The BH District allows fast food restaurants as a permitted use. However, a drive-through facility requires a conditional use permit.

Conditional Use Permit
The applicant is requesting a conditional use permit to allow a drive-through pick-up window as part of their restaurant operation.
Must meet the requirements of section 20-292 Drive-Through Facilities.

Traffic Study
The study concluded that the development is expected to generate 131 trips and 42 trips during midday peak hour (noon until 1 p.m.) and commuter peak hour (5-6 p.m.), respectively, which
was characterized as a minimal traffic impact to the surrounding transportation network. Furthermore, it was determined that due to the characteristic of the drive-through pick-up
window an anticipated design queue length would only be five cars during peak hours, which is less than a typical drive-through due to the fact that the drive-through pick-up window
is only for pick-up of online orders. This anticipated queue length was found not to impede the operation of the existing users or block traffic circulation within the site.

Site Demolition
The applicant is creating a pick-up window lane on the west side of the building. Vehicular access around the building will be maintained.

MOTION
The Chanhassen Planning Commission recommends:
City Council approve the Conditional Use Permit (CUP) to allow a drive-through facility for a pick-up window subject to the conditions of approval in the staff report; and
Adopts the Planning Commission’s Findings of Fact and Recommendation.
