of total suspended solids (TSS) or provide required abstraction volume. Volume Control — Provide for the abstraction of 1.1" of runoff from the new impervious surface area of the parcel. Restricted sites must provide abstraction of 0.55 inches from the regulated impervious surface. 2.6 Stormwater Requirements - Minnesota Pollution Control Agency — NPDES permit (MPCA): Requirement threshold - A permit is required for projects with a disturbed area over one acre in size, Stormwater management is required for a project adding 1-acre of more of NEW impervious surface (reconstructed impervious is not included). Rate Control — No specific regulation, may not degrade downstream facilities. Water Quality — Stormwater water quality treatment volume must be provided equal to 1.0" over all new impervious surfaces (includes all newly constructed impervious surfaces only, re -constructed impervious surfaces are not included). Volume Control — Must consider volume reduction if feasible and not prohibited on site. The required infiltration volume is equal to the water quality volume described above. 3.0 Stormwater Calculations: 3.1 Proposed Stormwater Management Strategy & Facilities Description This project is disturbing approximately 1.2 acres of land, including disturbance and reconstruction of 14,609 sf of impervious surfaces. The strategy for stormwater management includes draining roughly 22,500 sf impervious and 13,800 sf of pervious area to a manufactured treatment device (Contech Stormfilter). Runoff then is captured and reused for irrigation by an underground reuse cistern and connection to the site's irrigation system by a filtration skid. 3.2 Rate Control Rate control is provided by live storage within the reuse cistern and by a net decrease in site impervious surfaces. This information was derived using HydroCAD stormwater modeling software. The existing and proposed runoff rates are shown in the summary table below.
