REGULAR MEETING
MINUTES
NOVEMBER 25, 2024
Mayor Ryan called the meeting to order at 7:00 p.m. The meeting was opened with the Pledge of
Allegiance.
COUNCIL MEMBERS PRESENT: Mayor Ryan, Councilmember McDonald,
Councilmember Schubert, Councilmember von Oven, and Councilmember Kimber.
COUNCIL MEMBERS ABSENT: None.
STAFF PRESENT: Laurie Hokkanen, City Manager; Charlie Howley, Public Works
Director/City Engineer; and Jenny Potter, City Clerk.
PUBLIC PRESENT:
Randall Raddatz, 6340 Elm Tree Avenue
Theresa Watt, 7423 Frontier Trail
PUBLIC ANNOUNCEMENTS:
1. Invitation to December 7 Tree Lighting Ceremony
Mayor Ryan invited residents to the Tree Lighting Ceremony on December 7. She reviewed the
activities, including a visit from Santa Clause. She thanked the sponsors for the annual
celebration.
CONSENT AGENDA: Councilmember McDonald moved, Councilmember Kimber
seconded that the City Council approve the following consent agenda items 1 through 8
pursuant to the City Manager’s recommendations:
1. Approve City Council Work Session Minutes dated October 28, 2024
2. Approve City Council Work Session Minutes dated November 18, 2024
3. Approve City Council Special Meeting Minutes dated November 13, 2024
4. Receive Environmental Commission Minutes dated October 9, 2024
5. Approve Claims Paid dated November 25, 2024
6. Utility Easement for Electric Transformer at new City Hall

7. Approve Temporary On-Sale Liquor License to Rotary Club of Chanhassen for February
Festival on February 1, 2025 at Lake Ann Park
8. Award Bids for Civic Campus Bid Package 3: Irrigation & Landscaping, Metal Railings
All voted in favor, and the motion carried unanimously with a vote of 5 to 0.
VISITOR PRESENTATIONS. None.
PUBLIC HEARINGS.
1. Hold Public Hearing and Consider Resolution 2024-XX: Vacating a Perpetual
Roadway Easement on the property located at Lot 6, Section 5, Township 116, Range
23, Carver County.
Charlie Howley, Public Works Director/City Engineer, reviewed the public easement they
proposed to vacate because of the new Waterview plat.
Mayor Ryan opened the public hearing. There were no public comments.
Mayor Ryan closed the public hearing.
Councilmember Schubert moved, Councilmember von Oven seconded that the City
Council adopt a resolution approving the vacation of a perpetual roadway easement across
a part of GOVERNMENT LOT 6, SECTION 5, TOWNSHIP 116, RANGE 23, CARVER
COUNTY, subject to the recordation of the WATERVIEW Plat. All voted in favor, and the
motion carried unanimously with a vote of 5 to 0.
2. Hold Public Hearing and Consider Resolution 2024-XX: Vacating a Portion of Public
Drainage and Utility Easements located at 7506 Erie Avenue, Chanhassen.
Charlie Howley, Public Works Director/City Engineer, summarized the easement vacation and
dedication request for 7506 Erie Avenue. He read the statement of the need for the vacation.
Mayor Ryan opened the public hearing.
Theresa Watt, 7423 Frontier Trail, asked about the available lot for members and if it would
impact this lot. She said it was a community lot a part of the association. She asked if it would
impact the frontage. Mr. Howley answered that this would not impact the community lot.
Mayor Ryan closed the public hearing.
Councilmember von Oven moved, Councilmember Schubert seconded that the Chanhassen
City Council adopt a resolution approving the vacation of portions of the public drainage

and utility easement located between Lot 9, Block 1, THE FRONTIER; and Lot 1, Block 1,
HISCOX ADDITION according to the recorded plats thereof, Carver County, Minnesota,
subject to the recordation of the lot combination. All voted in favor, and the motion carried
unanimously with a vote of 5 to 0.
GENERAL BUSINESS. None.
COUNCIL PRESENTATIONS.
Councilmember Schubert spoke on behalf of the Chanhassen Rotary Club and the Chanhassen
Evening Rotary Club to share that the Imagination Library was now available to residents of
Chanhassen.
Mayor Ryan said that she talked with third graders at Bluff Creek Elementary a week ago. They
voted on a special day for the City Council, so at an upcoming meeting, the City Council
members will do crazy hair day.
ADMINISTRATIVE PRESENTATIONS. None.
CORRESPONDENCE DISCUSSION. None.

2. Follow-up on Citizen Action Request Items
Mayor Ryan said that she followed up with the City Manager about the Citizen Action Request
Items and there should be a legal response next week.
Randall Raddatz, 6340 Elm Tree Avenue, questioned if the city obtained a legal opinion that
allowed them to not include specific language. He asked why language was not included on the
ballot about a property tax levy for the referendum for the Chanhassen Community Center.
Councilmember McDonald moved, Councilmember Kimber seconded that the City
Council move into closed session, as permitted by section 13D.03 to discuss the acquisition
of PID 25.0960440. All voted in favor, and the motion carried unanimously with a vote of 5
to 0.
CLOSED SESSION.
1. Discuss Land Acquisition
Councilmember McDonald moved, Councilmember Schubert seconded to adjourn the
meeting. All voted in favor, and the motion carried unanimously with a vote of 5 to 0. The
City Council meeting was adjourned at 8:50 p.m.
