MINUTES
OCTOBER 14, 2024
Mayor Ryan called the meeting to order at 7:00 p.m. The meeting was opened with the Pledge of
Allegiance.
COUNCIL MEMBERS PRESENT: Mayor Ryan, Councilmember von Oven, Councilmember
Kimber, Councilmember McDonald, and Councilmember Schubert
COUNCIL MEMBERS ABSENT:

CONSENT AGENDA: Councilmember McDonald moved, Councilmember Kimber
seconded that the City Council approve the following consent agenda items 1 through 13
pursuant to the City Manager’s recommendations:
1. Approve City Council Work Session Minutes dated September 23, 2024
2. Approve City Council Minutes dated September 23, 2024
3. Receive Commission on Aging Minutes dated August 16, 2024
4. Receive Park and Recreation Commission Minutes dated August 27, 2024
5. Approve Claims Paid dated October 14, 2024
6. Approve an Encroachment Agreement between the City of Chanhassen and the property
owner at 8831 Lake Susan Court
7. Approve an Encroachment Agreement between the City of Chanhassen and the property
owner at 8634 Valley View Court

All voted in favor, and the motion carried unanimously with a vote of 5 to 0.
VISITOR PRESENTATIONS.
1. Southern Valley Alliance Presentation, Domestic Violence Awareness Month – Kevin
Hill
Kevin Hill, a Board Member for Southern Valley Alliance, explained the services Southern
Valley Alliance provides to help survivors of domestic violence. He summarized the transitional
housing program in Carver County and how it helps domestic violence victims. He encouraged
individuals to connect with Southern Valley Alliance on social media and noted the volunteer
opportunities.
Mayor Ryan asked about the partnership with Carver County for transitional housing.
Mr. Hill was unsure but stated they had talked with the Carver County Community Development
Agency. He hoped that Southern Valley Alliance could continue to expand its services.
Debbie Loyd voiced concerns about access to voting for the election at her precinct. She asked
how the City of Chanhassen would address these concerns.
Laurie Hokkanen, City Manager, responded that they had lost twenty parking stalls with the
Civic Campus construction. She said that all city-owned vehicles would be moved off-site to
provide additional parking spaces for voters. All staff that can work remotely at city hall are
encouraged to do so. They asked construction crews to not receive deliveries that day. The city
staff will do golf cart shuttling to different precinct locations if they can rent golf carts. She said
the city will use social media, the website, and email to notify residents of these opportunities.

Linda Paulson stated that she hoped that Comcast would not ask residents to pay more for the
services. She voiced concerns about fireworks at Lotus Lake. She thanked those about the Center
Point Energy grants. She thanked the staff for posting the University of Minnesota study.

COUNCIL PRESENTATIONS.
Councilmember Kimber thanked the fire department for the open house. He stated that they had
great demonstrations and activities. He noted that there was a lot of participation.
ADMINISTRATIVE PRESENTATIONS. None.

3. Notice of Public Hearing to Consider an Ordinance Amending the County Code and

Councilmember Schubert moved, Councilmember von Oven seconded to adjourn the
meeting. All voted in favor, and the motion carried unanimously with a vote of 5 to 0. The
City Council meeting was adjourned at 7:13 p.m.
